Motorola ASTRO LE Radio Upgrade Project
Status Report
Overview
The Motorola ASTRO LE Radio Upgrade Project continues to progress, but there was
some delay which was caused by having to coordinate and obtain a lease agreement with
the owner of Beacon Hill. The cutover is now scheduled for February 7, 2005.
This document will address the status of each major area or milestone and provide the
specific status of each, projected delays, and explain how those delays will affect the
overall project.
Discussion
The Motorola Upgrade Project will expand the current one tower site coverage to three
tower sites. The status of each tower site addressed below. Other areas discussed here
are mobile and portable installation and deployment, and user and administrator training.

Marana Operations Center - This site, which did not exist before, will become the
new Prime Site after the cutover. Currently, the radio tower has been installed
and all Motorola coax has been run from the tower to the MDF inside the MOC.
Motorola has installed all of the necessary radio equipment in the racks at the
MOC and some preliminary testing has been conducted between the MOC and
Station 37 at Dove Mountain.

Beacon Hill - This is an existing site is currently serving as our Prime Site for
day-to-day public safety operations. In order to become the second sub-site in the
new radio network, renovations will have to be completed. After the recent lease
agreement was signed and Council approval was obtained, renovations begin at
this site on January 10, 2005. The Town of Marana is working very closely with
Motorola and all subcontractors to facilitate installation of required radio
equipment simultaneously with the upgrades to the Beacon Hill facility.

Station 37 (Dove Mountain) - This will be one of two sub-sites. During the
transition, this site served as the beta test site for the new radio system. After the
upgrade and cutover this site will remain online as one two sub-sites in our
expanded radio coverage area. There are no further renovations or installations
necessary at this site.
Programming and testing on the new mobile and portable radio has begun. Four new
mobile radios were installed in police vehicles and 10 portable radios were issued to
officers for evaluation of the radio(s) functionality and programming features. The test
was completed on December 17, 2004, with very positive feedback from the officers that
were involved in the evaluation. Final programming of the mobiles and portables is
expected to be completed by mid-January 2005, while final installation the mobiles is
expected to be completed by early February 2005.
Dispatch and subscriber training has been scheduled for early February 2005.
Summary
Overall, the project is going very well. While every attempt has been made to meet the
very aggressive schedule originally established, we anticipate there may be some cutover
delays due to the delay in the installation of Qwest circuit provisioning in the new
building. However, we are committed to ensure that vendors and subcontractors continue
to progress in all of the many projects that are occurring simultaneously and conduct or
attend weekly meetings to monitor their progress.

Mayor, Members of the council and Staff:
Myself and MTC (Management & Training Company) want to provide some idea of
what the January 18th study session is about.
Basically an expansion of the existing facility west of the airport is sought along with a
reclassification of inmates. I am told that this reclassification does not change the
institutional risk score or public risk score. In return there are many positive contributions
to the community. The following attachments from MTC include some of the details for
your review.
It is our sincere hope that all Items can be considered and discussed openly and
objectively as a lot op positives can come for all involved and the local economy.

Marana Community Correctional Treatment Facility
The Marana Community Correctional Treatment Facility has been a safe and good
neighbor in the city of Marana for 12 years with no history of unusual incidents.
MTC is requesting an exemption from Administrative Exclusions in the current use
permit for the Facility.
MTC is requesting permission to house, at Marana, any inmate committed to and
approved by the Arizona Department of Corrections (ADC) with a Substance Abuse
offense, with the following exceptions:
· No murderers;
· No child molesters;
· No kidnappers;
· No inmate with a history of escape; or,
· No inmate with a history of sex offenses.
The classification pool of inmates that ADC has to send to facilities, like Marana, has
grown and changed significantly since the original use permit was issued. Granting
this exception will allow more inmates in need of substance abuse treatment to be
treated at Marana.
Inmate public risk and institutional risk scores will not change.
Marana contributes:
· annual payroll of $3.8M that is reinvested in the community on a 3:1 ratio;.
· $1M each year to local merchants for vehicles, furnishings, office supplies,
food, utilities and other items (local businesses are given top purchasing
priority whenever possible).
· annual taxes paid totaling $200,000.
We want to keep that level of investment constant and all of our 116 professional
staff involved in their community.

This total includes crew work performed with the Town of Marana - general
landscaping and cleanup, maintenance work, work for Marana Water,
cleaning the park site at Ironwood National Monument. The crews assigned
to the Watts Facility at Evergreen Air Park work for maintenance, janitorial
and landscaping crews. The ACI crew works at ESB in Marana. The crew
works to build modular buildings, which are then transported to installment
sites. This work includes all phases of construction from framing to
finishing work.
EMPLOYMENT IN THE COMMUNITY
MCCTF employs approximately 50% of our staff from the Town of Marana.
An additional 15% of our employees live within 10 miles of the Town of
Marana.
Employment includes Correctional Officers, teachers, clerical staff,
supervisors and Maintenance. A large portion of counselors active with
Turning Point Substance Abuse program are also residents of the town of
Marana.
OTHER CONTRIBUTIONS TO COMMUNITY
Local vendors provide Twenty percent (20%) of vendor services provided to
MCCTF.. Local contractors provide Ninety percent (90%) of subcontracted
services provided to MCCTF. This would include services contracted with
the Marana Health Clinic. Physician, Mental Health, X-ray, Lab and Urgent
Care needs are provided to MCCTF by this facility.
