Welcome to this Marana Council Meeting. Regular Council Meetings are usually held the
first and third Tuesday of each month at 7:00 p.m. at the Marana Town Ha]], although the date or
time may change, or Special Meetings may be called at other times and/or places. Contact Town Hall
or watch for posted agendas for other meetings. This agenda may be revised up to twenty-four hours
prior to the meeting. In such a case a new agenda will be posted in place of this agenda.
If you are interested in speaking to the Council during Petitions and Comments, Public
Hearings, or other agenda items, you must fill out a speaker card (at the rear of the Council
Chambers) and dehver it to the Clerk in advance of the agenda item you wish to address. It is up to
the Mayor and Council whether individuals will be allowed to address the Council on issues other
than Announcements, Petitions & Comments, and Public Hearings. All persons attending the
Council Meeting, whether speaking to the Council or not, are expected to observe the Council Rules,
as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with
the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be
allowed to return.
To better serve the citizens of Marana and others attending our meetings, the Council
Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disability, is
in need of special services as a result of their disability, such assistive listening devices, agenda
materials pFmted in Braille or large print, a signer for the hearing impaired, etc, will be
accommodated. Such special services are available upon prior request, at least ten (10) working days
prior to the Council Meeting.

The meeting convened at 6:10 p.m. at the Town Hall Annex. Donna Pratt from
Northwest Fire introduced herself as the replacement for Jaime Kahle on the
committee.
Each of the committee chairpersons gave an update on their activities. Melarde
indicated that Price Club is interested in holding the pancake breakfast in their
parking lot. The committee indicated that once we establish sponsorship levels,
we should ask Price Club/Costco to be a sponsor. Melanie had contacted but
had not heard from Levitz as another possible location for the pancake breakfast.
With respect to publicity, Melanie will do news releases. Bobby Sutton said that
Whiteco will get behind us with billboards. The committee may want to
purchase a second billboard at a more central location, and we should investigate
getting the best price, even if it's not through Whiteco. Melanie will also handle
public service announcements (PSA's). Monica Sutton has a list of media
contacts and will get that list to Melanie after Founder's Day. It's possible that
Monica will help the publicity committee/business participation cormnittee in
getting sponsors for the event. She has done an excellent job doing that for
Founders' Day. Bobby and Melanie will continue to work on this.
A subcommittee of Bobby, Jocelyn, Melanie, Jane, and Sharon will meet to
discuss sponsorship levels and set a preliminary list of sponsors. It was noted
later in the meeting that we should try not to duplicate too many of the sponsors
that will be contacted for the Town's 4th of July celebration.
Diane is working on the pancake breakfast and barbecue. She will contact the
Rotary for the breakfast and the Kiwaniis for the barbecue. Diane will contact
George Kline.

With respect to business participation, Jocelyn is making a presentation to the
Business Advisory Committee on Tuesday, October 8. The presentation will
focus on the parade, parade route, business participation through door prizes
and gift certificates, discount coupons for events during the two-day birthday
party, and whether the businesses are interested in a business expo at
Sportspark. Melanie and Jane will be at the presentation, also.
The committee expressed concern that the float/parade appeared to be the
weakest link in the weekend's events, mostly due to the fact that there were few
committee members who had had experience in organizing a parade. Jocelyn
mentioned that Jane had given her three sources to contact: Tucson Rodeo
Parade, Tucson Metropolitan Chamber of Commerce, and the UA ASUA
community affairs committee. These sources should be able to provide
guidelines for setting up parades, and Jocelyn will contact them before the next
meeting for information. It was also noted that if the Business Advisory
Committee is against the parade along the proposed route of Thornydale, an
alternative route might be to hold the parade at Sportspark.
Sportspark. Bobby and Jocelyn met October 3 with Jim Munson and Doug
McCoy from Sportspark. They were very enthusiastic about having a portion of
the 20th anniversary event at their facilities and made several recommendations
which Bobby and Jocelyn shared with the committee. Among the suggestions
was to re-think the name of the celebration and call it a birthday party to
distinguish it from the previous Founders' Day events. The committee liked the
idea, and Melanie will incorporate the "birthday" concept in another rendering
of the official 20th logo. Sportspark suggested that the cormnittee revise the
hours of the Saturday event to start later and end earlier due to the fact that it
will be getting dark earlier and thus, colder. The fireworks show could start as
early as 6:30 p.m. If the BAC wants to hold a business expo at Sportspark,
Sportspark is willing to open the park all day to the Marana function.
