Welcome to this Marana Council Meeting. Regular Council Meetings are usually held the f~st and third
Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or time may change, or Special
Meetings may be called at other times and/or places. Contact Town Hall or watch for posted agendas for other
meetings. This agenda may be revised up to twenty-four hours prior to the meeting. In such a case a new agenda
will be posted in place of this agenda.
If you are interested in speaking to the Council during Petitions and Comments, Public Hearings, or other
agenda items, you must fill out a speaker card (at the rear of the Council Chambers) and deliver it to the Clerk in
advance of the agenda item you wish to address. It is up to the Mayor and Council whether individuals will be
allowed to address the Council on issues other than Amaouncements, Petitions & Comments, and Public Hearings.
All persons attending the Council Meeting, whether speaking to the Council or not, are expected to observe the
Council Rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with
the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to
return.
To better serve the citizeus of Marana and others attending our meetings, the Council Chamber is
wheelchair and handicapped accessible. Any person who, by reason of any disability, is in need of special services
as a result of their disability, such assistive listening devices, agenda materials printed in Braille or large print, a
signer for the hearing impaired, etc., will be accommodated. Such special services are available upon prior request,
at least ten (10) working days prior to the Council Meeting.

Ed Honea: The Chamber of Commerce had their election of officer for their
Bread of Directors today. Jack Neubeck from the Planning Center is the new
Chairman and Jeff Sells** the General Manager from Channel 13 is the Vice-
Chairman.
Mayor Harn: Yes, and the Town has sent a letter congratulation them, under the
Mayor signature.
Roxanne Zeigler: For those of you who have seen our signs, about the "Marena
Hard Zone", and the construction at Ina and Thomydale. The BAC as a liaison is
very much involved in that, so if there's anybody doesn't want to read the
instructions, I can explain it in layman language. And I would encourage
everyone to join in. Secondly, June 24, is the Planning and Zoning Meeting.
They are going to discuss Continental Ranch Specific Plan. It doesn't just have
to do with Continental Ranch itself, but also the hotels. There's going to be a lot
of changes to that area and I think that anyone who lives in the area would want
to come down and listen. It is a public hearing, and it starts at 6:30.
Sandy Groseclose: I have a presentation to make on behalf of Jane Johnson.
This is something that the Town and Council should be extremely proud of. It is
a certificate of achievement and a Gold Star Award for the Travel Reduction
Program. This is our second year of receiving the Gold Award. Congratulation to
the Council and Staff.

Marana Family Fun Day - Update on Fourth Annual Marana Family

Mike Hein: While staff is aware that the Mayor and Council are well informed
perhaps on the 4t~ of Suly. We thought it would be opportune to make brief
statement and explain the festivities that are being planned, so those members of
the public could become aware. So, I've ask Jocelyn to give you that update,
since she's been working with Sportspark most diligently.
Mayor Harn: Rudy Grijalva today, said that he will be there for Sen. McCa're.
Have we had any other acceptances?
Jocelyn Entz: Yes. I've had about 3 or 4 responses fi.om some of the community
leaders that have been invited to attend as well as the Council Members. I have
not heard fi.om the Council Members. But, you just received your invitation a few
days ago. I'd just like to report on a couple of things. There will be vendor booths
for the sponsors. ! believe that Marana has three or four vendor booths. One of
which will be a Voters Registration, and I believe Pima County is going to man
the booth along with some of our staff.. We will also have a "Hard Hat
Construction Zone Booth" to give out information. I'm hoping that everyone that
has a T-shirt will wear it or would like to wear it. That will be staffed by some of
the Explorer Newspaper people as well as Town staff We will also have a
Council Community Leader Tent, where we hope all of the Council Members and
community leader who have been invited are planning to attend will come and
greet constituents, visitors, anybody who wants to come by. We plan to have
balloons to give away to everyone with the Town of Marana logo on the balloons.

