A RESOLUTION OF THE MAYOR AND COUNC1L OF THE TOWN OF MARANA, ARIZONA,
AUTHORIZING THE TOWN TO ENTER INTO A CONSULTING AGREEMENT WITH
PARTNERS FOR STRATEGIC ACTION (PSA) FOR THE PROVISION OF CONSULTATION
SERVICES RELATING TO CAPITAL IMPROVEMENTS WITHIN THE TOWN.
WHEREAS, it is in the best interests of the citizens of the Town of Marana that a
comprehensive plan for the development of capital improvements be researched and implemented
within the Town, encompassing issues relating to infrastructure planning and financing, land use
planning, economic development, and financial analysis for the Town; and
WHEREAS, the Town of Marana has been awarded a grant by the Arizona Department of
Commerce Development Fund for the preparation of the Town's first Capital Improvements
Program; and
WHEREAS, the Town has formed a consultant selection panel (the "Panel"), which has
solicited and received proposals from several professional consulting firms for the purpose of
retaining consultation services relating to a comprehensive Capital Improvements Program; and
WHEREAS, the Panel has agreed that "Partners for Strategic Action" ("PSA"), a reputable
organization which is in the business of providing professional consultation services relating to
infrastructure planning and financing, land use planning, economic development, and financial
analyses for municipalities, should be awarded the consulting agreement relating to the Capital
Improvements Program; and
WHEREAS, it is in the best interests of the Town of Marana that PSA be retained by the
Town as the Town Consultant for assistance and direction on its Capital Improvements Program.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana,
Arizona, authorizing the Town of Marana to enter into a consulting agreement with Partners for
Strategic Action (PSA), in order that PSA be retained as the To;vn Consultant relating to the Capital
Improvements Program the Town is implementing as a result of receiving a Arizona Department of
Commerce State Development Fund Capital Improvements Grant.
BE IT FURTHER RESOLVED that the Town Manager is hereby authorized to execute all
documents necessary for the implementation of the consulting agreement with PSA.
