HomeMy WebLinkAboutResolution 2001-145 partnership agreement with old pueblo archaeology MARANA RESOLUTION NO. 2001-14~ A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, AUTHORIZING THE TOWN OF MARANA TO ENTER INTO A PARTNERING AGREEMENT WITH OLD PUEBLO ARCHAEOLOGY CENTER, A NON-PROFIT ORGANIZATION, FOR A RESEARCH AND HERITAGE PROGRAM, OVER A SEVEN (7) YEAR PERIOD, FOR THE YUMA WASH HOHOKAM VILLAGE SITE AND THE BOJORQUEZ-AQUIRRE RANCH HISTORIC SITE LOCATED IN THE MARANA DISTRICT PARK. WHEREAS, Old Pueblo Archaeology Center is a non~profit organization who has been conducting archaeological research at two Marana cultural heritage sites, the Yuma Wash Hohokam village site and the Bojorquez-Aquirre Ranch historic site; and WHEREAS, Old Pueblo has recommended that additional field research, analysis, and reporting be completed at beth of the archaeological sites in the Marana District Park before archaeological clearance can be recommended for development of the entire project area; and WHEREAS, the Yuma Wash and Bojorquez-Aquirre Ranch sites are important cultural resources for furthering the understanding of the ancient Hohokam and early historical people who inhabited the Marana area; and WHEREAS, Old Pueblo has proposed to provide a five (5) year heritage education program at the Mat'am District Park in partnership with the Town; and WHEREAS, Old Pueblo shall complete the post-field work and a public report for the own s use within two (2) year of completion of the heritage education program; and WHEREAS, Old Pueblo will assist with construction of replicas oftbe discovered cultural features with appropriate interpretive signs to be created on the surface of the sites for public disphy and interpretation; and WHEREAS, Old Pueblo will participate in community outreach talks for all ages, classroom presentations, and bunds-on activities for ehilds~m during each academic year that the excavations are in progress; and WHEREAS, a floating exhibit kit prepared by Old Pueblo Archaeology Center will contain interpretive, problem solving activities that children can approach using photographs fi.om the excavation, excavation records, and replica models of some of the artifacts recovered; and WHEREAS, upon entering into a Partnering Agreement with Old Pueblo Archaeology Center the Town will be implementing the "Community Task Force Recommendations" of the Santa Cruz River Corridor Plan by highlighting Marana's prehistoric heritage, the Yuma Wash, and the historic era at the Bojorquez-Aqulrre Ranch site; and WHEREAS, the Town will be making every effort to protect, enhance and interpret these two themes along with identifying and protecting these sites; and WHEREAS, the combined total cost of all fieldwork and postfieldwork activities associated with the resource conservation and public research program by Old Pueblo Archaeology Center at the Yuma Wash site is approximately $428,013.00 payable over five years (average cost per year = $85,603.00); and ...WI?, P~.~AS, ~ th.e T. own. of Marana chose to fully develop the portion of the pro~rtv containing me Yuma Wash site, the estnnated cost of the full data recovery mitigation program by professional archaeologists required prior to development would be approximately $587,937.00 payable over two years (average cost per year = $239, 696.00). NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana~ Arizona, authorizing the Town of Marana to enter into a Partnering Agreement, (DRAFT) attached hereto as Exhibit A and incorporated herein by this reference, with Old Pueblo Archaeology Cemer, a non-profit organlvation, for a Research and Heritage Program, over a five (5) year period, for the Yuma Wash Hohokam Vi!!~ge site and the Bojorquez-Aquirre Ranch historic site located in the Marana District Park.