Also, in addition to the Towns softball game, we've discussed possibly having
another softball game for the "Hard Top Construction Zone". If we can get people
who would like to play on both teams, if we can get additional people from the
community that would like to play on the "Hard Hat Team". There's also a
tournament for volleyball if anybody would like to be involved in that. That's
about all I have to update your information sheet. Does anybody have any
questions7
Vice Mayor Sutton: Didn't we have problem even getting one, five thousand-
dollar sponsor last year?
Joeelyn Entz: I'm not even sure that we even had a five- thousand-dollar
sponsor. I think thirty five hundred was our largest requested sponsor, and this
year we have six.
Vice Mayor Sutton: Is that going to reduce our cost? Or are they going to add
more features?
Jocelyn Entz: It's my understanding, the way the contract was written, is that
anything we raised above the fifteen thousand dollar limit, in the way of sponsors
is returned to the Town to offset the Towns cost. So, I think we are going to get
at least or dose to half of our Town sponsorship back.
Vice Mayor Sutton: I think this goes to show, some of the names are good
participant in the Town. This event is growing, and to go from none last year to
six major sponsors, this is awesome.
Jocelyn Entz: The sponsors are very excited. Sportspark is expecting at least
twelve thousand people to show up this year.
Vice Mayor Sutton: Excellent.
Mike Hein: I think the key is that the event is growing. Our sponsorship list has
grown. I can't express enough gratitude to the O'Reilly's and Driver Mart, soon
to be Auto Nation and Home Depot. And the key is that a family can have an
affordable fun day. So, the whole idea is to get as many people from the
community involved at a fun family friendly event.
Resolution No. 98-72 -Agreement Between Town of Marana and
Kaufman and Board of Arizona Inc., and Arizona Corporation, for
Construction of Water Facilities and Provision of Water Utility

Mike Hein: They have started on the Cortaro Ranch Property on the eastside of I-
10 and Cortaro. This is the first water agreement of its type, so we wanted to
bring it to Council. I can't express enough gratitude to the Estes individuals. Our

Town Attorneys staff was real diligent, and our water department staff turned this
around very quickly as you see in your packet. And Kaufman has already signed
it and we are recommending approval. And again, I hope that it sets the standard
for future water service agreement in the Town. If you have any questions Brad
or I are available. I believe a representative from Kaufman is in the audience.

Corona de Marana Bicycle Race - Request for Police, Roads and Park
Availability (Russ Dillow)
Mike Hein: As many of you recall there was a bicycle race that took place on
Founders Day. It benefits Multiple Sclerosis Society. Judge Dillow has been the
contact person and has remained in the process throughout. He's been working
diligently with staff as well as coordinating with the police and other units.
They're trying to move the event to September. Better weather, publicity,
coordination with the Tour de Tucson Races, and he's here to give you a brief
presentation.
Judge Dillow: At one of the Founder's Day Committee meetings, it was decided
that the Town needed another event to go along with Founders' Day. Councilman
(sic) Sherry Millner was on the board. It was decided that a bicycle race would be
the thing to do. We were not able to do it the first year, but were able to do it last
year, and were financially successful. It has become quite popular among the
fitness buffs. But in order to get it on the map of the fitness buff for the State of
Arizona, the Multiple Sclerosis Society is asking that the race be moved to
September.
Karin Erickson: I'm the event coordinator for the Multiple Sclerosis Society.
We would like to hold the event on Saturday, September 26th. We are offering it
as an MS 100 ride. We would offer a 100-mile distance for cycles and 100K,
which would be a 60- mile distance for cycles. And also, a 30- mile route for the
cycles. We would like the event to start at the park, here at Barnett and Lon
Adams. We have made notations as to where we will need help with traffic
control, and we will also we be providing rest stop for aid station for the cycles
along the route.
Mike Reuwsaat: I'm in full support of it. I would like Council to see what our
expenses were on the event. On the other side I would like to see that you do a
survey of your membership and look at the economic benefits in terms of hotel,
motel taxes to the Town, if that's possible. Is there a need for some type of
liability release, when we get into pa~icipation on this type of event?
Mike Hein: Staff understands his direction and we will work on an audit as well
as an economic impact statement for events like tiffs. We are only asking for one
year, because again, it is changing the date and we're going to see how it happens.

