PLEDGE OF ALLEGIANCE AND INVOCATION/MOMENT OF SILENCE Mayor Honea led the pledge of allegiance and the moment of silence. C. APPROVAL OF AGENDA Motion: Approve, Moved by Council Member Carol McGorray, Seconded by Council Member Russell Clanagan. Motion carried, 6-0 (Vice Mayor Kai absent). D. CALL TO THE PUBLIC Brad DeSpain, Georgia Acker, David Morales, Ora Mae Harn, Irving King, Dave Hedgepath, Harry Christman, and Corrie Knox addressed Council on various topics. E. PRESENTATIONS 1. Presentation: Relating to Boards, Committees and Commissions: Council Taskforce recommendations on modifications to the Citizen Advisory Commissions Gilbert Davidson presented this item to Council. The Council Taskforce recommends that one Council member to be appointed as a Council liaison to each commission, each commission will have a minimum of five members and not to exceed seven (two alternates for each commission to be selected and would automatically fill any vacancies), and Council will be updated annually as to the on goings of each Commission. 1 MINUTES OF SPECIAL COUNCIL MEETING MARANA MUNICIPAL COMPLEX DATE: JUNE 10, 2008 Motion: Approve, Bring back Ordinance to Council for approval at the July 1, 2008 meeting, Moved by Council Member Carol McGorray, Seconded by Council Member Patti Comerford Motion carried, 7-0. 2. Presentation: Discussion of a development agreement for the proposed cemetery/mortuary on Barnett Road within the Town of Marana Kevin Kish presented this item to Council. The proposed site of the cemetery is located north of Barnett Road and west of the future Tangerine Farms Loop Road. Copies of the presentation are available for viewing at the Town Clerk's Office. Afull-service mortuary, crematorium, chapel, and a monument commemorating the 19 Marines killed in the Osprey Tilt Rotor aircraft accident on April 8, 2000 are proposed. Ora Mae Harn addressed Council. Ms. Harn thanked the Mayor, Council, and staff for moving forward with plans for a cemetery and stated that a town is not complete until it has a cemetery. David Morales addressed Council. Mr. Morales stated that a section of cemetery should be dedicated to Veterans. Council Member Ziegler responded that there will be a section for Veterans. Chuck Merrick addressed Council regarding Mr. Morales' question. Mr. Merrick mentioned that there will be section of the cemetery dedicated to Veterans. The focus of the Veterans grave site will be the monument of the 19 Marines killed in the Osprey Tilt rotor aircraft accident. Motion: To direct staff to bring back final Marana cemetery/mortuary development agreement for formal adoption by the Town Council either once the SLUC has been approved or at the same Town Council meeting that the corresponding SLUC is brought forward for discussion. Moved by Council Member Patti Comerford, Seconded by Council Member Russell Clanagan. Motion carried, 7-0. 3. Presentation: Discussion/Direction on Classification Compensation Study Deb Thalasitis introduced John Hankerson, from Milliman. Mr. Hankerson presented this item to Council. Copies of the presentation are available for viewing at the Town Clerk's Office. The pay philosophies key elements are: goals to attract, retain, and motivate committed, hard-working, creative, and thoughtful employees that support Marana's mission; focus on pay for performance on how to be compensated; and open communication. Council Member Clanagan asked how the managers will be made accountable for effective management. Mr. Hankerson responded that the performance of management should be based on how well they manage and how well they implement and manage the pay program. Council Member Ziegler commented that she was happy to see the pay for performance plan. Mr. Hankerson responded by saying other factors go into the support of creating high performance cultures, such as communication, recognition, and trust between employees and management. A market study was done using organization's pay data. Data was also collected on 122 jobs at the Town by interviewing employees, using an evaluation measurement tool and published data of similar public and private jobs. The base pay trend for the Town is slightly below the middle of the market. The compensation study also took into account total benefits for each employee. 2 MINUTES OF SPECIAL COUNCIL MEETING MARANA MUNICIPAL COMPLEX DATE: JUNE 10, 2008 The total benefits comparison shows the Town is well above the middle of the market. Mayor Honea commented that he'd like to see a combined total pay package comparison or each employee. This would include medical, dental, tuition reimbursement, and all benefits available to each employee of the Town. 4. Discussion/Direction: Town Magistrate Selection Deb Thalasitis presented this item to Council. A total of 16 applicants responded for the open position of Town Magistrate. Of the 16, 14 met the minimum qualifications set by Council at its May 13, 2008 meeting. Note: Please see Executive Session item F.4 for action taken on this item. 5. Discussion/Direction/Action based on executive session relating to the employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining or resignation of public officer, appointee or employee of Marana and possible agreement relating to same. NOTE: This item will follow the executive session for item F.3. Action taken after Executive Session, Motion: Approve, Authorize the Town Manager to execute a separation agreement between the Town and Assistant Chief Barbara Harris on the terms discussed in Executive Session and within the agreement, Moved by Council Member Russell Clanagan, Seconded by Council Member Carol McGorray. Motion carried, 7-0. F. EXECUTIVE SESSIONS Motion: Adjourn to Executive Session, Moved by Council Member Carol McGorray, Seconded by Council Member Russell Clanagan. Motion carried, 7-0. Council left the dais at 7:23 P.M. Council returned to the dais at 7:59 P.M. 1. Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for discussion or consultation for legal advice with the Town Attorney concerning any matter listed on this agenda. 2. Executive Session pursuant to A.R.S. § 38-431.03(A)(3),(4) and (7), discussion or consultation for legal advice with the Town's attorneys and discussion and to consider its position and instruct the Town Manager and staff concerning the lawsuit entitled Town of Marana v. Executive Session pursuant to A.R.S. §38-431.03 (A)(1), (3) and (4) for discussion or consideration of employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining or resignation of public officer, appointee or employee of Marana, and legal advice and direction to its representatives concerning negotiations and possible agreement relating to same. 4. Executive session pursuant to A.R.S. §38-431.03 (A)(1) for discussion or consideration of employment, assignment, appointment and salary for the position of Town Magistrate. Motion: To establish a subcommittee of Council Members Clanagan, McGorray and Ziegler, Asst Town Manager Deb Thalasitis, and Superior Court Judge Jan Kearny to review the applications and make a recommendation to Council on interviewees Moved by Council Member Jon Post, Seconded by Council Member Russell Clanagan.
