The Town of Marana Trail System Master Plan is Part 3 of the Town
of Marana Parks, Trails and Open Space System Master Plan,
adopted by the Town Council on July 5, 2000.

The Trail System Master Plan was developed to provide a framework
for trail acquisition and development within the Town's General Plan
boundary through the year 2020 and serves as a broad framework
for trail development within the community. The existing trail system
within the planning area consists of, and expands upon, trails that
were identified by the Eastem Pima County Trail System Master
Plan.
The Pima County Trail System Master Plan was adopted by the
Marana Town Council in 1997. The Town of Marana Trail System
Master Plan (Exhibit "A'), now supersedes the Eastem Pima County
Trail System Master Plan as it applies to the Town of Marana.
The purpose of the Town of Marana Trail System Master Plan is to
identify community needs and to provide a long-range plan for:
· The acquisition of land for new municipal trails
· The development of new municipal trails
· The construction of private neighborhood trails within new
residential developments
· The establishment of a community trail system
· The protection of significant natural open space areas
The planning boundary used for this Trail System Master Plan
matches the boundary used for the 1997 Marana General Plan. (See
Exhibit "B'). The planning boundary encompasses lands not
currently in the Town of Marana corporate limits that are within the
sphere of influence of the Town. Some of these areas may be
annexed in the future.
This plan is intended to be a companion document to the Marana
General Plan. In addition to sharing a common boundary, the Trail
System Master Plan is based on the land use pattems shown, the
transportation improvements identified, and community development
goals articulated in the General Plan.
The planning horizon for the Trail System Master Plan is
approximately 20 years. It is based on population projections
prepared by the Pima Association of Govemments through the year
2020.

The Town of Marana's goals for trail system development are:
· To develop a community-wide, multiple-use trail system. A
multiple-use trail system being one that includes facilities for
hiking, walking, bicycle riding, and horseback riding.
· To integrate elements of the Pima County regional trail system
with the Town of Marana trail system.
· To provide trail access to natural open space areas and parks
where appropriate.
· To maximize opportunities for bicycle and pedestrian connections
between residential areas and schools, parks, and other
community facilities, linkages to natural open space areas and the
Pima County regional trail system.
· To provide, annually, adequate financial resources from the
Town's general fund, to properly maintain the multiple-use trail
system as it is developed.
The planning area has experienced significant population growth in
recent years and this pattem of growth is anticipated to continue.
The 1995 population of 78,000 is projected to nearly triple to 216,000
by the year 2020.
In the context of this rapid growth, the Town of Marana considers
long-range trails planning to be essential. The Trail System Master
Plan will enhance the Town's ability to acquire land for trails in
advance of anticipated population growth. It will also enable the
Town to construct new parks and trails prior to or concurrent with the
development of the community rather than after the growth and
development has occurred.
Given the dynamic nature of population growth and urban
development within the planning area, updates of the Trail System
Master Plan will be necessary and are anticipated. Plan updates will
be implemented at intervals to be established by the Town Council.
It is not the intent of the Master Plan to provide site specific plans for
individual Trails. This is in part due to the fact that many of the
citizens the trails will serve are not yet residents of the community.

It is the Town of Marana's intent to implement a public participation
program in conjunction with the planning and design of each new
trail. In so doing, the plans will appropriately reflect the demographic
characteristics and recreational preferences of the residents served
by the individual trail.
The Town of Marana Trail System Master Plan classifies trails into
four different categories (see Exhibit "C'J.
Primary Trails provide continuity with the Regional Trails outlined in
the Eastem Pima County Trail System Master Plan. They provide
for the continuation of those Regional Trails through Marana and are
generally located along the Santa Cruz River, the Canada Del Oro
Wash, the Rillito Creek and the Central Arizona Project Canal (CAP).
Portions of the trails along the Santa Cruz River, the Canada del Oro
Wash and the Rillito Creek will include development of River Parks,
similar to those already developed along the Santa Cruz River and
the Rillito Creek in Tucson. Other portions on these trails, as well as
the trail along the CAP canal will consist of a combination of both a
paved and an unpaved, multiple-use River Trail. Equestrian,
mountain bike, and pedestrian use will be accommodated along this
trail.
Connector Trails connect Primary Trails, other Connector Trails,
Local Trails and Neighborhood Trails within the Town. They provide
the critical link that joins the entire trail system together and will
generally follow utility line easements , existing or new recreational
trail alignments, existing rights-of-way, utility easements and within
washes and drainage ways. Designated Connector and Local Trails
will connect the Primary Trail system with Saguaro National Park,
Tortolita Mountain Park, and other portions of the community. The
dedication of trail alignments and the improvement of these trails will
occur as urban development occurs along the trail corridors.
Local Trails provide local access to the trail system and connect
different geographic areas and larger neighborhoods within the Town
to the trail system. Many of these trails are existing and are located
generally along existing rights-of way, utility easements and within
washes and drainage ways.

Trails:

Neighborhood Trails connect individual neighborhoods, residential
subdivisions and specific planning areas with neighborhood schools,
parks, shopping centers, other community facilities such as libraries,
and with the larger trail system. These trails are generally located
along neighborhood streets, sidewalks, utility easements and within
washes and drainage ways. Neighborhood Trails, currently the least
developed component of the system, will ultimately be the most
heavily used trails within the Town of Marana. Wherever possible,
Neighborhood Trails will be designed for use by both bicyclists and
pedestrians. Neighborhood Trails will be complemented by the
construction of designated bike lanes on arterial and collector streets.
Neighborhood Trails will be considered and may be required as part
of all new development proposals.
Three principal needs exist related to trail system development within
the planning boundary. These are:
· The need to address the physical status of existing trails identified
by Town of Marana Parks, Trail, and Open Space Master Plan.
· The need to construct trails and/or trail improvements along the
master planned trails.
· The need to identify, dedicate, and construct neighborhood trails
that connect schools, parks, residential areas, and other
community facilities.
To ensure the continued public use of existing trails shown on the
Town of Marana Parks, Trails and Open Space Master Plan, a
review of the physical status of each has been conducted (see
Appendix liB" and tlC'J. This task was implemented in conjunction
with the Pima County Parks Department which has been actively
involved in trail system planning for over a decade.

and Collector Trails:

There are several Primary, Collector, Local and Neighborhood Trails
that have been identified in this plan, but which do not exist on the
ground. The construction of these trails will be an important step in
the development of a community trail system. Cooperation with the
Pima County Flood Control District will be necessary in the case of
trails along both the major and minor watercourses. Elsewhere,
cooperation and coordination with the Pima County Parks and
Recreation Department, State Land Department and private property
owners and developers will be key. Local development and/or
private construction of trails as a condition of land development
approvals will also be necessary. In addition to the physical
development of individual trails, there is a need to secure public
access to the mountain parks and natural open space areas
surrounding the community.
The establishment of these areas is in part justified by the
opportunities they provide for public recreation. Securing access
that allows for this public use is important.
A critical key to development of the Trail System Master Plan is the
continual development of neighborhood multi-use trails, bikeways,
and pedestrian corridors that provide safe connections between
community facilities and that accommodate altemate modes of
transportation. To the greatest extent possible, these facilities
should be considered integral elements of all new subdivision,
neighborhood, and specific plan developments.
When appropriate, the dedication of land for municipal trail
development may be required by the Town Council as a condition of
a rezoning approval, Development Plan approval or a Specific Plan
approval.

A clear and comprehensive set of design standards is necessary for
development of trails and trail facilities within the Town (see
Appendix 1)!.\'J. These standards are meant to provide uniformity and
consistency to the implementation and development of various trails
and trail segments. The design standards include:
