A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF MARANA,
ARIZONA, APPROVING THE DEVELOPMENT/MINING PLAN FOR SAN XAVIER
AGGREGATE EXTRACTION AND PROCESSING AT CONTINENTAL RANCH,
SUBMITTED BY MARANA GOLF INC., FOR AN AGGREGATE EXTRACTION AND
PROCESSING OPERATION CONSISTING OF 100 ACRES, LOCATED NORTH OF
CORTARO ROAD AND EAST OF THE SANTA CRUZ RIVER, WITHIN SECTION 22,
TOWNSHIP 12 SOUTH, RANGE 12 EAST.
WHEREAS, the Town of Marana approved and adopted the specific plan for the area
known as Continental Ranch on April 5, 1988 (Ordinance 88.09), as subsequently amended,
located within the corporate boundaries of the Town of Marana, Arizona; and
WHEREAS, Marana Golf, Inc., is the owner of property located north of Cortaro Road
and east of the Santa Cruz River, more particularly within section 22, Township 12 South, Range
12 East, known as Parcel 62B of the Continental Ranch Specific Plan, and has applied to the
Town of Marana for approval of a development plan for an aggregate extraction and processing
operation consisting of 100 acres and more particularly described in Exhibit A, as Block 2,
attached hereto and incorporated herein by this reference (Exhibit "A"); and
WHEREAS, the Marana Planning and Zoning Commission h.as.h_eard from. the
representative(s) of the owners, staff, and members of the public at the regular Planning and
. Zoning Commission meeting held April 24, 2002, and has detennined that the development plan
for San Xavier Aggregate Extraction at Continental Ranch should be approved pursuant to the
Commission's recommended conditions.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that San Xavier Aggregate Extraction at Continental Ranch, submitted by
Marana Golf, Inc., for an aggregate extraction and processing operation consisting of 100 acres
of property, known as Continental Ranch Parcel 62B, located within the Continental Ranch
Specific Plan area, more specifically located north of Cortaro Road and east of the Santa Cruz
River, more particularly within Section 22, Township 12 South, Range 12 East, be approved
with the following conditions:
The form, location, and design of all roadway and drainage easements and/or
dedications will be approved by the Development Services Administrator prior to
Mayor and Council consideration of final plat.
2. The applicant shall provide the necessary assurance agreements as required and
approved by the Development Services Administrator prior to mineral extraction.

The applicant shah submit and have administrative approval of a Lighting Plan,
Mining Plan, Operations and Phasing Plan, and Reclamation Plan, prior to
mineral extraction.
No Certificate of Occupancy shall be issued prior to the submission of all
necessary Arizona Department of Transportation permits by the applicant to the
Town.
Until such time that the Tucson Water well site at the north end of the site is
acquired by the applicant, all berm treatments adjacent to the well shall be
modified/and or erected to provide a minimum setback of S0 It, and shall be
appropriately transitioned and tapered to the remaining berm treatment along the
Block 2 diversion channels.
A development agreement between the Town and the applicant shall be
established that provides for the construction, dedication, and maintenance
responsibilities of the linear park along the western boundary of the site. Such
agreement shall be arranged and mutually agreed upon prior to mineral extraction.
All site preparation as it relates to existing on site wells, drainage, and fresh water
delivery shall be approved by the Town of Marana Water Department and CMID.
PASSED ANrD ADOPTED by the Mayor and Council of the Town of Marana, Arizona, this 4th
day of June, 2002.