We're just authorizing our staffto coordinate with them. Mostly, in the Police
and Public Works. We'll look into the liability issue and get a memo out to you.
But again, one of the good things the Judge and the event have done is coordinate
with the Police Department in advance to identify what resource are going to be
necessitated.
lterb Kai: As far as the Town of Marana town limits. Marana would contribute
our police force, outside our limits would be County. Is that how the share would
work?
Karin Erickson: Yes. What we are interested in doing, is work with the Arizona
Rangers. They're a volunteer group. And that's who came out to help us with the
last bike tour in March. I have been working with Lieutenant Bradshaw to have
the support of the police department. We have within our budget the means to
pay for off duty police officers at the intersections where we need traffic control.
And I will also be working with the Pima County Sheriff's Department as well.
Roxanne Zeigler: I think you may have already answered my question. Is this
going to be a Chamber event? Is it it's own event?
Judge Dillow: Often at an event there are problems. And one of the problems is
the traffic. But, we are trying to separate so that it could be a separate event.
Roxanne Zeigler: That's what I was hoping. That will be wonderful. How about
the budget issues Mr. Town Manager.
Mike Hein: It would be in-kind. There still may be some expense. As far as
personnel cost. But, as far as the intersection control, that will be funded through
their program.
Ed ltonea: This is great PR for the community and we could probably talk to Ed
and get it into the Northwest section of the paper.

Mike Hein: I've asked that this item be split into two. As state law requires for
final budget adoption, there needs to be a Public Hearing. So, I would ask the
Mayor and Council to go into a Public Hearing and if you have any questions
from the public.
A motion was made by Vice Mayor Sutton, and seconded by Roxanne Zeigler, to
go into Public Hearing. Motion carried 6/0.
Mike Hein: Let me suggest that Mr. Cuaron has done a yeoman's job on the
budget. Give a brief overview during the Public Hearing. Maybe, that will spur
discussion, if not, it will save you the same ditty when it comes to final adoption.
Roy Cuaron: At the last Council meeting we adopted a tentative budget of
$24,607,405 that set the upper spending limits. Tonight the Mayor and Council
are being asked to adopt the final budget, which cannot exceed that. The Council
can choose to decrease the budget or reallocate any funding amongst departments.
Staff is recommending a couple of changes from the adoption of the tentative
budget. And I'll just briefly touch on those. (1) We are asking to increase the
Public Works budget by fifty thousand dollars, to allow for completion for the
Public Work Garage that was delayed. (2) Net increase in the Police Department
Budget by thirty thousand dollars. That to allow for the reconditioning of four
vehicles. And concurrent with that we're going to decrease the repairs and
maintenance budget by ten thousand. During the budget discussion Council
directed us to look into the possibility of reconditioning the vehicles. We've done
that. By reconditioning four vehicles it puts us in a position where virtually every
Patrol Officer will have a vehicle assigned to them. So, with that to fund those
recommended changes we would decrease the programmable reserves by eighty
thousand and leaving a contingency of about one hundred and fifty eight
thousand. So, with that, if there are no other questions or if the public has no
questions.
Ed Honea: You've done an excellent job.

out of Public Hearing. Motion carried 6/0.

Commerce Community Housing Planning Grant (Dick Gear)
Mike Hein: Sometime ago, given Council direction, staffhas been directed to
bring grants to your attention prior to application. So, Council knows what we've
been working on. Also, it gives us added legitimacy and weight when we apply

to the agencies saying that we've gone to Council in advance and they've given
us their blessing. Furthermore, many of these grants have budget implications as
this one does. So, we want to work you through it and make sure you understand
that it does have some implications. This grant that Mr. Gear has been working on
has to do with an application so that we can develop an affordable housing
program, and a strategy. Mr. Gear is in the audience, and I'm sure he will be
happy to answer any questions.

Resolution No. 98-69 - Request by the Tucson Regional Water
Council for Marana's Participation in the Regional Effluent Planning
Partnership. Discussion/Action (Dave Alter)
Mike Hein: Basically, we have been involved with TRWC on Regional Effluent
Planning. They've asked forjurisdiction, involvement and participation in this
regional effort. I think we are the last jurisdiction to act. Part of the reason we
are so late is because of me. I've said I'm not that familiar with it, I'm not sure
what's going on. I don't want to contribute an extraordinary amount, let's see
what other jurisdictions contribute. Oro Valley and others have contributed as
we're proposing, in-kind services. That may not necessarily be minimal, but that
would be mostly out of the engineering department, as far as their participation.
So I'll have Dave give you some background about this item.
David Atler: The REPP is what you may have remembered from about a year
ago as the Regional Effluent Task Force. I was assigned as the Town's
representative on the Task Force. Basically, what the Bureau of Reclamation was
looking for was to be able to provide $250,000 towards and effort to analyze and
hopefully and formalize a final document for regional effluent use. That is
something that would be agreed upon by all the local jurisdictions. The only way
they could provide $250,000 is if all of the jurisdictions either put up cash or
kind services. Again, my time, Brad's and Mr. Howard's time as well. All the
cost associated with our efforts. That would be Pima County, City of Tucson,
etc., would go towards matching that $250,000. There is no cash contribution on
the Towns part. We want to make sure that that is not going to happen. As the
other agencies started participating in the Federal government allotted the money
and they've started to process to do the study. So, that is the main reason for this.

