working arraignments, pre-trials, and trials.

Vick Charnis, Building Inspector, reported one gas line
inspection, four inspections at Estes Elementary School, one
inspection at Mountain Bell building, and one inspection at the

The motion was made by Tom Jones, seconded by Dan Grc, seclose~ and
unanimously carried that the Town Council authorize Mayor Bill
Schisler to sign the Intergovernmental Agreement ~ith Depaptment
of Public Safety for u~e of intoxilyzer.
Ray Teran, Town Manager, submitted a list of homes in the village
that need improvements. Vick Charnis, Building Inspector,
submitted estimates from Adams Tree Service, Inc. and Larry's
Tree Service for tree topping and removal of trees at Yoem
Pueblo. Ora Ham stated she thinks the tree removal is a good
project. Ora Harn spoke to Supervisor David Yetman regarding the
Yoem Pueblo project. Pima County Community Services will supply
$ 105,000.00 to the Yoem Pueblo project. The motion was made by
Tom Clark, seconded by Ora Harn, and unanimously carried that
the Town Council proceed with the project of topping of trees,
subject to availability of funds from Marana's Community
Development Block Grant fund.
Ray Teran, Town Manager, stated he had met with Robert White,
Trimble Engineering, Inc. and Larry Robertson, Attorney for
Robert White. Department of Water Resources will not give a 100
year water supply certificate for the 402 multi family dwellings.
Ray Coleman, Town Engineer, stated a full drainage study is
needed and also a complete Hydrc, logy Study. Ray Teran stated the
final plat for the White Farms Sub-Division will not be recorded
by Decernber 1, 1985. This was ar, informatior, item only.
The motion was made by Tom Jones, seconded by Tom Clark, and
unanimously carried that the '[own Council authorize Mayor Bill
Schisler to sign Contract 4-07-S~-L0910 relating to crossings of
the Tucson Aqueduct, pending legal opinion from Town Attorney.
The motion was made by Tom Jones, seconded by Tom Clark, and
unanimously carried that the Town Council dis-band the positions
of Liaison Officers and transfer the duties of the Liaison
Officers to the Town Manager.
Mayor Bill Schisler stated Ray Honea and Rita Ramey had submitted
their resignation from the Planning Commission. The motion was
made by Tom Jones, seconded by Tom Clark, and unanimously carried
that the Town Council accept the resignation of Rita Ramey and
Ray Honea from the Planning Commission.
Mayor Bill Schisler stated he had submitted the names of Diane
Collins, Richard Smith, Hal Harrigan, and Ronald Key to the
Planning Commission members for review. The motion was made by
Tom Clark, seconded by Tom Jones, and unanimously carried that
the Town Council appoint Hal Harrigan to the Planning Commission.

The Council discussed the issues brought before the Bond Advisory
Committee.
Pima County requested the State Land Department to make this land
available for sale. ]'he State of Arizona feels the County plans
to purchase the land for future expansion of the current
landfill. The motion was made by Tom Clark, seconded by Tom
Jones, and unanimously carried that the Town Council oppose the
sale of State land for the purpose of a landfill within the Town
limits of Marana.

Correction to September 3, 1985 Minutes: The ~onsensus of the
Council was that no penalty clause be added to the
£mergency/Disastep Plan. Correction to September 17, 19S5
Minutes: Pima County 8ravel Pit; that a letter be written to the
State Land Department notifying them that with the expansion of
the Pima County gravel pit the Town is unsure of the impact on
area by future development. Resolution No. 85-14 AuthopizinB the
Use of Volunteers is corrected as follows: The motion was made by
Tom Jones, seconded by Bo~ McCrea, and unanimously carried that
the Town Council adopt Resolution No. 85-14 Authorizing the use
of volunteers and that the Town Attorney prepare guidelines for
each department head to follow in order to prepare waivers.

Hal Harrigan, K and M Market, stated his store was being bothered
by stray dogs. Mayor Bill Schisler suggested Mr0 Harrigan call
Pima County Animal Control regarding un-licensed dogs and call
the Police Department regarding licensed dogs so that the owners
of the dogs will be notified.

The Council discussed the Marana/Sandario Road paving project
delay. Ray Coleman stated the project will be delayed at least
six weeks. Mountain Bell is delaying the project.
No report filed. Ray Honea stated the Plamning Commission
not meet in September.

