The new library will be located south and somewhat east of the Walgreens. The library will contain approximately 15,000 square feet of floor space along with an additional 5,000 square feet of shell area that will be bid as an additive alternate. This space is intended to be for the use of the Town. The library is intended to house an eventual 100,000- volume book collection with state of the art technology, computer lab, large meeting room and small study rooms. The delivery method for the Project, as selected by Pima County, is the Design- Bid-Build scenario. Estmiated Design Time: Pinna County anticipates a ten (10) month design phase t¥om issuance of the Notice to Proceed. Estmated Construction Time: Pima County anticipates a twelve (12) month construction phase from issunance of the Award of the Bid. Status: The Pima County Board of Supervisors awarded the architectual service to the firm of Richard & Bauer, LLC, a Phoenix based organization at their regularyly scheduled meeting of Tuesday, 04 January, 2005. The Consultant has been notified and their proposal is due to Pima County Procurement on Firday, 14 January, 2005. There is a meeting tentatively scheduled for the week of 17 January, 2005 to review/comment on the received proposal. Ina Road Bridge Improvements-Bridge over the Santa Cruz River This project consists of constructing a new bridge over the Santa Cruz River south of the existing bridge. Construction will also include rehabilitating the existing Grade Control Structure, and reconstructing the soil cement bank protection on the east and west side of the Santa Cruz River. The reconstruction of the bank protection will include provisions for a pedestrian path. Estimated Construction Time: 2008-2009 Status: The Bridge Improvement Plans, DCR, Bridge Selection Report, Bridge Stability Analysis and the amended Bridge Inspection Report have beeen submitted to ADOT, Phoenix office. The Town is awaiting final approval of the ACOE Permit. DCR for the Ina Road Corridor Pro'~ This project will involve the development of a Design Concept Report to improve Ina Road and the area south of Ina Road between Thornydale Road and Camino Martin extending to Orange Grove Road. Estimated Construction Time: To be determined Status: This project is currently on hold. Honea Heights Sewer Improvements This project consists of constructing/installing the sanitary sewer mainline and incidentals for the residents of the Honea Heights Subdivision. Estimated Construction Time: First quarter of 2005 Status: The plans have been approved for bid by USDA Rural Development. Capital Improvement Projects in Design 1-3 Capital hnprovement Projects in Construction 4 Co~npleted Projects 5 Traffic Division Report 6 Environmental Division Report 7-8 A~ts Committee 9 JANUARY 2005 DEVELOPMENT SERVICE CENTER CAPITAL ~MPROVEMENT PROJECTS DESIGN PHASE Honea Heights Roadway Improvements This project will involve the development of construction plans for roadway and drainage improvements for Honea Heights subdivision, located between Sanders and Sandario Road, between Moore Road and the Santa Cruz River. Estimated Construction Time: Following completion of the Honea Heights Sewer, approximately 4th quarter of 2005. Status: Fees and scope of work are being negotiated. District Park Bank Protection This project consists of providing bank protection along the west bank of the Santa Cruz River from Ina Road to Cortaro Road. Phase I of the project will be from Cortaro Road to the Yuma Wash. Estimated Construction Time: Third quarter of 2005 Status: Tetra Tech is the design engineer. Tetra Tech is working on revisions to Phase I of this project. An individual 404 permit application has been submitted to the Army Corp of Engineers and is anticipated by the first quarter of 2005. Construction will begin alter all permits are obtained, design is complete and Rights-of-Way are acquired. Twin Peaks Interchange This project consists of Environmental Assessment clearance, DCR, and 15% plans for the corridor alignment, Phase I; final design for TI, grade separated railroad structure east of I-10, and connection to the existing roadway system to the east, Phase II. Estimated Construction Time: 4th quarter of 2006 Status: The Draft Alternatives Selection Report is still under review/comment by ADOT personnel. The Town's comments have been transmitted to the Consultant for inclusion in the Final Report. Staff has reviewed and transmitted comments to the Consultant on the Draft DCR. The Town is now in receipt of the Final DCR and the documents have been transmitted to the various agencies for review and comment. The Consultant Team and the Town are continuing to work on the public hearing which is tentatively scheduled fi3r the first quarter of 2005. The Town is in receipt of the Draft Environmental Assessment Report (EA), and the