Mayor Harm Why would we want to participate?
Dave Atler: A number of the projects happen to fall into the Town's jurisdiction.
Our gain would be, to have a hand in identifying where this effluent is going,
hopefully, other than in the river today. How it's going to used. Some of the
proposal is to apply it in agricultural use. Also, an opportunities for our Town to
help work on getting in between with the other jurisdictions other than the City
and County.
Ed Honea: The Town has been teeing to get some of the effluent. We can use it
for recharge, golf courses, sand and gravel operations, and things of that nature.
And use it for some of our replenishment credits with the assured water supply. I
think it going to be a tremendous benefit to our community.
Roxanne Zeigler: In-kind service. You've got some high price people down
here. Mr. DeSpain, Byron Howard and Dave Atler. How much are the in-kind
services? Did I hear you say you participated in this last year?
Dave Atler: Yes. Part of the funding that they will allow towards the in-kind
contribution is the time that we've already spent.
Roxanne Zeigler: What would you think for this 98/99 budget. What kind of
in-kind services, and what dollar would you think you would be looking at?
Dave Atler: Just for staff time, I would guess one to two thousand. Most of it has
already been spent.
Mike Reuwsaat: I'm assuming that our North Valley Wastewater Committee that
we were developing will also be tied into this. Or, at least all the information will
be communicated that it's on the same track in terms of achieving what Marana
needs as well as what's going on here.
Mike Hein: IfI can respond to that. Yes. We are moving ahead with the
Northvalley Water Users Advisory Committee. But, not in the form that we had
originally proposed. There's has been a great interest in the development area as
well in the public. I'm going to propose segregating the committees. In other
words, we've interest from SVP, New World Homes, Cottonwood Properties,
Doerkin Properties and a variety of others who want to participate and get brought
up to date on the effluent issues as well as the waster water planning that's on the
way. I don't want to mix that group with our citizen group and the Council at
once. I am proposing that we'll meet with the development community first. Get
their input and recommendations, then we'll meet with the Citizens group and
we'll use the majority of the water users advisory council. Mr. Blake is in the
audience, he volunteered, and we'll pick up a couple more citizens, and meet with
them, give them an over view and get their comments and concerns. Staff will
put them all together and then give a briefing in a study session to

Council. Hopefully, within the next two months. I' told Brad, that he would be
doing that in the month of July.

Ordinance No. 98.09 - Proposed Changes to the Marana Park and
Recreation Ordinance No. 97.20, User Fees (Dave After)
Mike Reuwsaat: I would like to see that the Council approves the fee schedules,
annually during the budget process. So that we're reinforcing and approving any
changes or any modifications that have been made during the year. It also sets
the tone for the establishing our revenue projections. So, ifa change is made or a
new fee is set, it is all of our assumption, that we will be getting a memo.
A motion was made by Mike Reuwsaat, and seconded by Vice Mayor Sutton, to

Mike Hein: That's a fine proposal. As you are aware these fees are set by
Ordinance, which is very usual, that a Town Council set by Ordinance fee such as
these. Because of inflation for example, the swim team wants T-shirts, sw'un
caps, etc. Instead of coming back to you, that why we're making this proposal
that the Park and Recreation, at least the Public Works Director have that
authority. But I think it's certainly reasonable that we report to you annually
during the budget and seek your approval at that time, while maintaining the
ability, if necessary, to alter the fees. But, certainly we would not do those
without advising the Council.
Pima Association of Governments Regional Council Meeting Agenda
- Review for Discussion and Direction (Mike Hein)
Mike Hein: You have the agenda from the Management Committee, which took
place June 11th. The Town was very well represented. I was not there, but Mr.
Atler was there, and Jocelyn Entz. Item 5 and 6 on the Management Committee
obviously pertain to Marana. Some of the are updates. La Mirage Regional
Council had dealt with before. You may have seen a letter that came subsequently
from their representative, Mr. Banks, explaining that they had wanted to voice
some further opinions and have some further considerations in regards to their
208 Plan. Stating that their, very much exposed, because it's not up to them, it up
to the governmental agencies. Certainly, I think PAG took a very firm and
reasonable position, by saying here are your benchmarks. They coincide with the
original intent of the 208 and to clarify it and bring a transparent policy forward
here's what we're going to do. So, you may see some of that rehashed.
Otherwise, the other big one that doesn't necessarily relate to us is Item 7, talking
about thetown of Sahuarita desires to enterinto thewastewater business. Iwould
suggest that the Council to be aware that that's what that item is. We, as staff

