B. PLEDGE OF ALLEGIANCE AND INVOCATION/MOMENT OF SILENCE
Mayor Honea led the pledge of allegiance and the invocation.
C. APPROVAL OF AGENDA
Motion: Approve, Moved by Council Member Jon Post, Seconded by Council Member
Carol McGorray.
D. CALL TO THE PUBLIC
Tracey Chamberlain, Christy Wagner, Richard DeBernardis and David Morales
addressed Council on various topics.
E. PRESENTATIONS -
Brad DeSpain presented the DeSpain Family Trust award to Gilbert Davidson to honor him
as the 2007 outstanding administrator of the year.
The Mayor gave Denise Linsalata, principal from the Desert Winds Elementary School, a
plaque to honor the school as Arizona Title I Distinguished School -one of 71 schools so
recognized within the U.S.

F. MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS:
Council Member Clanagan praised Barbara Johnson and her staff for organizing the
Silverbell Road closures. Council Member Clanagan also spoke about an incident that
happened two weeks ago on Silverbell Road and the need to revisit the issue regarding
newspaper hawkers.
Mayor Ed Honea and Council Member McGorray met with members of the Tucson
Museum of Art earlier today.
G. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS:
Deb Thalasitis informed Council that per an administrative order signed by the Chief Justice
of the Arizona Supreme Court, Ruth McGregor, the day-to-day oversight of the Marana Court
will be assumed by the Honorable Jan Kearey until the Council makes an appointment of a
new chief magistrate.
H. STAFF REPORTS
GENERAL ORDER OF BUSINESS
I. CONSENT AGENDA
Motion: Approve, Moved by Council Member Jon Post, Seconded by Council Member
Russell Clanagan.
1. Resolution No. 2008-58: Relating to Administration; approving and authorizing
the renewal of an intergovernmental agreement with Pima County for payment of
incarceration of municipal prisoners (Jocelyn Bronson)
2. Resolution No. 2008-59: Relating to Development; approving and authorizing a
final plat for Arcobaleno (Kevin Kish)
3. Minutes of the April 15, 2008 regular meeting.
J. COUNCIL ACTION
1. Resolution No. 2008-60: Relating to Development; approving and authorizing the
designation of a Single Central Business District in the Town of Marana

Kevin Kish presented to Council. The proposed Single Central Business District runs
from Marana Road south to Tangerine Road. Copies of the presentation are available for
viewing at the Town Clerk's Office. Vice Mayor Kai asked if The Villages of Tortolita
would be included into the Single Central District. Mr. Kish stated that as of now it will
not be but future expansion could be a possibility.
Motion: Approve, Moved by Council Member Carol McGorray, Seconded by Council
Member Russell Clanagan.
2. Resolution No. 2008-61: Relating to Personnel; approving employee benefit rates
for fiscal year 2009; and declaring an emergency
Deb Thalasitis presented to Council. Employees will see a minimal increase in monthly
premiums if they have a child(ren) or spouse on their plan. Copies of the presentation are
available for viewing at the Town Clerk's Office.
Motion: Approve, Moved by Council Member Carol McGorray, Seconded by Council
Member Patti Comerford.
Mike Reuwsaat thanked Ms. Thalasitis for the good work she has done.
K. BOARDS, COMMITTEES AND COMMISSIONS
L. ITEMS FOR DISCUSSION/POSSIBLE ACTION
1. State Legislative Issues: Discussion/Direction/Action regarding all pending bills
before the Legislature
Stephen Romero addressed two state legislative issues with Council. Mike Reuwsaat
informed Council that Congresswoman Giffords is working with the Town regarding
funding for the Barnett Channel for next year's Public Works act.
M. EXECUTIVE SESSIONS
Motion: Adjourn to Executive Session, Moved by Council Member RusselllClanagan,
Seconded by Council Member Jon Posz
Council left the dais at 7:49 P.M.
Council returned to the dais at 8:53P.M.
1. Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for
discussion or consultation for legal advice with the Town Attorney concerning any
matter listed on this agenda.

2. Executive Session pursuant to A.R.S. §38-431.03 (A)(1), (3) and (4) for discussion or
consideration of employment, assignment, appointment, promotion, demotion,
dismissal, salaries, disciplining or resignation of public officer, appointee or employee of
Marana, and legal advice and direction to its representatives concerning negotiations
and possible agreement relating to same.
3. Executive .Session pursuant to A.R.S. § 38-431.03(A)(3),(4) and (7), discussion or
consultation for legal advice with the Town's attorneys and discussion and to consider
its position and instruct the Town Manager and staff concerning the lawsuit entitled
Town of Marana v. Pima County/Pima County v. Marana (consolidated), Maricopa
County Superior Court No. CV2008-001131.
4. Executive Session pursuant to A.R.S. §38-431.03 (A)(4) and (7) to consider the
Town's position and instruct its representatives regarding negotiations for the purchase
of property rights needed for the Twin Peaks interchange project, CIP number 2001-44,
from the parcels of property generally identified as Pima County Assessor's parcel
numbers 226-15-008A, 226-15-018D, 221-OS-208B , 226-15-008B, 226-15-017B, 226-15-
018B and 226-15-019A, and to instruct the Town's attorneys in settlement negotiations
and contemplated condemnation proceedings relating to the same property rights.
Frank Cassidy asked Council to approve the settlement of parcel 221-OS-208B for $25,000
plus associated closing costs.
Motion: Approve, Moved by Council Member McGorray, Seconded by Council Member
Jon Posh
5. Executive session pursuant to A.R.S. § 38-431.03(A)(3) and (4) for discussion or
consultation for legal advice with the Town's attorneys and discussion and to consider
its position and instruct its attorneys regarding the public body's position in
contemplated litigation or in settlement discussions conducted in order to avoid
litigation concerning a personnel matter.
Mr. Cassidy asked Council for authorization to proceed as discussed in Executive Session.
Motion: Approve, Moved by Council Member Russell Clanagan, Seconded by Council
Member McGorray.
N. FUTURE AGENDA ITEMS
Council Member Clanagan asked if a motion was needed to put the hawker issue back on
the agenda. Mayor Honea stated that he will put it on the agenda.
Council Member Post brought up facilitating prayer or invocation as requested by a
member of the public. Mayor Honea stated that he will put it on the agenda as well.

Motion: Adjourn, Moved by Motion of Council Member Jon Post, Seconded by Council
Member Carol McGorray.
The meeting was adjourned at 8:55 P.M.