comments have been transmitted to the Consultant. ADOT is still in the process of reviewing the Draft EA. The Consultant is developing a mitigation matrix that will indicate the Town's and ADOT's responsibilities associated with the Enviromnental Assessment Report. Town and Consultant will meet with ADOT to discuss the responsibilities. The Consultant is currently on schedule, and the EA and DCR are anticipated to be completed in the first quarter of 2005. Silverbell Road hnprovements Cortaro Road to Ina Road This project consists of reconstructing the roadway to four lanes with curb and gutter, multipurpose lanes and sidewalks, and providing for a continuous center turn lane, sanitary sewer system construction and intersection improvements at InodSilverbell, which includes a new traffic signal system. Estimated Construction Time: 3rd quarter of 2005 Status: Environmental, Biological, DCR, Geotechnical Reports, Pavement Design Summary, Archaeological and Drainage Reports are complete and have been accepted. The 404 Permit application has been submitted to the Army Corps of Engineers (ACOE) and is expected to be complete within the first quarter of 2005. Third year of Pygmy Owl Survey has been completed. The Town is in receipt of the final Sanitary Sewer Basin Study and the study has been accepted by both the Town and PCWWM. A public open house wash held on January 15, 2004. The Town is working with ADOT to determine the best schedule to coordinate the I-10 Widening Project with the Silverbell Project. The 95% plans have been received and comments have been returned to the Consultant. Thornydale Road Improvements/Orange Grove Road to CDO Wash This project consists of reconstructing and widening Thornydale Road to six lanes from Orange Grove to the CDO Wash along with the reconstruction /widening of the approach roads; sidewalks, curb, curb and gutter, traffic signal modifications, drainage facilities, median islands, street lighting and art work. Estimated Construction Time: First quarter of 2006 JANUARY 2005 DEVELOPMENTSERV]_ CE CENTER CAPITAL iMPROVEMENT PROJECTS DESIGN PHASE Status: The 100% Improvement Plans have been received, The Phase I Enviromnental Site Assessment, Cultural Resources~ Drainage and Geotechnical (for traffic signals) Reports have been accepted. Thornydale Road Improvements/Orange Grove Road to CDO Wash(continued) The Traffic Engineering and Access Manage~nent Report have been accepted. HELP Loan funding has been approved. ROW acquisition and utility will occur during 2005. Santa Cruz River Shared Use Path~ Phase I and II This project consists of the design and construction of a 14' wide paved asphalt path from Cortaro Road to Coachline Blvd. via the E1 Rio Park Development. Two pedestrian bridges provide major drainage crossings fbr the path. Phase I consists of the building a shared use path between Cortaro Road and Twin Peaks in the over bank and intermediate bank areas of the Santa Cruz River. Phase II consists of a continuation of the shared use path in Phase I from Twin Peaks to E1 Rio Park. Each phase is partially funded under ADOT's Transportation Enhancement Program. Construction will need to be completed such that the ADOT funds are properly tracked; however, construction can be completed as a single project. Estimated Construction Time: To be determined Status: The Environmental Determination (ED) has been accepted by ADOT, in late April 2003, the Town selected Castro Engineering for the path design and Structural Grace for design of the pedestrian bridges. The 100% plans have been received. The artistic concepts for the project have been presented and endorsed by the Mayor and Council, Marana Parks committee, the Public Works Art Project committee, and Continental Ranch and Sunflower Ho~neowners Associations, an HOA public meeting, the Construction Committee and the Building Committee. The bid package has been advertised. Bids were rejected in the best interest of the Town. Public Works staff is in the process of evaluating options for Project Delivery. Moore Road Improvements This project will involve the development of a Preliminary Design Report and subsequent final construction documents. The project consists of hnprovements to driving surface and drainage crossings from Camino de Oeste to Thornydale Road. Estimated Construction Time: To be deter~nined Status: The Notice to Proceed was given to the design consultant of October 23, 2003. The Preliminary Design Report and Plans have been received. DCR/Design of Barnett Linear Park and Flood Control Project This project involves the development of a Design Concept Report for the Barnett Linear Park and Flood Control Project. The project consists of utilizing the existing Barnett Roadway alignment for a major outlet channel/linear park from I-10 to the Santa Cruz River. Estimated Construction Time: