Ray leran stated a tree service had looked at the Yoem Pueblo
Tree Project along with Robert R. Kerr,. The project can be
completed for the amount of money budgeted. The proper equipment
would also be used for trimming the trees. Tom Clark submitted
Pima Tree Service Company as a contractor that might be
interested in doing the project.
Ray Teran stated that Trico Electric Cooperative, Inc. nas a
franchise in the Town of Marana arid does not pay a franchise fee.
Ray Teran stated that with a sales tax ordir~ance on all utilities
within the Towr, that this would be a fair a~d equitable method of
revenue for the Town. 2.~/ percent of the gross income from the
business was dismussed. The tax collected ur~de~ this method
would be allowed as ar, offset against frar, chise fees. John
Moffitt is preparing an Ordir, ance Utility Sales Tax. This item
will be placed on a future agenda.

Ray Coleman stated a change order was not necessary. Arizona
Department of Transportation initialed a force account in the
amount of $ 30,000.00 to allow the 4" Bituminous Treated Base to
be constructed.
The Council discussed the draft ordinance. John Moffitt made

was made by Bob McCrea, seconded by Tom Clark, and unanimously
carried that the Town Council adopt Ordinance No. 86.05 Junk Cars
as amended.
John Moffitt reviewed the Sign Code Ordinance. The written

Ray Teran submitted proposed revenues and expenditures, Salary
options for Street Department, recommending Option 3. Tom Jones
asked if Marana Volunteer Fire Department~ Inc. and the
contingency fund were to be reduced. Mayor Sill Schisler spoke in
favor of the Marana Volunteer Fire Department. Tom Jones
suggested reducing the incentive programs in the Public Safety
Department. Ora Ham spoke in favor of the dental plan for
employees. Bob McCrea suggested reducing the Contingency fund by
$ 2,635.00. Tom Jones spoke in favor of dental plan for
employees. Bob McCrea spoke in favor of Marana Volunteer Fire
Department. The motion was made by Tom Jones to adopt the
projected revenues and expenditures as presented in the packet
and also adopt Option 3 as recommended by Town Manager for
salaries in Public Works Department, with the exception of change
in Manager's recommendations to take $ 1,475.00 not froom Marana
Volunteer Fire Department. Inc., but from incentive pay provision
in Public Safety Department. The motion was seconded by Ora Ham.
Bob McCrea, Tom Clark, and David Holaway spoke on the incentive
programs in Public Safety Department. George Kline suggested
reducing carry-over improvements in the Magistrate Court by
1,475.00. The vote on the motion was two ayes and four hayes.
Motion failed.
The motion was made by Tom Jones, seconded by Bob McCrea, and
unanimously carried that the Town Council accept the proposed
budget for projected revenues and expenditures in our packet this
time and adopt Option 3 on salary adjustments for Streets
Department salaries, according to Manager's recommendation, with
exception not to take $ 1,475.00 from Marana Volunteer Fire
Department, Inc. but decrease amount for carry-over improvements
in Municipal Court by $ 1,475.00.
Tom Jones spoke on incentives in all departments of the Town. Tom
Clark spoke on shift differential in Public Safety Department.
Mayor Bill Schisler thanked the Budget Committee and the Town
Manager for their work on the Budget.
Ray Teran will incorporate the requirements for bidding into the
Financial procedures. The motion was made by Bob McCrea, seconded
by David Anway, and unanimously carried that the Town Council
table the requirement for bidding and place on a future agenda.
The Town Engineer and the Planning Commission recommend that the
Council adopt the Maricopa Association of Governments
specifications for construction. The motion was made by Tom
Jones, seconded by Ora Ham, and unanimously carried that the
Town Council adopt the Maricopa Association of Governments
specifications for construction.
The motion was made by Tom Clark, seconded by Bob McCrea, and
unanimously carried that the Town Council raise Dell R. Mulford
from 3-E <$ 5.50) to 3-F ($ 5.70) on Salary Structure.

unanimously carried that the Town Council adopt a mobile home
inspection fee of $ 90.00, $ 45.00 administration fee and
inspection fee not to exceed $ 45.00.

Ray Teran submitted a Salary and Benefit comparison with other
Towns. Mayor Bill Schisler commented on comparison salaries of
Town Manager and Street Superintendent. Tom Jones stated
progress had been made in Public Safety salaries. Tom Jones and
Ora Ham spoke on the cost of dental plan for employees. Mayor
Bill Schisler spoke on over-all benefits for the employees. Bob
McCrea spoke on salaries of the Public Safety Department. David
Holaway asked if the comparison figure for officers salaries was
a base salary. Mayor Bill Schisler spoke on the budget process.
Ray Teran submitted a proposed budget for Fiscal Year 1986-87.
Mayor Bill Schisler spoke on projected revenues and expenditures
for the Town. Ray Teran spoke on merit increases and the Salary
Pool. Tom Jones spoke in favor of merit increases. Ora Ham
asked the percentage of increase due to the cost of living.
Mayor Bill Schisler stated no cost of living increases had been
granted the past two years. David Holaway spoke on evaluations,
job performance, and Job standards. Tom Clark spoke on
performance for a merit increase. Tom Jones stated there was a
11.6% increase in Public Safety salaries and 1/2 decrease in
Public Works salaries, according to the proposed budget salaries
against last year's budget. Bob McCrea stated the Public Safety
incentive programs should be increased. Ora Ham spoke on the
Public Works salaries for employees. Tom Clark asked what amount
of revenue would be generated by the mobile home inspection fees.
David Holaway spoke on comparison of salaries. Ray Teran
suggested reducing maintenance and some capital items in Public
Works to increase Public Works salaries. Tom Jones did not
agree. Tom Clark asked if the Public Works employees would
receive the 3% cost of living raise. The consensus of the
Council was that the Town Manager submit options for salaries in
the Public Works Department. The motion was made by Tom Clark~
seconded by Ora Ham, and unanimously carried that the Town
Council table the proposed Fiscal Year 1986-87 Budget to the July
15, 1986 meeting.
Ray Teran submitted recommendations from the Planning Commission
on the proposed Pima County Transportation, Airport, and Flood
Control Programs. The Council discussed flood protection,
expansion of the airport, and major thoroughfares in the Town of
Marana. The motion was made by Tom Clark, seconded by Ora Harm,
and unanimously carried that the Town Council notify Pima County
that the Town of Marana approve of the overall concept as
presented by Pima County.

Ray Teran reported that due to the Lower Sandario project being
delayed, the warrant at Valley National Bank has been extended to
August 22, 1986.
