WHEREAS, the Wastewater Management Department of County is responsible tbr the operation and maintenance of publicly-o;vned wastewater treatment t~acilities in Pima County: and WHEREAS. the Tov~n and Pima Count.,,' have entered into an Intergovernmental A~eement ~,~hich provides tbr public sanitary sewerage services to the area within Town boundaries by the County; and WHEREAS, County and To'~,m desire to update prior planning studies related to :vastewater inl:~astructure planning fbr the Town in confomaance with the 208 planning guidelines: and WHEREAS. it is in the best interest of the citizens of the Town of Marana that the Town amend the Intergovernmental A~eement with Pima Court .ty for the joint participation in an areawide water quality planning study. NOW, THEREFORE. BE IT RESOLVED by the Mayor and Council of the Town of Marana. Amend ARTICLE 6. Term to: "6.2 This Agreement shall terminate on May 1, 2001." Amend ARTICLE 2. Cost Sharing of Consultant Work to: "2.1 Town and County shall share the costs of the Consultant's work described in Appendix A based on mutual consent. County and Town shall share equally the total costs ...... "Total costs to County will not exceed ninety-one thousand dollars ($91,000.00). Total costs to Town will not exceed fifty-five thousand dollars ($55.000.001." Amend Appendix A Scope of Services to include amended Scope of Work elements by the firm of Malcolm Pirnie which amended Scope of Work proposal is attached hereto as Exhibit "A" to this amendment. The effective date of tinis amendment shall be January 5, 1999. All other provisions of the Agreement, not specifically changed by this amendment, shall remain in effect and be binding upon the proxies. Although located outside of the 1975 Pima ^.~sociatian of Goverra'nent~ (PAG) Arcowide Wastewater Managemeat ?]an (208 Plan) planning area, Marone's wastewater management needs have historically been accomplished through joint efforts with the Pima County Watcwater Management Deparm~cat (PCWMD), the regional wau.-r quality managemcnt agm~cy. In order to meet the wastewater service needs of the current and future residents of Mararia, PCWMD has engaged Malcolm Pin'fie, Inc. to prepare a wastewater management plan wkieh can serve as the basis for an amendment to the 208 Plan. The plan will he presented in a report which will identify the wastewater management system needs For the Marana plmming area (as de£med in the Request for Proposals) and will establish a methodology for implementing the recommended plan. MalcoIra Pimie has prepared this proposal for Contract Amendment No. 1 following a verbal request from PCWMD to provide services lbr the Marm~a 208 Plan Update Project which a~c not included in the Contract Scope of Work. Amendment Task 1 .A: Public Meetings The Engineer will attend six additional public meetings. The Engineer will provide assistance with presentation of the findings and recommendations of the 208 Plan Amen&hour to the public, representatives of the Pima Association of Govenunents (?A@), and members of the Town of Marann Town Council. Scheduling and sponsorsi~p of the meetings and recordation of meeting minutes will be perforated by others. The Engineer will prepare appropriate visual aids to assist in the presentations. Amen6meut Task 1 ,B Responsiveness Summary The Engineer will prepare a responsiveness summary to address comments made by members of the public on the recommended plm~ as received at a PAG-s~onsared public meeting. Recordation of public comments wilI be performed by others. The Engineer will prepare a draft Responsiveness Smranary for review by representatives of PCWMD and the Town of Moreno. Review comments will be incorporated into the final Responsiveness Summary. Four copies of the draft and Iinal documents will he provided to pCWMD. Amendment Task 1,C Growth Guidance Demonstration Area Analysis The Engineer shall perform m~ analysis to detem~ine the wastewater management systc-m needs of the Marann Growth Guidance Demonstration Area (MGGDA). The Engineer shall establish the popelation and associated arcrage and peak wastcwater flows for the MGGDA, detcrrninc a preliminary conveyance system to convey wastewater Ilows l~om lhe MGGDA to the existing Mar'run wastewater treatment plant (WWTP), determine improvements required to accomodate the MGGDA wa.stcwatcr flows at the Marann WWTP, and develop a preliminury opinion of probable cost associated with implementing the conveyance system and WWTP impro'~c~nents to serve the MGGDA. The results o£the analysis will bc presented in a letter re;3ort to PCWNLD.