To be determined Status: The Cultural investigation and the multi-purpose concepts are complete for the original scope. The final Draft Environmental Assessment is anticipated was submitted and is under review by Town staff. The Town is waiting for a final report from the Consultant. The final hydraulic study is underway and preliminary findings are being calculated. DCR for Camlno de Manana/Dove Mountain Extension This prc~ject involves the development of a Design Concept Report for the possible realignment of Camino de Marana from its intersection with Linda Vista Boulevard to an alignment with Dove Mountain Boulevard at Tangerine Road. Estimated Construction Time: To be determined Status: This Project is currently on hold. JANUARY 2005 DEVELOPMEN~ SERVICE CENTE~ CAPITAL IMPROVEMENT P~OJECTS DESIGN PHASE Cortaro Farms Road-Union Pacific Railroad to Stargrass Drive: This project consists of reconstructing the roadway to four lanes with a landscaped median, curb and gutter, multipurpose lanes, sidewalks, landscaping, drainage improvements and intersection improvements which includes a new traffic signal system at Cortaro Farms Road and Hartman Lane. An interim project including turn lanes, a traffic signal, and waterline at the intersection of Cortaro Farms Road and Harman Lane will be accelerated ahead of the final project. Estimated Construction Time: Interim Prqject: 1 ~,t Quarter 2005-90 Day Construction Period Final Project: 2® Quarter 2005-240 Day Construction Period Status: Interi~n Project: The prc~iect has been advertised for bids. A pre-bid meeting was held Thursday, January 6, 2005. Bids are scheduled to be opened Thursday, January 13, 2005 Final Project: The 75% plans have been received and comments returned to the consultant. Final plans are expected in the Ist Quarter 2005. The Traffic Engineering Report has been received and is under review by Town Staff. Right-of-way acquisition is in process. Tangerine Farms Road Improvement District- Tangerine Road TI to Moore This project consists of a new four-lane roadway with a landscaped median, curb and gutter, multipurpose lanes, sidewalks, landscaping and drainage improvements. Estimated Construction Time: To be determined Status: The survey for the project is underway and is expected to be complete in the I sT Quarter of 2005. The Notice to Proceed for the design phase of the project is expected to be issued in January 2005. 4 JANUARY 2005 DEVELOPMENT SERVICE CENTER CAPITAL IMpRO_ _ V_EM~NT PROJECTS CONSTRUCTION PHASE Town of Marana Municipal Complex (Muniplex) This project consists of the design and construction of a new Town Government Complex and will integrate the Muniplex and surrounding facilities with the Ora Mae Ham Park which will eventually abut the Barnett Linear Greenbelt Park and Flood control channel that will run from 1-10 to the Santa Cruz River. This linear park will also serve as a relief conduit for excess water from the Tortolita Mountains fan run off. Stares: During December 2004, D.L. Withers, the CM, brought Buildings B and C very close to substantial completion with cabling and remaining FF&E and ~nillwork being installed at the end of the month. Mechanical systems have been tested and are operational. Both buildings were punch listed in December and Contractors are working on punch list items. Hanging clouds and drop ceiling grid, additional drop ceiling grids added around the clouds and ceiling lighting completed. The card readers on the doors are operational for Building B & C and buildings are secured with controlled access. Alarm system is operational in Buildings B & C. Interior cabling lbr the Dispatch and 911 is in progress; dispatch stations were set in place with power cables pulled. Much of the MDF and IDF Data and Co~nmunications Rooms have equipment consoles and racks in place and data and communications cabling is being installed. Tony Casella is recognized for doing a tremendous job of coordinating and pushing all of the technical Tel/Data/and Security System components so that everything can come together to support the move in. Building A has been roofed out. They finished setting block work around the four steel columns in front of the large curved wall outside the Council Chamber. Decking has been placed over the Council Chambers and extended canopy and extensive progress made on interior steel ceiling framing, steel studs for interior Council wall finishes have been placed. Sheet rock has been placed for all exterior walls, much of the exterior has had stucco placed and either stone has been placed or steel lath, in preparation for exterior stone is in place. Stone has been placed on the large curved wall that serves as the entrance to the Council Chambers frown the Atrium Lobby. Door frames and doors have been placed in much of the building. Interior dry wahl was well advanced