have supported them in the effort but, if you have any other direction for the
Mayor, now is the time.
Mayor Harn: Let me state that La Mirage 208 Plan would have been taken care
of at the last PAG Regional Council. But, I became a little disturbed because
when I got to the Regional Council dais there was more verbiage by La Mirage.
So, I informed them that if they had amendments they really needed to go through
our staff.
Dave After: Yes. The resolution was if they requested it, which they did last
week at the managers committee. They could come before the Regional Council
with the revised language with the concurrence of the Town Manager of Marana
and the Director of Pima County Waster Water. The executive director of PAG
couldn't make the determination. It's not just going to be left up to PAG.
L. Mayor and Council's Report
Mayor Ham: (1) David Atler and I met with some of the Little League and
we resolve some issues, and it was a very good meeting. (2) I attended
the Father's Day of Year Event at Ventana Canyon. That was very, very
exciting. (3) Met with John Alexander with Pulte Homes Alexander. (4) I
met with Dick Gear and John Glaze and talked about Affordable Housing
Program that we hope to get started. (5) I served on the PAG Regional
Planning Committee for Social Services and there's going to be some
extremely heavy cuts in Federal funding coming down for community
services this year and many. So, it is really important to try and prioritize
what services are really valuable to the community. (6) I've meet several
time with the committee to do the 4th of July celebration.
Herb Kal: I just remembered some good news that I heard from Pima the
County that opening bids for bank protection contract will on August 15th'
for our flood protection.
I. ManageFs Report
Mike Hein: The only thing I want to make note of is that I am very pleased to
announce that we have brought on board our intern in the Manager's office
and his name is Mark Trease and he will be here at the next meeting. He has
a Ph.D. in Public Administration, has a Military background and has his
Masters in Public Administration from the U of A. His last employment was
under Mr. Chuck Huckleberry. His assignment was full cost recovery
analysis. So, he is quite familiar with some of the issues we're facing. We're
quite excited. He working with Dick and we've got him working about twenty
hours a week, more or less. He first task is to give me a full analysis on
airport operations at Avra Valley. I would hope that his report is to me pdor to
the retreat.

Welcome to this Marana Council Meeting. l%gular Council Meetings are usually held the
first and third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or
time may change, or Special Meetings may be called at other times andlor places. Contact Town Hall
or watch for posted agendas for other meetings. This agenda may be revised up to twenty-four hours
prior to the meeting. In such a case a new agenda will be posted in place of this agenda.
If you are interested in speaking to the Council during Petitions and Comments, Public
Hearings, or other agenda items, you must fill out a speaker card (at the rear of the Council
Chambers) and deliver it to the Clerk in advance of the agenda item you wish to address. It is up to
the Mayor and Council whether individuals will be allowed to address the Council on issues other
than Announcements, Petitions & Comments, and Public Hearings. All persons attending the
Council Meeting, whether spe~ng to the Council or not, are expected to observe the Council Rules,
as well as the rules of politeness, propriety, decorum and good conduct, Any person interfering with
the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be
allowed to return.
To better serve the citizens of Marana and ethers attending our meetings, the Council
Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disability, is
in need of special services as a result of their disability, such assistive listening devices, agenda
materials printed in Braille or large print, a signer for the hearing impaired, etc., will be
accommodated. Such special services are available upon prior request~ at least ten (10) working days
prior to the Council Meeting.
For a copy of this agenda or questions about the Council Meetings, special services, or
procedures may be addressed to Sandy Greseclose, Marana Town Clerk, at 682-3401, Monday
through Friday from 8:00 to 5:00.
