DISCUSSION: Nationally, May 19 through May 25 has been designated as Public Works Week. This year's theme is "Committed to Our Communities." Public Works employees are everyday charged to maintain and protect our town's most valued assets and services. Public Works staffhave prepared the following mission statement: "The 1~ Department is committed to providing quality service by consistently delivering and maintaining reliable, safe public facilities with a productive, respectful and ethical work force." We are proud to have 41 individuals who continually uphold this mission. Attached is a list of the Marana Public Works Department employees who proudly serve the Marana citizens. We request that the Marana Town Council proclaim the week of May 19 through May 25 as Public Works Week and honor these vital employees of our Town, who give their time and enerKy, often over and above what is required. RECOMMENDATION: Staff recommends approval of the proclamation. SUGGESTED MOTION: I move to proclaim the week of May 19 through May 25, 2002 to be Public Works Week. Shapiro, Planning Director SUBJECT: Resolution No. 2002-57: Continental Reserve Block 8 Final Plat A request for approval of a 97~1ot single-family subdivision, located on Block 8 and a portion of Block 7 of the Final Block Plat of Continental Reserve, on the west side of Continental Loop Road, south of Pima Farms Road, Township 12 South, Range 12 East, Section 28. DISCUSSION: The Marana Planning and Zoning Commission considered this item on April 24, 2002, and passed it on to Mayor and Council with a unanimous recommendation ofapproval. The applicant is requesting approval of a 97-1ot single family detached home subdivision on 23.01 acres within Continental Reserve. C The subject property is located on Block 8 and a portion of Block 7 of the Continenta Reserve Final Block Plat. The Plat is generally located on the west side of Continenta Loop Road and south of Pima Farms Road. The land use designation per the Pinna Farms Specific Plan on this parcel is MDR (Medium Density Residential). The developer is proposing a density of 4.22 RAC, which is in conformance with the Pima Farms Specific Plan. The subdivision will include approximately 3.8 acres of public right-of-way, and 4.1 acres ofnatoral open space. The subdivision design incorporates two entrances off of Pima Farms Road. Internally, the developer has designed a loop road and two cul-de-sacs. The lots will vary in size, ranging from the largest, lot no.15 at 13,438 square feet to a minimum of 4,721 square feet on lot no. 4. The over-all average lot size is 5,755 square feet. The approved Pima Farms Specific Plan designates an area of "Development Sensitive Overlay Area". This area affects portions of the west and south periphery of the Plan area. All of the development standards of the MDR zone apply except that within the Overlay area the maximum building height is limited to 24 feet. A 50-foot setback buffer is required along the west side of this property~ Included in that setback is an equestrian/pedestrian trail. In addition a six-foot perimeter wall will be constructed and enhanced with existing vegetation, Wansplanted onsite vegetation and additional drought tolerant vegetation. Block 8 is proposing the 50-foot setback, combined with a 42-foot road fight-of-way on the western perimeter to afford even more of the intended separation. This project is located within the Marana South Transportation Benefit Area and will be subject to the established impact fee. A. 3 TO: Mayor and Council FROM: Joel D. Shapiro, Planning Director SUBJECT: Resolution No. 2002-58: Continental Reserve Block 14 Final pl~t. Request for approval of an 82-1ot single family detached home subdivision located on 42.10 acres, generally located southwest of the Continental Reserve Loop Road and west of Artesiano Road, within portions of Sections 28 and 33, Township 12 South, Range 12 East. DISCUSSION: This Final Plat was considered by Marana Planning and Zoning Commission on April 24, 2002, and a unanimous recommendation for approval was sent on to Town Council. The subject property is lo~ated on Block 14 of the Continental Reserve Final Block Plat, on the southwest side of Continental Loop Road and south of Pima Farms Road. The land use designation per the Pima Farms Specific Plan on this parcel is MDR (Medium Density Residential). The developer is proposing a density of 1.92 RAC, which is in conformance with the Pima Farms Specific Plan. The subdivision will include approximately 4.01 acres of public right-of-my, and 20.42 acres of natural open spa~e. The subdivision design incorporates one entrance off of Continental