on all floors with much of interior dry wall taped, textured and painted on first and second floors. Mechanical Electrical Plumbing were well advanced in Building A during December, and several bathrooms were finished out. Elevator installation is progressing in Building A. Steel stud framing for soffits, ceiling clouds and other elements was well advanced on the first and second floors. Steel studs for false work~ fi'aming for covered walk way and balcony canopies around Building A were progressing during December. Exterior Stairs to second floor balcony for public access to conference rooms was installed. George Gleason and his inspectors from the Building Department also must be recognized for their work and the professionalism George has shown, not just inspecting so that work meets code, but for assisting D. L. Withers as a part of the Team to avoid problems and find better and more efficient ways to get things done in this tremendous push to completion. Continuous rain has produced delays for site flatwork as well as causing delays and inconvenience with general construction. FF&E procurement and installation by Goodmans was almost completed in Building B & C in December and will finish in January. A model of the project is located in the Town Hall for ~iewing. 5 JANUARY 2005 Traffic Si Intersection A traffic signal study conducted Road-Wade Road intersection installation of a traffic signal is location. DEVELOPMENT SERVICE CENTER CAPITAL IMPROVEMENT PROJECTS CONSTRUCTION PHASE Nade Road at the Silverbell found that the warranted at that Town of Marana, Northwest Marana Town Center~ Design and Development Three projects are ongoing to master plan and establish the layout, ambience and design standards of the Northwest Marana Town Center. Main Street and Civic drive: Street lighting installed, irrigation and landscaping begun in December The signali Ga much safer intersection for motorists exiting Wade Road, pedestrians crossing Silverbell Road, as well as emergency vehicles entering the intersection from the Northwest Fire/Rescue District's station on Wade Road. The signal was activated and became frilly operational on 6 January, 2005. Northwest Marana Town Center, Roads, Infrastructure, and Off-Site Improvements This project will design and construct the offsite utilities, roads, landscape, and other infrastructure and establish the layout of the main Town Center corridors. Status: During July, Conceptual Drawings for the extension of Marana Main Street north of Grier Road were accepted by the Town and Construction Drawings begun. Excavation and installation of potable and non-potable water on Marana Main Street and Civic Center Drive was substantially completed in March of 2004. During June 2004, installation of joint utility trench was substantially complete and curbing and paving will continue through December 2004. Substantial completion is targeted for December 2004. Completion of Greir Road improvements is targeted for April 2005. Grier Road replacement of CMID and storm drain completed before December. Grief ater main replacement completed in December and testing in progress. Kimley- Horn and Associates, in conjunction with ADOT, have reviewed the need to modify the signal phasing and ti~nings at the Cortaro Road/I-10 Frontage Roads Intersections. They also looked at the need to improve the coordination between the signals at Silverbell Road, Arizona Pavilions Drive, and at the 1-10 intersections. Now that the study has been completed, the installation of the new signal timings will be coordinated with ADOT. It is expected that the new signal timings will result in a smoother and safer traffic flow along this heavily traveled section of Cortaro Road. Traffic Signal at Taneerine Road- Dove Mountain Boulevard Intersection The Town is working together with a Dove Mountain developer to have a traffic signal installed at the Tangerine Road-Dove Mountain Boulevard intersection. At this time, the developer's signal designer is working on the 95% plans. It is expected that the signal design will be completed within the next 60 days and that the traffic signal will be installed sometime during the Fiscal Year 2004-2005. Safe Routes to School Program The Traffic Engineering Division is in the process of finalizing its Safe Routes to School Pilot Program at Twin Peaks Elementary Schook The Safe Routes to School Program's goal is to develop educational, engineering and enforcement tools with which to help provide safe trips for elementary and middle school students on their way to and from school. Via the pilot program at Twin Peaks a documented process was developed so that those immediately involved with the program (traffic engineering staff, police, school administration, teachers and parents) all understand the procedures and their respective roles in the process. Our