RELATEWG TO TRANSPORTATION; REQUESTING THAT THE ARIZONA
DEPARTMENT OF TRANSPORTATION AND THE STATE
TRANSPORTATION BOARD PROVIDE AN ALLOCATION OF STATE AND
FEDERAL TRANSPORTATION FUNDS BASED ON NEED TO THE PIMA AND
MARICOPA METROPOLITAN AREAS AND THE HIGHWAY NEEDS
THROUGHOUT THE STATE. THE TOWN OF MARANA RESPECTFULLY
REPRESENTS AS FOLLOWS:
WHEREAS, the Regional Council of the Pima Association of Governments
(PAG) is deeply concerned over the State of Arizona's distribution of past and
present federal and state transportation dollars; and
WHEREAS, the metropolitan planning organizations, also known as
Transportation Management Areas, of PAG and the Maricopa Association of
Governments (MAG) metropolitan areas represent over seven~-five percent of
the population of Arizona; and
WHEREAS, the Pima and the Maricopa metropolitan areas provide
economic benefits throughout the state; and
WHEREAS, both the Pima and Maricopa metropolitan areas have
substantial unmet transportation needs; and
WHEREAS, an adequate statewide transportation network is necessary
for the movement of goods and people throughout the state, nation, and the
CANAMEX corridor; and
WHEREAS, the economic health of Arizona is tied to the well~being of the
Pima and Maricopa metropolitan areas; and
WHEREAS, the Pima and Maricopa re~ons need to be assured of a fair
return of federal and state transportation dollars; and
WHEREAS, Pima and Maricopa regions, at the mel:ropolitan planning
level, should have a real voice in how decisions are made for programming of
the State's discretionary distribution of federal and state transportation dollars;
and

WHEREAS, the federal law is founded on the principle of State and
metropolitan area cooperation; and
WHEREAS, cooperative decision-making involving local communities at
the metropolitan planning level assures decisions are made as close as possible to
the needs involved; and
WHEREAS, it is critical that the State's current programming process be
reformed to comply with TEA-21's provisions for the metropolitan areas and to
address the key issues outlined herein; and
WHEREAS, the current ADOT five-year construchon program does not
provide fair and adequate funding for the Pima and lVlaricopa metropolitan
areas;
NOW, THEREFORE, BE iT RESOLVED THAT THE MAYOR AND
COUNCIL OF THE TOWN OF MARANA CALL UPON THE ARIZONA
DEPARTMENT OF TRANSPORTATION AND THE STATE
TRANSPORTATION BOARD TO TAKE ANY AND ALL STEPS NECESSARY
TO WORK COOPERATIVELY WITH THE PIMA ASSOCIATION OF
GOVERNMENTS AND ITS RESPECTIVE TRANSPORTATION PLANNENG
ORGANIZATION TOWARD A MORE EQUITABLE DISTRIBTUTION OF
STATE AND FEDERAL TRANSPORTATION FUNDS FOR STATE HIGHWAY
NEEDS.

Marana, Arizona, this 19th day of January, 1999.