Reserve Loop Road, one cul-de-sac, and a large loop road. The lots range in size fi.om Lot number 80 at 15,742 sq. ft. to Lot number 23 at 7,089 sq. ft., with the average lot size being 8,986 sq. ft. Block 14 is subject to the Saguaro National Monument Buffer Overlay zone, as specified in the Pima Farn~ Specific Plan Addendum No. 1. This area is subject to the same performance criteria established for the Development Sensitive Overlay Area with the additional restrictions of; (1) 50% of the Saguaro National Monument Buffer Overlay zone shall be maintained in natural or functional open space which does not impede wildlife movement; and (2) Open space will be provided as part of an interconnected open space system which creates wildlife .hat~itat opportunities. All lighting within the Overlay zone shall be in conformance to the lighting requirements as specified within Pima County's Buffer Overlay Zone. General Note number 30 on the Final Plat shows the open space calculations for the Overlay Zone. General Note number 34 identifies the lots that are affected by the Overlay Zone. This subdivision is located in the Marana South Transportation Benefit Area and will be subject to the established impact fee. RECOMMENDATION: Planning Staff and the Planning and Zoning Commission recommend approval of this Final Plat fOr Continental Reserve Block 14. Shapiro, Planning Director SUBJECT: Resolution No. 2002-59: Continental Reserve Block 10 Final pl~t A request to approve the preliminary plat for a 69-1ot single-family subdivision located on Block 10 of the Final Block Plat of Continental Reserve, Township 12 South, Range 12 East, Section 28i on the west side of Continental Reserve Loop Road, south of pima Farms Road. DISCUSSION: The Marana Planning and Zoning Commission considered this Final Plat on April 24, 2002, and sent it on to Mayor and Council with a unanimous recommendation of approval. The applicant is requesting approval of a 69-1ot single family detached home subdivision on 24.88 acres within Continental Reserve. The subject property is located on Block 10 of the Continental Reserve Final Block Plat. The Plat is generally located on the west side of Continental Loop Road and south of Pima Farms Road. The land use designation per the Pima Farms Specific Plan on this parcel is IvlDR (Medium Density Residential). The developer is proposing a density of 2.77 RAC, which is in conformance with the Pima Farms Specific Plan. The subdivision will include approximately 3.54 acres of public right-of-way, and 3.11 acres of natural open space. The subdivision design incorporates one entrance off of Continental Loop Road, and a secondary ingress/egress through Block 12. Internally, the developer has designed a through road and five cul-de-sacs. The lots will vary in size, ranging fi.om the largest at 11,913 square feet to a minimum of 7,150 square feet. The over-all average lot size is 8,792 square feet. The approved Pima Farms Specific Plan designates an area of "Development Sensitive Overlay Area". This area affects portions of the west and south periphery of the Plan area. All of the development standards of the MDR zone apply except that within the Overlay area the maximum building height is limited to 24 feet. A 50-foot to 75-foot setback buffer is required along the west side of this property. Included in that setback is an equestrian/pedestrian trail. In addition, a s~-foot perimeter wall will be constructed and enhanced with existing vegetation, transplanted onsite vegetation and additional drought tolerant vegetation. A. 5 TO: Mayor and Council FROM: Joel D. Shapiro, Planning Director SUBJECT: Resolution No. 2002 --60 - Continental Reserve Blocks 1 & 7: Request for Approval of the Final Plat for a 61-lot single family detached home subdivision on 26.45 acres within Continental Reserve in Block 1 and a portion of Block 7, on the west side of Continental Loop Road, north of Pima Farms Road in Section 28, Township 12 South, Range 12 East. DISCUSSION: This project was presented to the Planning Commission on April 24, 2002. The Planning Commission is forwarding this final plat to the Town Council with a unanimous recommendation for approval. A request by Diamond Ventures Inc. for approval of a 61-lot single family detached home subdivision on 26.45 acres within Continental Reserve. The subject property is located on Block 1 and a portion of Block 7 of the Continental Reserve Final Block Plat. The Plat is generally located in the northwest comer of the Continental Reserve Block Plat. The land use designation per the Pima Farms Specific Plan on this parcel is MDR (Medium Density Residential). The developer