Regular Council meetings are usually held the first and third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or time may change, or Special Meetings may be called at other times and/or places. Contact Town Hall or watch for posted agendas for other meetings. This agenda may be revised up to 24 hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda. If you are interested in speaking to the Council during Call to the Public, Public Hearings, or other agenda items, you must fill out a speaker card (located in the lobby outside the Council Chambers) and deliver it to the Town Clerk prior to the convening of the meeting. All persons attending the Council meeting, whether speaking to the Council or not, are expected to observe the Council Rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to return. To better serve the citizens of Marana and others attending our meetings, the Council Chambers are wheelchair and handicapped accessible. Any person who, by reason of any disability, is in need of special services as a result of their disability, such as assistive listening devices, agenda materials printed in Braille or large print, a signer for the hearing impaired, etc., will be accommodated. Brad DeSpain, Utilities Director SUBJECT: Relating to Utilities: Water conservation recommendations for Title 14 of the Marana Town Code. DISCUSSION The Utilities Department has been working with the Water Conservation Alliance of Southern Arizona (Water CASA) to develop water conservation ordinance recommendations for inclusion in Title 14 of the Marana Town Code to support ongoing efforts and the commitment to water conservation. One of the objectives of Water CASA is to make industry standard water conservation recommendations to its members. Utilities staff has worked with other departments in the Town and with Water CASA to refine the attached recommendations for the Marana water service area. Marana wants to be a leader in conservation, and we believe these recommendations support that goal. ATTACHMENT(S) Recommendations for the Water Conservation Ordinance. BLU Conservation Ord. 04/04/200811:03 AMAPM Recommendations for the Water Conservation Ordinance The following are recommendations for the Water Conservation Ordinance in the Town's ongoing efforts and commitment to water conservation. Metering of Commercial Landscapes 1. All new development with a minimum of one-half (1/2) acre of landscapable area shall have a separate landscape meter or meters; 2. Expansion or renovation of sites with a minimum of one-half (1/2) acre of landscapable area shall install separate meter(s); • Turf Restrictions 1. Turf facilities will be irrigated only with non-potable water or renewable supplies where available and plumbed separately so that when non-potable water is available it can be converted; • Water Features 1. Water features for commercial development will be required to be on non- potable water or renewable supplies; • Golf Courses 1. Golf courses will be approved within the Town. boundaries only ifnon-potable water or renewable supplies are used exclusively for turf and landscape irrigation; • New Residential Development 1. New residential development with average lots of 10,000 square feet or large are required to provide plumbing to the stem wall to capture all sources of graywater (lavatory sinks, tubs, showers, laundry facilities); 2. Installation of community pools in planned developments as a way to deter individual pools; 3. Individual pools to be discouraged in the CCR's of planned developments; In addition to adoption of the Official Arizona Department of Water Resources (ADWR) Low Water Using Plant List, commercial and industrial developments must: 1. Limit planting plans to 20% from watering needs categories #3 and #4 and the balance of &0% from #1 and #2; 2. Allow no more than ten-percent (10%) high water using plant material (#3 or #4 from official plant list) in landscapable areas ofmulti-family developments; and; 3. Allow no more than five-percent (5%) high water using plant materials in commercial and industrial developments; • Water Saving Appliances 1. New residential and commercial construction must install High-Efficiency Toilets (HET) to meet a Maximum Performance (MaP) testing threshold of 500 grams or greater with an average flush; 2. All new urinals installed in commercial facilities shall be waterless. Johnson, Director of Public Works SUBJECT: Presentation: Transformations. Strategic implementation of the General Plan for Marana: An Environmentally Responsive Community. DISCUSSION Transformations is the name of a project to strategically implement Marana's General Plan. The project is based in an all-inclusive strategy dynamically linking the General Plan and numerous other fields, including architecture, urbanism, archaeology, local heritage management, utilities and infrastructure. Practically, the project concept of synergies of activities-linking existing and ongoing work such as the Airport, Parks and Recreation, and Utilities master plans and Green Building initiatives with specific ordinances and guidelines, etc.-increases the chances of success and of creating inclusive working partnerships all aiming at General Plan implementation. The project, managed by a small team, is a new approach to implementation, and potentially may be a model. By contrast, virtually every employee of the Town of Marana will, over time, participate to achieve the project objectives. ATTACHMENT Power Point presentation. Currently there are three types of groups appointed by the Council. These are: • .Advisory Commissions -advisory to the Council, make recommendations on policies and practices (Affordable Housing Commission, Parks and Recreation Commission, Business and Economic Development Commission, Utilities Commission, Police Advisory Commission, and the Senior Advisory Commission) • Regulatory Commissions -advisory to the Council, make recommendations on regulatory matters (Planning and Zoning Commission, Board of Adjustment and the Public Safety Retirement Commission) • Decision-making Boards -have decision-making authority in a particular area as granted by the Council (Personnel Action Review Board or PARB, which is governed by the Personnel Policies and Procedures adopted by the Council) The overview will include the current status of each board including number of members, number of vacancies, meeting schedules, board chairs and vice-chairs. Executive session pursuant to A.R.S. § 38 431.03 (A)(1) for dis- cussion about and with Town Magistrate Jim West concerning re- appointment. b. Discussion and possible action concerning whether to reappoint Jim West as Town Magistrate. DISCUSSION This item is continued from the April 1, 2008 regular meeting. The Town Magistrate appointment/reappointment process was presented at the March 25, 2008 Council meeting. As part of the discussion and deliberations, current Town Magistrate Jim West re- quested that the Council first make a decision on whether or not to reappoint him as Town Magis- trate, and then to proceed with soliciting other applications for Town Magistrate only if he is not re- appointed. The Council unanimously approved this approach, and requested that a personnel execu- tive session item and an action item be placed on tonight's agenda. These agenda items facilitate Council discussion about and with Judge West, either in executive ses- sion or (at Judge West's option) in public, and accommodate any possible resulting Council decision, including but not limited to the following: • To reappoint Judge West to an additional two-year term and to request that a contract be brought back to Council for consideration. • To decide not to reappoint Judge West to an additional term. • To delay a decision while additional information is gathered, and establishing the process for gathering the desired information (for example, establishing a public comment period regarding the reappointment). • To suspend a decision on reappointment until Judge West's performance and qualifications may be evaluated in the context of and by direct comparison with others who may apply for the posi- tion. Consistent with any personnel matter, substantive documentation (if any) relating to these items will be provided confidentially to the Council with a copy to Judge West. RECOMMENDATION None.