Dan Sroseclose stated that sludge is not being properly applied
in Marana and Pima County. Also spoke on the excessive speeds by
the truckers. Mayor Bill Schisler will contact Pima County
Waste-Water Management regarding application of sludge in Pima
County.
Bob McCrea stated he had gone to the Recorder~s Office,
Assessor's Office~ and Department of Transportation regarding
Berry Acres I and II, and Chapel Drive. Berry Acres I and II are
dedicated and Chapel Drive is not dedicated. Tom Jones suggested
~ore research be done on the above mentioned streets.
Mayor Bill Schisler stated he had received a copy of the lawsuit
October 1, 1985. Copies will be made available to Council
Members. Tom Clark stated the lawsuit had to be filed before the
statue of limitations expires. The Council discussed the land-
fill and the flooding resulting from the location of the land-
fill.

The motion was made by Dar, Gposeclose, 'secor~ded by To~ Jones, and
unanimously carried that the Town Council approve the liquor
license transfer from Harvey Akeson to Hal Harrigar, at Marana
Market.
The Pi~a County Board of Supervisors voted to allocate
$ 105,000.00 for housing rehabilitation and/or replacement

housing for Yoem Pueblo. Pima County is asking the Town to
allocate $ 5,000.00 to the Yoe~ Pueblo project. The consensus of
the Council was to have more information available; who will
administer the project; how will the funds be utilized. The
motion was made by To~ Jones, seconded by Bob McCrea, and
unanimously carried that the Town Council place Yoem Pueblo
Rehabilitation Project on October 15, 1985 agenda.

Mayor Bill Schisler reported the following items:
1. Wrote letters supporting the bus service offered by Portable Practical
Educational Preparation and a letter regarding D.W.I. Counseling Services,
funded by "A.D.A.P.T".
2. Hattie Babbitt is sponsoring a "Put A Lid on Litter" Day, April 26, 1985.
3. 1985 is "The Year for Ail Arizona Women". 72 outstanding Arizona women
will be honored December 7, 1985.
4. Berry Acres roads are not dedicated.
5. Will meet with Emissions Control Manager, Larry Rich, April 23, 1985.
6. Copies of letters and information to Council Members may be distributed to
Committee members, Department Heads, and etc.

Pima County - Intergovernmental Agreement - Sewer Systems:
Council reviewed the revised Intergovernmental Agreement with Pima County
for Sewer Service. John Moffitt is to contact David M. Esposito, Wastewater
Management Department, to clarify items in the Intergovernmental Agreement.

Trico Electric Cooperative Franchise:
John Moffitt stated the voters of Marana had approved the Trico Electric
Cooperative Franchise, March 26, 1985. The motion was made by Tom Clark,
seconded by Bob McCrea, and unanimously carried that the Town Council au-
thorize the Mayor to sign the Trico Electric Cooperative Franchise as ap-
proved by the voters of Marana, March 26, 1985.
NEW BUSINESS:
Pima County - Intergovernmental Agreement - Communications:
The motion was made by Tom Clark, seconded by David Anway, and unanimously
carried that the Town Council authorize the Mayor to sign the Intergovernmental
Agreement between Marana and Pima County for the furnishing of police com-
munications services.
Zoning - Number of Dwellings on Lots.'_
Katherine Warner, 13742 Jane Avenue, stated four mobile homes were to be
placed on one area Df land on Jane Avenue. Two septic systems are already
in place on the land.
The motion was made by Tom Clark, seconded by David Anway, and unanimously
carried that the Town Council direct the Building Inspector to check the
septic tank permits located at 13700 Jane Avenue. Item to be placed on May
agenda.
Sign - Marana High School Girls' Basketball Team:
Mayor Bill Schisler stated~the Marana High School Girl~ B~k~b&%l ~am'~were
%~4-85 S~ate Champions. Monte Ray would like to place two signs stating they
were champions at the Town limits entrances.

carried that the Town Council authorize Monte Ray to place two signs
(Marana High School Girls' Basketball Team - 1984-85 State Champions) at
the Town limits entrances.
Resolution 85-04 Tucson Electric Power Facilities:
The motion was made by Bob McCrea, seconded by David Anway, and unanimously
carried that the Town Council table Resolution 85-04 until a full Council is
present. Item will be placed on May agenda.
The motion was made by Tom Clark, seconded by David Anway, and unanimously
carried that the Town Council recess for five minutes at 8:35 P.M.

Arizona Department of Transportation - Intergovernmental Agreement Paving Project:
The Council discussed the Intergovernmental Agreement. John Moffitt will
contact Arizona Department of Transportation with concerns regarding agree-
ment. Ray Coleman will contact Arizona Department of Transportation regarding
break-down of $ 132,142.00, the estimated pro-rata share of the construction
cost of the project.
The motion was made by Tom Clark, seconded by Bob McCrea, and unanimously
carried that the Town Council place item on May agenda and to call a Special
Meeting if necessary.

Mayor Bill Schisler reported that Pin~a County will rep-
resent the Town in the litigati,:~n on Highway User's

Calvin and unanimously, carried that the Town Council
direct Ray Coleman to confer with Central Arizona Pro-
ject personnel in order to obtain an extension from
February 11, 1985 to February 22, 1985.