is proposing a density of 2.30 RAC, which is in conformance with the Pima Farms Specific Plan. In all this subdivision will include approximately 3.14 acres of public right-of-my and 7.97 acres of natmal open space. The subdivision design incorporates two entrances off of Pima Farms Road, each being a cul-de-sac. This project has two natural washes that mn along the boundaries of the two roads. There is also a 60-foot E1 Paso Natural Gas 0EPNG) easement and 10-foot power easement that bisects this development. A note has been added to the plat that identifies the lots that are adjacent to the EPNG easement and states that buyers of these lots will be notified of the proximity of the gas lines. The lots will vary in size, ranging from the largest, lot number 27 at 12,628 square feet to a minimum of 6,600 square feet on a number of lots. The average lot size is 8,475 square feet. The Master Developer is providing a thirty-foot equestrian easement through the Picture Rocks Wash, connecting with the equesirian trail that is within the E1 Paso Gas easement just west of EPNG's most western gas line. This project is located within the Marana South Transportation Benefit Area and will be subject to the established impact fee. Continental Reserve will provide 180 acres of open space within the project. The Master Developer will provide a parksite on Block 5 of the Continental Reserve Final Block Plat. By agreement with the Town, this improvement will relieve each subdivision of the 185 square feet per unit required by the Marana Parks, Trail, and Open Space Master Plan. A. 6 TO: Mayor and Council FROM: Brad DeSpain, Utilities Director SUB/ECT: _Resolution No. 2002-65: Intergovernmental Agreement (IGA) between the Town of Marana (Marana) and the Town of Oro Valley (Oro Valley) regarding the provision of temporary emergency water service, DISCUSSION: This IGA defines the intended relationship between Marana and Oro Valley regarding the provision to provide temporary emergency water service to the other. It is the intention of the parties that in the event of a temporary severe water supply deficiency due to a substantial breakdown or incapacitation of Oro C Valley's or Marana's production or delivery system, a temporary emergency service interconnection be opened to supply either Town with water. The IGA agrees that Marana and Om Valley shall share any applicable meter fees, inspecting and certifying the backflow prevention device, and the cost of installing any connections to their water system. The cost of water will be equal to the standard commercial potable water rate, including the monthly service charge, for the duration of the service activation. The metered account shall be periodically reviewed for activity, demand usage and frequency of use by each Town to ascertain any bill delinquencies. The Marana Water Utility Advisory Committee recommends approval of the IGA by the Council. RECOMMENDATION: The Water Utility Advisory Committee and Staff recommend that the approve the IGA with the Town of Oro Valley for the provision of emergency water Service. SUGGESTED MOTION: I move to a_gp~rove Resolution No. 2002-65. TOWN COUNCIL TOWN C MEETING OF INFORMATION MARANA DATE: Ma, 2002 AGENDA ITEM: IX. B. 1 TO: Mayor and Council FROM: Michael C. Hein, Town Manager SUBJECT: Resolution No. 2002-64: Appointment to the Town of Marana Planning and Zoning Commission DISCUSSION: There currently exists a vacancy on the Planning and Zoning Commission due to the resignation of Commissioner Mart), Dorgan, effective April 4, 2002. Ms. Dorgan's term would have expired June 30, 2005. Under a policy adopted by Council at the September 4, 2001 meeting, nominations to fill the vacancy were submitted by the Council Members to the Town Clerk, who then notified applicant(s) that an interview process would take place during an Executive Session of a Council Meeting. The interview process took place on May 7, 2002. Pursuant t6 the policy, the selection of the candidate for fill the Planning & Zoning Commission vacancy is to be made in public session at tonight's meeting. tEcoMMENDATION: Mayor and Council's pleasure. Hein, Town Manager SUBJECT: State Legislative Issues - Discussion/Direction/Action regarding all pending bills before the Legislature DISCUSSION: This item is scheduled for each regular Council Meeting in order to provide an opportunity to discuss any legislative item that might arise during the current session of the State Legislature. Attached is the Legislative Bulletin, dated May 2, 2002. RECOMMENDATION: Upon the request of Council, staff will be pleased to provide recommendations on specific legislative issues.
