A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF MARANA, ARIZONA,
RECOMMENDING SUPPORT FOR THE REQUESTS BY THE METROPOLITAN DOMESTIC
WATER IMPROVEMENT DISTRICT AND THE TOWN OF ORO VALLEY, TO THE UNITED
STATES BUREAU OF RECLAMATION, TO REVISE ITS ENVIRONMENTAL IMPACT
STATEMENT FOR THE PROPOSED TUCSON TERMINAL STORAGE FACILITY TO
INCLUDE FEATURES FOR THE NORTHWEST PORTION OF THE TUCSON ACTIVE
MANAGEMENT AREA.
WHEREAS, the United States Bureau of Reclamation (hereinafter the "Bureau") has been
prepa~g an environmental impact statement (hereinafter "EIS") for the proposed Tucson Terminal
Storage Facility; and
WHEREAS, the Tucson Terminal Storage Facility as currently designed does not meet the
reliability needs of other Central Arizona Project water users in the entire region, but rather is
designed to meet the needs of the City of Tucson; and
WHEREAS, the planned Tucson Terminal Storage Facility design has several critical non-
redundant downstream features (including Snyder Hill pumping plant and the tunnel through the
Tucson Mountains) of the planned reservoir; and
WHEREAS, entities in the northwest area of the Tucson Active Management Area
(hereinat~er "Tucson AMA"), are striving to use Ces~hal Arizona Project water and seek its reliability
for the region and for that reason the Board of Directors for the Metropolitan Domestic Water
Improvement District and the Town of Oro Valley are requesting that the EIS process be expanded
to include reliability features for the northwest portion of the Tucson AMA; and
WHEREAS, the Bureau plato to expand the EIS process to include an evaluation of reliability
needs for the Tohono O'Odham Nation and cotfid also expand the process to address the needs of
other water providers in the Tucson AMA; and
WHEREAS, the reliability needs of the Northwest Tucson AMA must be addressed in the
context of the regional water resource management and facilities planning now underway in that area;
and
WHEREAS, a carefully planned reliability program for the Northwest Tucson AMA could
offer additional supply security to the portions of the City of Tucson service area, thereby
supplementing the reliability achieved through the Tucson Terminal Storage facility.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Mararia, Arizona that:
1. The Town of Mararm supports the requests of the Metropolitan Domestic Water
Improvement District and the Town of Oro Valley to the United States Bureau of Reclamation that
the EIS process be expanded to include reliability features for the northwest portion of the Tucson

AM& in addition to the planned Tucson Terminal Storage facility and the needs of the Tohono
O'Odham iXlation and the Green Valley area.
2. ~ility features to be assessed should include the oversizing of the proposed Cai~ada
del Oro Recharge and Recovep] Project pipeline, pumping facilities and recharge basins to allow for
adequate capacity to pump and recharge a full year's supply of water in eleven months, plus thirty
days reliability for a future Central Arizona Project water treatment facility to allow direct potable
consumption of water from the Ca~d~ del Oro Recharge and Recovery Project and the Mararia area.