Mayor Bill Schisler stated that when rights of way in
the Honea Heights area were dedicated in 1980 fifteen
feet on two lots <lots 59 and 56) were not dedicated.
Ray and Wynema owe back taxes on the two parcels in
the amount of $ 229.06. Pima County will write off the
back taxes in eight years. The Town of Marana might
have~ to pay the interest.

advance $ 210.00 to the Marana Volunteer Fire Depart-

Bob McCrea presented a petition to the Town Council from the home-
owners of West Grier Road, Jane Avenue, and Judy Place asking the Town
Council to make improvements and correct dangerous situations on West
Grier Road, Jane Avenue, and Judy Place.
Tom Clark announced a meeting of the Marana-Avra Valley Association Jan-
uary 31, 1985 at Marana Junior High School at 7:00 P.M. Pima County
Board of Supervisors and Central Arizona Project representatives are
to attend.

Mayor Bill Schisler reported the project for the Santa Cruz River began
work January 21, 1985. The project involves the construction of 3,200
feet of bank protection and channel excavation.

Management Agency Road Repairs.
Pending Lawsuit Over Highway User's Fund:
Mayor Bill S~hisler stated the Highway User's Fund will be discussed at
Pima Association of Governments Regional Council Meeting January 23, 1985.
The motion was made by Tom Clark, seconded by David Anway, and unan-
imously carried that the Town Council place Highway User's Fund on
February 5, 1985 agenda.
Central Arizona Project - Allocation:
Tom Clark stated the Cortaro Irrigation District Board had voted to ac-
cept the M. and I. water allocation. No action taken.
Job Descriptions - Town Employees:
The consensus of the Council was to direct department heads to prepare
job descriptions for current positions in each department. The proper
Liaison Officer for each department will give final approval to the job
descriptions. Job descriptions are to be completed by April 2, 1985.
Appointment - Planning and Zoning Administrator's Assistant:
GEne Anderson stated that an assistant is needed for administrative work
and he would continue to work with planning for the Town.

Agreement Re~rding Ownership of Treated and Reclaimed Water - M.S.P.
Properties:
The Council discussed the proposed agreement. It was the consensus of
the Council that they would like to review the agreement between M.S.P.

CONSIDERATION FOR HOME RULE OPTION (SPENDING LIMITATION):
Mayor Bill Schisler stated the Home Rule Option is to exercise our
right to provide for an expenditure limit which includes all expen-
ditures. The summary analysis for the local alternative expenditure
limitation will be sent to the State Legislative Council for review.
RESOLUTION NO. 85-01 - PROPOSING AN ALTERNATIVE LOCAL EXPENDITURE LIMITATION:
The motion was made by Tom Jones, seconded by Dan Groseclose, and
unanimously carried that the Town Council adopt Resolution No. 85-01.
ENTRAL ARIZONA PROJECT - ALLOCATION (CORTARO IRRIGATION DISTRICT):

The To~ Engineer stated he had not received the correct legal
descriptions from M.S.P. Companies.
The motion was made by Mike Calvin, seconded by David Anway, and
unanimously carried that the Town Council postpone action until legal
descriptions are correct.
Bureau of Reclamation - Central Arizona Project - Proposed Contract:
The Town Engineer stated he had not received any correspondence regard-
ing the contract, as proposed by the Town Council.
The motion was made by Mike Calvin, seconded by Tom Clark, and unan-
imously carried that the Town Council postpone action until the Bureau
of Reclamation answers correspondence regarding the contract.
NEW BUSINESS:
Final Approval - Federal Emergency Management Agency - Road Repairs:
Tom Jones stated the Town Engineer needs to furnish final inspections
on certain D.S.R.'s to the Federal Emergency Management Agency.
No action taken.
Building Inspection Forms:
Vick Charnis submitted the Building Inspection Record form that he
will be using in the future.
Marana Founder's Day:
Mayor Bill Schisler stated that 1984 was the last year for the Lion's
Club to conduct Founder's Day.
Mayor Bill Schisler appointed Bob McCrea, Chairman, Robert Kern, Jerry
Harris, and Mr. Oats, of the Shriners to work as a committee to conduct
Founder's Day.
Quarterly Working Budget -_3rd Quarter, 1985:
The Budget Committee made recommendations to the Town Council regard-
ing the Third Quarter Working Budget. (Copy in file).
The motion was made by Tom Jones, seconded by Mike Calvin, and unani-
mously carried that the Town Council adopt a third quarter working budget
of $ 101~469.@O and grant a 2% wage increase to Town employees, effective
January 1, 1985, to exclud~ Judge and department heads.