Sportspark will take all receipts from the food and beverage concessions, and
will provide a list of possible events to hold during the day, including music and
the prices of the same, to Bobby before the next Committee meeting. By that
time, Jocelyn will know the BAC's reaction to the parade and business expo and
their feelings about participation. We can gear the activities at Sportspark
around that information. Other suggestions for Sportspark were to have a
birthday cake on one of the fields. Bobby has lined up the Corvette Car Club for
a show, starting with a 1977 Corvette.
Marmka Park activities. It was noted that all revenue from kids' events be
donated back to Marana schools. It was suggested that the chili cook-off be put
on Saturday, as it is more in keeping with the type of events scheduled for
Sportspark. However, more discussion is necessary and a subcommittee may
want to evaluate activities which will best draw people to the park, especially
after the events at Sportspark. Live music on Sunday is another issue which
should be addressed by a subcommittee. Melanie suggested a fine arts show
rather than a crafts fair. Pima County Arts Council should be contacted to find
out who the local Marana artisans are and if they would be willing to have a
show (not a sale). Ronald McDonald may be available for Sunday, and Sandy
indicated she had seen a magic show recently which she thought would be
appropriate for the Park activities.
Transportation/safety, Lt. Bradshaw suggested that the name of this conmaittee
be changed to Public Safety to better reflect the activities that his committee will
undertake, Donna Pratt will serve on this committee in Jaime's place, We need
to include in the budget for the committee, traffic control and electric signs and a
searchlight.
Other activities which were discussed at previous meetings will remain the same.
A revised schedule of events and committee assignments will be available after
the November meeting. By the end of that meeting, all committee assignments
should be firmed up and committee chairpersons can begin delegating
responsibilities to sub-committees.
Items which need to be confirmed as soon as possible are dates and locations of
events (Sportspark and Marana Park) and any contracts for services, i.e. music,
fireworks, insurance).
The next meeting is scheduled for Thursday, November 7, 1996 at the Town Hall
Annex, 6:00 p.m.

The meeting convened at 6:30 p.m, after a tour and dinner provided by
Evergreen Air Park staff. Committee Member Sutton put before the committee
the possibility of obtaining bylaws and ways to set up committees which Monica
Sutton had provided for the Marana Founder's Day.
Members were asked to give updates on their respective assignments and
provide tentative budgets to the budget committee. The following summarizes
the updates:
Publicity/advertising: $5000 budget with additional funds coming from
donations and in-kind contributions. Mr. Sutton advised the committee that the
Town Council would likely supplement any budget shortfall that could not be
raised by the committee.
Pancake Breakfast: Zero budget. It was discussed that the sponsoring
organization would probably take the receipts in return for putting on the event.
The committee concurred, Melanie will contact the owners of the building at
Orange Grove/Thornydale (vacant Ernst store) and the owner at Petsmart/Price
Club to determine whether either of these locations could be used for the
breakfast. She will report back to the committee, as this will be a deciding factor
as to where the parade event will begin.
Business Participation: Jocelyn reported that she had contact the Business
Advisory Committee chairperson and will be making a presentation at their next
meeting, October 8. Items she will present for consideration will be participation
as a commercial entry in the parade, the parade route and the approximate time
Thornydale Road will be closed to through traffic, who to contact to shut down
the irrigation system at North Pointe Center (so that people can sit on the grass
and watch the parade), and an invitation to businesses to participate in a
drawing on the Saturday of the event whereby customers can complete a
drawing form to be eligible for a prize. Bobby Sutton said that he would ask
Monica (Sutton) to get Jocelyn a list of sponsors from the October Founder's Day
celebration. Mr. Sutton also asked that Sharon Price replace him on the business
participation committee. A tentative budget of $2000 was requested.
