HomeMy WebLinkAboutResolution 2002-115 MOU with pima college to establish a presence in maranaMARANA RESOLUTION NO. 2002-115 A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, APPROVING A MEMORANDUM OF UNDERSTANDING WITH PIMA COUNTY COMMUNITY COLLEGE DISTRICT FOR THE PURPOSE OF ESTABLISHING A PRESENCE FOR PIMA COMMUNITY COLLEGE IN THE TOWN OF MARANA. WHEREAS, the Town has developed a vision for the northwest area of its community and has codified this vision in the Town's General Plan, Northwest Area Plan, and other planning documents; and WHEREAS, this area will host the "Town Center," which will include a new municipal complex, elementary, junior high and high schools, over 150 acres of active parks, mixed-use commercial centers, employments centers, and approximately 12,500 households; and WHEREAS, there is growing development pressure in environmentally appropriate areas, including the farmlands along I- 10, and such development pressure will certainly lead to the need for expansion of the vocational and educational resources in the community; and ' WHEREAS, the Town greatly values higher education and cultural opportunities as important components of the quality of life of its residents and desires to develop and expand these oppommities for not only its own residents, but for the benefit of other residents of the region; and WHEREAS, both the Town and the District recognize that it is important to secure accessible anit economically viable educational opportunities for the residents of the Town and the surrounding community; and WHEREAS, both the Town and the District desire to ensure that Pima Community College will play a prominent role in the vision for the Town and that the District's expansion and growth will coincide with the growth and development of the Town, thus making the District an integral part of the future of the community; and WHEREAS, the Mayor and Council have determined that approval of the Memorandum of Understanding is in the best interest of the Town and its residents. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana as follows: Section 1. The District and the Town will work cooperatively in establishing a presence for Pima Community College in the dynamic and newly developing areas of the Town. Section 2. The District and the Town will direct their respective staffs to work together Page 1 of 2 in the planning of public infrastructure and the identification of potential sites for facilities. Section 3. The District and the Town will work to secure a mutually agreeable site for the future development of joint facilities for use by Pima Community College, the Town, and local school district. Section 4. The District and the Town will each identify potential synergies and joint project opportunities in order to support the cultural and educational advancement of the local residents. Page 2 of 2 _~ MEMORANDUM OF UNDERSTANDING BETWEEN PIMA COUNTY COMMUNITY COLLEGE DISTRICT AND TOWN OF MARANA This Memorandum of Understanding, by and between Pima County Community College District ("District") and the Town of Marana ("Town"), is entered this __ day of October, 2002. RECITALS WHEREAS, the Town has been the fastest growing community in the State of Arizona between 1990 and.2000, and with such growth the Town has realized the corresponding need for the development of programs and resources which will benefit the community; and WHEREAS, recently the Town acquired the Marana Northwest Regional Airport and has committed itself to the redevelopment and expansion of the airport, enhancing its infrastructure to become a significant regional employment center; and WHEREAS, there is growing development pressure in environmen.tally appropriate areas, including the farmlands along I-10, and such development pressure will certainly lead to the need for expansion of the vocational and educational resources in the community; and WHEREAS, the Town has developed a vision for the northwest area of its community and has codified this vision in the Town's General Plan, Northwest Area _ Plan, and other planning documents; and WHEREAS, this area will host the "Town Center," which will include: a new municipal complex; elementary, junior high and high schools; over 150 acres of active parks; mixed-use commercial centers; employment centers; and approximately'l 2,500 households in the immediate vicinity; and WHEREAS, the Town greatly values higher education and cultural opportunities as important components of the quality of life of its residents, and desires to develop and expand these oppommities for not only its own residents, but for the benefit of other residents of the re,on; and WHEREAS, both the Town and the District recognize that it is important to secure accessible and economically viable educational oppommities for the residents of the Town and the surrounding community; and WHEREAS, the Town recognizes that Pima Community College has a long- standing commitment to Pima County to provide quality educational and cultural opportunities at convenient locations to its students and employment opportunities for its nearly 1200 employees; and WHEREAS, for many of its 30 years, Pima Community College has ranked among the five largest multi-campus community colleges in the nation, currently enrolling more than 50,000 credit students annually; and WHEREAS, both the Town and the District desire to ensure that Pima Community College will play a prominent role in the vision for the Town, and that the District's expansion and growth will coincide with the growth and development of the Town, thus making the District an integral part of the future of the community. NOW, THEREFORE, in consideration of the foregoing recitals and the mutual promises contained herein, the District and the Town do hereby agree as follows: 1. The District and the Town will work cooperatively in establishing a presence for Pima Community College in the dynamic and newly developing areas of the Town. 2. The District and the Town will direct their respective staffs to work together in the planning of public infrastructure and the identification of potential sites for facilities. 3. The District and the Town will work to secure a mutually agreeable site for the future development of joint facilities for use by Pima Community College, the Town, and local school districts. 4. The District and the Town will each identify potential synergies and joint project opportunities in order to support the cultural and educational advancement of the local residents.
