III. GENERAL ORDER OF BUSINESS
A. STUDY SESSION
1. Budget Workshop
Town Manager Mike Reuwsaat addressed the Council and gave an overview of the Fiscal
Year 2005-2006 budget. Mr. Reuwsaat gave a brief introduction to the budget process before
recommending and addressing the following items:
· Primary emphasis to provide high quality service in parks, police and transportation.
Due to the growth of the Town of Marana, additional support would also be
necessary for the Development Services Department.
· The recently adopted park impact fees would begin to support park development.
· Staff would look at the Yz cent sales tax, depending on the action of the Regional
Transportation Authority.
· Staff would prepare an analysis on transportation needs in northeast Marana, which
does not have transportation impact fees.
· The Water Fund would be a fully self-supported enterprise.
· Development review fees would be increased in certain areas.
· Marana Regional Airport would try to reduce general fund support.
· Community Facilities District financing would continue.
· Community Block Development Grants were reduced at the federal level.

· Pima County is recommending assumption for full financing of County-wide
libraries, saving Marana residents more than $500,000.
· Health insurance rates did not increase this year.
· Vehicles would be replaced only after their useful and cost-effective life.
· There would be various salary adjustments for employees.
· A change in the police compensation plan to be more competitive with surrounding
areas.
· Phased-in pay increase for commissioned police officers.
· Several new positions would be added throughout the year, not just the first quarter.
· The proposed budget would balance on operational expenditures and operational
revenues, but there would be $1.3 million from the reserve fund for capital
improvement projects.
· A phased in cost-of-living adjustment for employees.
· Addition of Budget Analyst position.
Mr. Reuwsaat and Roy Cuaron, Finance Director, then gave detailed explanations of the
items and responded to questions from the Mayor and Council. Mr. Reuwsaat then explained
that the tentative budget would come before the Council on June 21,2005, with final budget
adoption scheduled for the first Council Meeting in July.
B. SPECIAL COUNCIL MEETING: COUNCIL ACTION
1. Resolution No. 2005-60: Relating to Elections; adopting the results of the General
Election held on May 17, 2005.
Upon motion by Council Member McGorray, seconded by Council Member Blake,
Resolution No. 2005-60 was unanimously approved.
IV. ADJOURNMENT
The Study Session and Special Council Meeting concluded by unanimous consent at 7:40
p.m.