Float/Parade - Debbie Hubbard agreed to be on this coamfittee. She will work
with Sharon. Sandy Groseclose agreed to contact Si Schorr who owns the
property behind North Pointe Shopping Center and the owner of the Price Club
property to see whether we can use either of those properties for a staging area
for the parade. Contacts of businesses for comn~ercial entries need to be made
soon. As noted above, Jocelyn will advise the BAC on October 8 of the
committee's intentions in this regard, but the Float committee will follow up.
Sportspark - Bobby and Jocelyn made contact with Jim Munson and Doug
McCoy at Sportspark regarding the Saturday night function, including food
concessions and fireworks and music. Sportspark is enthusiastic about having
the event at their site. Bobby will get a meeting set up before October 3 with
himself, Jocelyn and Sportspark to go over the details. They will discuss
transportation (possibly having a shuttle to get people into the park more
efficiently and as a dry-run for the 1997 July 4th event), food concessions,
parking receipts, staging area for the band, fireworks, and possibly some games
for kids to help keep them occupied. One suggestion Jim Munson made to
Bobby was to have discount parking coupons available at local stores to get into
the Sportspark event.
Marana Park, Sunday - Pauline was not able to attend the meeting, but Sandy
Groseclose gave an update on what they would like to have for the Sunday
activities. These include: A person to make balloon animals, Shriner's clowns,
Magic Show, participation from Mountain View or Marana High Schools or both
with the glee club, acapella, or jazz band; Sunshine Kiwaniis do a barbecue,
possibly in addition to a celebrity chili cook-off (Bobby said he would get Sandy
a list of names for the celebrity cook-off), an area near the ramada for people to
view pictures of old Marana, a band for listening and/or dancing, possibly some
craft concessions, concessions for souvenir sales of Town or Chamber items and
specific areas set aside for kids' games. Diane Mangialardi received a contract
for services from the Desert Cadillac band. The contract would be $1000 for 4
hours.
Transportation/safety: Lt. Bradshaw will check on alternative (shuttle)
transportation for Sportspark on Saturday as well as the potential parade route
and how to shut down streets as well as inform businesses along the parade
route that we will be shutting down part of the streets for the Saturday a.m.
parade. Jaime Kahle agreed to work on this committee.
Items discussed generally were to try and get Marana schools marching bands
involved in the parade, decide whether the parade would be mechanized or not,
pre-advertising road closure for the parade with the media, and identify specific
times and places for events. Melanie advised the committee that she has two
people on her sales staff who have extensive fundraising experience and we may
be able to use their services in that regard. It was also suggested that we try to
get the Air Care helicopter or Air National Guard helicopter for Sunday in
conjunction with the safety program for kids. The fire department could have a
truck at the park. Another suggestion was to get Lisa Frank balloons to fly over
the park on Sunday. Marana Skydivers may be willing to do a show.
Melanie will bring a new logo design to the next meeting.

Welcome to this Marana Council Meeting. Regular Council Meetings are usually held the
first and third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or
time may change, or Special Meetings may be called at other times and/or places. Contact Town Hail
or watch for posted agendas for other meetings. This agenda may be revised up to twenty-four hours
prior to the meeting. In such a case a new agenda will be posted in place of this agenda.
If you are interested in spe -akmg to the Council dmUng Petitions and Comments, Pubhc
Hearings, or other agenda items, you must ~ out a speaker card (at the rear of the Council
Chambers) and dehver it to the Clerk in advance of the agenda item you wish to address. It is up to
the Mayor and Council whether individuals wilt be allowed to address the Council on issues other
than Announcements, Petitions & Comments, and Pubhc Hearings. All persons attending the
Council Mee[mg, whether spe~k-~ug to the Council or not, are expected to observe the Council Rules,
as well as the rules of pohteness, propriety, decorum and good conduct. Any person interfering with
the meeting in an>, way, or acting rudely or loud]y will be removed fi.om the meeting and will not be
allowed to return.
To better serve the citizens of Marana and others attending our meetings, the Council
Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disabfl/D', is
in need of special services as a result of their disabihty, such as assistive hstenmg devices, agenda
mater/als printed in Brall]e or large print, a signer for the hearing mpa/red, etc., w~ be
accommodated. Such special sermces are available upon prior request, at least ten (10) working days
prior to the Council Meeting.
