AN ORDINANCE AMENDING PERSONNEL POLICIES FOR THE TOWN
OF MARANA, ARIZONA
WHEREAS the Town of Marana did, on May 18, 1983, pass
Ordinance No. 83.05, which adopted Personnel Policies for the
Town of Marana; and
WHEREAS the Town Council of the Town of Marana has
determined that it would be in the best interests for the
efficient administration of the Town to amend those policies as
more particularly set forth herein.
NOW, THEREFORE, BE IT ORDAINED by the Town Council of
the Town of Marana, Arizona as follows:
SECTION 1. That Section 02.01 (Recruiting) be deleted
in its entirety.
SECTION 2. That a new Section 02.01 (Recruiting) be
added to read as follows:
"02.01.01. Recruiting shall be defined as
the process by which the Town seeks to fill
existing or expected vacancies, or to
establish an eligibility list for future
vacancies.
02.01.02. Whenever a vacancy exists or is
expected to exist in the Town work force, a
notice to that effect may be posted at such
places as determined by the Town Council, if
so required by the Town Council, Town Manager
or applicable department head. Such notice
may also be published in a newspaper of
general circulation within the Town or in
such other places, if so required by the Town
Council, Town Manager or applicable
department head.
02.01.03. All applications for jobs within
the Town shall be filed with the Town Clerk.
The Clerk shall accept and file all
applications for jobs with the Town, whether
or not a job vacancy exists or is expected to
exist, or whether or not a notice of vacancy
has been posted or published. The field of
active job applications shall be made
available to all Town officials responsible
for hiring employees for the Town.
02.01.04. All applications for employment
with the Town shall be kept in an active
application file for a period of six months
after which they will be discarded unless the
applicant has been placed on an eligibility
list, in which case the application shall be
kept on file for as long as the list is
valid."
SECTION 3. That Section 02.02 (Selection) be deleted
in its entirety.
SECTION 4. That a new Section 02.02 be added to read
as follows:
"02.02.01. In selecting an applicant for a
position or establishing an eligibility list,
the appropriate department head and Town
Manager shall review the qualifications of
all existing employees, individuals who have
expressed an interest in employment with the
Town, and all submitted applications and
other supporting documentation on file with
the Town. The candidates or candidates
determined to be most desirable by the
appropriate department head may be required
to take a competitive examination.
02.02.02. The department head shall submit
to the Town Manager the recommended
individual for employment with the Town.
Upon approval of the Town Manager, the name
of that prospective employee shall be
submitted to the Town Council for approval.

02.02.03. If the Town Council fails to
reject a particular applicant recommended for
hire by a department head and concurred to by
the Town ManaGer, the recommendation for
employment shall be considered accepted.
02.02.04. In the event that the appropriate
department head and Town ManaGer determine
that it is in the best interests of the Town
to hire an individual on a temporary basis,
and subject to funds beinG available, the
department head, with the concurrence of the
Town ManaGer, may hire an individual as
"temporary help" for a period not to exceed
30 work days. In the event that this is
done, said individual shall be compensated at
the lowest Grade within the wage level for
the position in which he or she is employed,
but will not be entitled to any of the
benefits normally available to permanent
employees of the Town."
SECTION 5. WHEREAS, the immediate operation of this
Ordinance is necessary for the preservation of the public peace,
health and safety of the Town of Marana, Arizona, an emergency is
hereby declared to exist, and this Ordinance shall be in full
force and effect from and after its passage and adoption.
PASSED AND ADOPTED by the Mayor and Council of the Town
of Marana, Arizona this 6th day of June, 1989.