staff will continue to work with the Sate Routes to School Com~nittee for Twin Peaks to implement a safe routes plan and an educational campaign for the school. The Committee includes the school's principal, the school's Police Resource Officer, the Marana Unified School District's Director of Operations, and Scott Leska of our staff. Grant Proposal for Accident Database The Traffic Engineering Division has prepared a grant proposal to the Governor's Office of Highway Safety to request funding for the development of a traffic accident computer database. The purpose of the accident database is to provide a tool with which our staff will be able to retrieve the accident information needed to effectively conduct traffic engineering studies. At this time our staff has to spend much time reviewing large numbers of individual accident reports in order to perform their studies. With the database, we will be able to quickly retrieve accident data according to date, time-of-day, location, type of accident, weather, severity of accident and other pertinent information that will greatly enhance our ability to analyze accident causes and recommend corrective measures. The sooner we can complete our studies, the sooner that traffic safety improvements can be implemented. 8 JANUARY 2005 Tres Rios del Norte This project is a cooperative effort between the City of Tucson Water Department, Pima County Flood Control District and the Town of Marana in conjunction with the United States Army Corps of Engineers. This purpose of this study is to evaluate approximately an eighteen mile stretch of the Santa Cruz River from Prince Road to Sanders Road for projects such as habitat restoration, water supply, flood control and recreation. DEVELOPMENT SERVICE CENTER ENVirONMENTAL DIVISION ~EPO~T stormwater program. The funding for this workshop is provided by the grant from ADEQ. Marana Middle SchooFs 7th grade class is the first school group to accept our invitation to come to present a stormwater pollution prevention activity as part of the Town's coTnmitment to Public Outreach and Education for our Stormwater Program. Ms. Autumn asked that we come in March when she will be teaching pollution and ecosystems in her class. Activity packets are being developed for the presentation. focus on the development of a Recreation Plan and a Water Supply Plan. The Town of Marana will also be working with staff members from the different departments to develop the best overall plan for the Town of Marana. The preferred alternative is currently being revised to remove parcels that will not be eligible to be incorporated into this project. The Corps and FWS are going to discuss projects to be incorporated in the HCP and which projects will be eligible for the Tres Rios Project. The PI has been updated, and the latest newsletter will be distributed to partner jurisdictions at the meeting on January 12th. Arizona Pollution Discharge Elimination System This project was initiated by a federal mandate in which Arizona Department of Environmental Quality (ADEQ) was given primacy. Six minimum control measures have been defined tBr compliance. The minimum control measures are as follows: 1. Public Education and Outreach 2. Public Involvement and Participation 3. Illicit Discharge Detection and Elimination 4. Construction Site Storm Water Runoff Control 5. Control of Post-Construction Site Runoff 6. Pollution Prevention and Good House- keeping The Environmental received $24,531.35 as a 60/40 match grant for the stormwaterprogram for 2004-2005. Status: Two staff members will attend a stormwater workshop in the Phoenix area in February as part of our continuing education requirements for the The PAG training for storm water BMPs (Best Management Practices) in construction was reviewed by PAG members on December 6th. Gus Myers and James Flores attended for the Town. Comments were given to the consultant and changes will be made so the presentation can be finalized. The Public Outreach portion of the Storm Water Working Group met in December to discuss which portions of the website are to be made public this Spring. Floodplain Updates Nu~nber of Permits Processed (November): 2 Number of Flood Hazard Infbrmation Sheets Completed: 46 The Town has not yet received the FEMA report on the study conducted by the National Flood Insurance Program (NFIP) in late August. Two staff members passed the test to become Certified Floodplain Managers One staff member attended the AFMA Conference in Phoenix last month. Scenic Drive Restoration The Town of Marana will be partnering with concerned citizens to restore portions of the Scenic Drive wildlife corridor. Status: Two staff members visited the Scenic Drive interchange to assess the need for re-vegetation. There is one bare strip at the interchange within Town limits. This looks like it can be