B. PLEDGE OF ALLEGIANCE AND INVOCA TION/MOMENT OF SILENCE
Led by Mayor Honea.
C. APPROVAL OF AGENDA
Upon motion by Council Member Comerford, seconded by Council Member Blake, the
agenda was unanimously approved.
D. CALL TO THE PUBLIC
Toby Bourguet addressed the Council and invited them of the Turkey Bowl Alumni Football
game at Marana High School to be held on Wednesday, November 23,2005, at 5:00 p.m.
The game will start at 6:30 p.m. For the past 10 years this event has grown from 25
participants to 500 and the event has raised over $5,000 for the Town of Mar ana. Money
raised goes toward scholarships. The food bank also collects donations.
Jennie Flores addressed the Council regarding her letter about the Mia, Inc. park. Mayor
Honea indicated that Ms. Flores could schedule a meeting with staff after the Council
meeting.
David Morales addressed the Council and read two paragraphs verbatim from the State
Constitution, Declaration of Rights and the loyalty oath.
Ed Stolmaker, Executive Director of the Marana Chamber of Commerce, addressed the
Council and expressed the Chamber's appreciation for the Council's leadership and support
with the many issues the growing community faces. Mr. Stolmaker thanked Dick Gear, who

had served as an ex-officio member for many years, and welcomed Mr. DeGrood as his
replacement.
Dan Sullivan addressed the Council and expressed his concerns with recent "Our Town"
articles, written about recalls and referendums, instead of recognizing things like the new
urgent care facility and the new library. Mr. Sullivan stated that at many of the Regional
Transportation Authority meetings, the Town of Maran a and elected officials are often
recognized and applauded for the way they are handling issues such as growth, the cost of
growth, and transportation.
Steve Taylor addressed the Council and stated that he had lived in Marana since the early
1980's, had coached Little League, and owned a business. In 2003, Mr. Taylor wrote an
objection to the Garden Estates development, which adjoins his property. After many
meetings with developers, Mr. Taylor removed his objection and obtained a written
agreement. Mr. Taylor stated that the agreement had not been upheld, and he asked the
Council not to approve the final plat without requiring the developers to live up to the
agreement made with him. Mr. Taylor also suggested the Council consider appointing a
person from the Town to act as a liaison between current residents and developers to avoid
future situations like his.
Mike Reuwsaat, Town Manager, stated that he is working with Mr. Taylor and the developer
to resolve the issue.
Mayor Honea recognized Cub Scout Pack #244 for attending the meeting.
E. PRESENTATIONS
Jocelyn Bronson, Town Clerk, read a Proclamation declaring October 16-22, 2005 to be
Arizona Cities and Towns Week.
F. MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS
Council Member Escobedo announced that the Marana Chamber of Commerce golf event
will be November 5, 2005. A portion of the proceeds will go to Miracle in Marana, which
will be on December 17, 2005. He gave a retreat update stating that it was a good lesson in
looking at the progress of continued growth and plans to get future projects out to the public.
Council Member McGorray announced that the Marana Arts Council will have a free event
at the Ora Mae Ham Park on Saturday, October 22, 2005, at 7:00 p.m. with a performance by
the Brasilian Percussion Ensemble.
Mayor Honea announced that the junior rodeo finals will be Saturday, October 22, 2005 at
10:00 a.m. The wild ride will be Thursday, October 27, 2005. Council and senior staffwill
tour with about 400 individuals from Pima County to look at what Marana has to offer and
what it has achieved. Mayor Honea announced that he will be a guest speaker at the
Chamber of Commerce lunch on Thursday, October 20, 2005, at 11 :00 a.m. Mayor Honea
had an opportunity to tour Marana High School and meet with Principal Mr. Jim Doty.
Marana High School has a beautiful campus, library and new gym and great opportunities in
their tech programs.

G. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS
Mr. Reuwsaat addressed the Council and said that a ground-breaking had taken place for a
trail from Coyote Trail Elementary to the new EI Rio park site. A contract with Granite
Construction had been signed to extend the trail behind Honea Heights. On Saturday,
October 22, 2005, the Parks and Recreation department will have a trail work day, training
volunteers and beginning trail work in the Tortolita Mountains. He informed the Council of
construction beginning at the Cortaro interchange. One of the Town's subcontractors
received the state award for public buildings, and the Town has been invited to a presentation
in Phoenix on Saturday, October 29,2005.

GENERAL ORDER OF BUSINESS
I. CONSENT AGENDA
1. Resolution No. 2005-131: Relating to Development; approving and
authorizing an amended final plat for Garden Estates (Barbara Berlin)
2. Resolution No. 2005-132: Relating to Development; approving and
authorizing a development plan for the Dove Mountain Retail Centre at the
northeast corner of Tangerine Road and Dove Mountain Boulevard
(Barbara Berlin)
3. Resolution No. 2005-133: Relating to Real Estate; approving and
authorizing the designation of a 30-foot strip of the Marana Santa Cruz
River Linear Park property, Tax Parcels 217-50-0420 and 217-50-040D, as
Sandy Street public right-of-way (Harvey Gill)
4. Minutes of the regular meeting of September 19, 2005 and the
Council/Commission/StatTRetreat held October 7,8 and 9, 2005.
Upon motion by Council Member Escobedo, seconded by Council Member McGorray, the
consent agenda was unanimously approved.
J. COUNCIL ACTION
1. Resolution No. 2005-134: Relating to Development; approving and
authorizing a preliminary plat for Gladden Farms Block 9 (Barbara Berlin)
Barbara Berlin, Planning Director, addressed the Council and stated that the Gladden
Farms Block 9 preliminary plat is for a 69-lot subdivision on 25 acres. The
development includes a 10-acre site to be dedicated to the Marana School District.
Currently, there is no builder, but when one is contracted, the builder will comply
with all regulations including the new design standards.

Upon motion by Council Member Blake, seconded by Council Member McGorray,
Resolution No. 2005-134 was unanimously approved.
K. ITEMS FOR DISCUSSION/POSSmLE ACTION
There were none.
L. BOARDS. COMMISSIONS AND COMMITTEES
a. Resolution No. 2005-135: Relating to Boards and Commissions; approving
the appointment of Bob Allen to the Regional Transportation Authority
(Mike Reuwsaat)
Upon motion by Mayor Honea, seconded by Council Member Escobedo, Resolution No.
2005-135, appointing Robert Allen as the Marana representative to the Regional
Transportation Authority, was unanimously approved.
M. EXECUTIVE SESSIONS.
1. Executive Session. Pursuant to A.R.S. ~38-431.03 (A)(3), Council may ask
for discussion or consultation for legal advice with the Town Attorney
concerning any matter listed on this agenda.
N. FUTURE AGENDA ITEMS
Mr. Reuwsaat addressed the Council and announced the ground-breaking for the new
regional park site by Gladden Farms will be on November 10, 2005.
O. ADJOURNMENT
Upon motion by Council Member Escobedo, seconded by Council Member Blake, the
Council voted unanimously to adjourn. The time was 7:33 p.m.