hydroseeded and nmlched in the near future. Other areas of the interchange look like they have recovered nicely, with cacti bearing fruit, and s~nall brittlebush and winter grasses coming in. 9 JANUARY 2005 .Proposed Mitigation Land Development The Environmental Division is currently developing a log and map of the existing and proposed mitigation lands for the Town of Marana. The purpose of this project is to provide information and support for the Bajada Environmental Resource Overlay District (BEROD) and the Town's Habitat Conservation Plan (HCP) and future developments within the Town of Marana. This map will provide information on the maximum percent disturbance and the binding agreement that requires the mitigation. Santa Cruz Valley National Heritage Area The vision of a National Heritage Area designation for the Santa Cruz Valley in southern Arizona is gaining momentum due to a convergence of local efforts to conserve natural resources and open spaces; to preserve historic structures and archaeological sites; to educate the public about the history and cultures of this region; to increase national recognition of the region; to develop heritage tourism and bring other economic benefits to local communities; and to improve culture ties across the U.S.-Mexico border. Status: The Town of Marana showed support of the application ad designation of the Santa Cruz Valley Heritage Area by passing Resolution No. 2003- 133 at the Town Council Meeting on October 21, 2003. Preservation and development is ongoing. BLM Conflict Resolution Town of Marana is working with the Bureau of Land Management (BLM) and various stakeholders on addressing recreational shooting issues on the BLM, Forest Service and other Public lands. Status: Congress~nan Kolbe attended a ~neeting with members of the organizational committee on December 13th at the Conflict Resolution Center downtown. He asked questions of each agency to gather information on the issue. Planning continues for the second public workshop to be held later this Spring. The next organizational meetings are scheduled for February 21 st. The Location Sub-committee has had some difficulty in trying to find a focus. Larry Raley of the Forest Service sent out the Forest Service Special Use Planning guidelines this week to members of the committee for review. The new focus is toward the planning guidelines of each agency and educating the public on how to participate in the land use planning process for agencies. I DEVELOPMENT SEt;~VICE CENTE[~ I I ENVIRONMENTAL D~V~S~ON ~EPO~T Tide 16 - Effluent Re-Use Planning TheTitle 16 process began several years ago as a regional effluent re-use planning effort, which was initially coordinated by the Tucson Regional Water Council. Title 16 is a funding mechanism available through the Bureau of Reclamation that offers 50% Federal match for planning and 25% Federal match for construction of water infrastructure projects that meet the program criteria. Status: This project will take much of the agriculture on the south side of the river off groundwater, protect water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. We will also have the backbone of a non-potable supply system on the south side of the Santa Cruz, which will be able to supply turf and exterior use if that area urbanizes in the future. We are currently working with the Bureau of Reclamation on providing water consumption estimates for parks and turf areas along the pipeline. Other Environmental News The Environmental Division did not receive a Water Quality Improvement Grant for the projects near the Santa Cruz River/Yuma Mine Wash area. Comments received indicated it was more of a flood control or restoration project. A telephone conference is scheduled for January 10th tO discuss the details for the denial so we can find another grant to successfully apply for. The Environmental Division and the Planning Department are working together on trying to organize the application for the Town to be designated as a Certified Local Government. This certification is through the State Historic Preservation Office. It requires a Cultural and Historical Preservation Board to be active in surveying and inventorying the cultural and historical resources in the Town, as well as in reviewing development issues that would affect the Town's cultural and historic features. The CLG process requires us to develop an Overlay of the general areas of the Town containing cultural and historical features that should be considered for preservation (per the SHPO guidelines) during the planning review process. The features chosen by the Town to be preserved will eventually include a historic district, and will establish a visual and tangible lesson on the rich history and culture of the area IBr future generations of residents and visitors to learn about and to appreciate.
