B. PRESENTATIONS
a. Presentation: Update on Projects under the purview of the Department of
Public Works (Harvey Gill)
Kevin Thornton, Manager of Engineering Division, addressed the Council and
introduced the Public Works Department, reviewing their mission and value
statements. He gave a presentation on Capital Improvement Projects (CIP).
He summarized recently completed projects.
. Tangerine Road/Dove Mountain Signal and Intersection Improvements -
Installation of traffic signal and intersection improvements, completed in
October 2005.
· Coyote Trails Elementary School Signing - New signs are an enhancement
to existing signs, completed in August 2005.
· Sandariorrwin Peaks Four Way Stop - Completed in June 2005. The signs
feature solar powered beacons.
· Silverbell/Wade Traffic Signal - New traffic signals and pedestrian
improvements, completed in January 2005.

. Tangerine Road Widening and Thornydale Intersection Improvements -
Widened from Breakers to the TangerineIThorrnydale intersection, which
included a traffic signal and intersection improvement. Project completed
September 2004.
. Cortaro Farms Phase I - Traffic signal at Cortaro Farms and Hartman Lane,
and included a Town of Marana water line improvement. Project completed
July 2005.
. Marana Municipal Complex - Largest project to date. Dedicated in May
2005.
. Marana Main Street and Civic Center Drive and Grier Road- Improved
as a part ofthe off-site improvements for the Municipal Complex. Grier Road
also received improved street lighting, sidewalks and drainage, along with 30
residents being connected to a sanitary sewer.
Mike Reuwsaat, Town Manager, addressed the Council and publicly acknowledged
staff, and stated that the road does hold the water.
Study or early design phase projects:
. Wheeler Taft Abbett Library -Located near Cortaro and Silverbell Road.
Design is expected to be complete during the first quarter of2006.
. Linda Vistaffwin Peaks TI - New traffic interchange on 1-10 and connect to
Continental Ranch on the west with Linda Vista Boulevard on the east.
Anticipated Public Hearing at the end of November 2005.
. Barnett Channel - Construction of a flood control channel from 1-10 to the
Santa Cruz River. The channel will feature a linear park, pathway, and
landscaping. Final design is anticipated to begin the first quarter of2006.
. Ina Road Corridor - Design Construction Report will study the
reconstruction and widening of In a Road east ofl-10 to the Town limits, also
included will be the internal connectivity of business district and possible
bridge to connect Costco/Home Depot area with Ina Road.
· Camino de Manana - Connect proposed Linda Vista/Twin Peaks
interchange with the intersection of Dove Mountain Boulevard and Tangerine
Road. Camino de Manana anticipated to be a four lane divided road.
CIP projects currently under construction:
. Santa Cruz River Shared Use Path - 14 foot wide path that will run from
Coyote Trail Elementary to EI Rio Neighborhood Park. Completion during
the second quarter of 2006.
· Cortaro Farms Road Phase II - Four lane divided road that will include
sidewalks, landscaping, and drainage improvements. Anticipated completion
in October 2006.
· Addition of two lanes under 1-10 at Cortaro Farms Road - Widened to
accommodate an additional lane in each direction under 1-10.
· Honea Heights Sewer and Pavement Project -Administered by Pima
County through a grant. Will provide a sanitary sewer system throughout the
neighborhood, and will follow up with pavement improvements. Project

delayed due to pipes being sent to affected Hurricane areas. Anticipated to
have pipe within 3-4 weeks.
Projects ready for construction:
· Coach line Road Pedestrian Crossing - this will be the first of its type. The
crossing will feature a state-of-the-art in-street lighting system along with
flashing beacons.
. Thornydale Road - widened to three lanes in each direction.
· Silverbell Road - widened to two lanes in each direction. Following the
project the road will have all-weather access so the 100-year flood will cross
under the road. The intersection of Ina and Silverbell Road will also have
improvements.
· Moore Road, Sandario to 1-10 Frontage - will feature the rehabilitation of
existing pavement from Sandario to 1-10 Frontage Road. North bound turn
lane from Frontage Road to Moore Road and realignment of the intersection.
· Santa Cruz River Bank Protection -Soil cement bank protection for the
future district park. Plans to be completed by end of2005.
· Tangerine Farms Improvement District - new four lane road from existing
Tangerine/I-lO through Gladden Farms Development and connect to Moore
Road west of the Sandario Road intersection, also includes a multi-use path
constructed with pedestrian under pass near Lon Adams Road.
Council Member Comerford stated that Mr. Thornton did a great job and asked if he
had received the core permit for Silverbell Road. Mr. Thornton answered that the
project has been approved but no signature has been obtained yet. Council Member
Comerford also asked how much of the Tangerine Loop will be finished from the
start date to the end date. Mr. Thornton answered that all 3.7 miles from Frontage
Road through Moore Road would be completed. Mr. Reuwsaat stated that the next
segment of the loop from Moore Road to Barnett Road is expected to occur in the
same time frame.
Mr. Reuwsaat addressed the Council and thanked them for their leadership and
approval of projects. The town will be dedicating the trail system behind the Pines
Golf Course. The analysis for security lighting in Marana Vistas Estates is almost
finished.
Council Member Escobedo asked how the availability and cost of PVC piping will
affect the projects. Mr. Thornton answered that the Honea Heights Project cost
should not change, because the bid and commitment are at the previous cost. Mr.
Reuwsaat said there is a six week delay because the vendor sold pipe to someone for
Louisiana.
Mayor Honea asked if the Santa Cruz Linear Park information was in the
presentation. Mr. Thornton responded that this project is being managed by Parks
and Recreation and was not in his presentation. Mr. Reuwsaat said the contract was
awarded to Granite Construction and they should already be laying the path.

b. Presentation: "Coving" and the Red Point Project (Jim Mazzocco)
Daniel Leung, Red Point Development, addressed the Council and introduced Rick
Harrison with Rick Harrison Site Design Studio from Minneapolis, Minnesota, Carl
Winters of Planning Resources, and James Kai, owner representative. Mr. Leung
thanked the Council for allowing him to present the project, which is on 133 acres.
The project includes varied lot sizes that are visually appealing and pedestrian
friendly.
Mr. Harrison addressed the Council and thanked them for the opportunity to present
the coving design. Mr. Harrison showed a survey showing that 80% of the market
wants large homes on large lots, which meant looking for a design to provide
compact neighborhoods with spacious homes and lots at obtainable prices. Mr.
Harrison said the Town's Standard Development Report is flexible and open to any
type of design.
Mr. Harrison explained that with coving the street, homes, and walks all form
different patterns to open up the streetscape. The actual front to front and rear to rear
distances in a cove neighborhood is greater than ordinance minimums. Producing the
least amount of street with the most amount of building setback line helps separate
the relationship of house and street, and won't look as dense. The project
recommends separating walking paths from streets and redefining the block to move
homes back, which will open streetscape.
Mr. Harrison stated that studies show that separation between pedestrians and
vehicles will help make the development safer. The DeAnza Project Plan will have
17.5 acres privately owned front yards, 43 acres of open space, a safe direct walk
system through the neighborhood, 8.74 acres of pavement, and five total
intersections. The homes will form cul-de-sacs and have rear lot sizes that are larger
than other development designs. The development will place higher-priced homes on
the outside and lower-priced homes on the inside.
Mayor Honea stated that the design was impressive. He asked if the landscape design
shown in the presentation will change to fit Arizona. Mr. Harrison answered that it
will include more of the desert landscaping.
Mr. Reuwsaat asked if the area between the sidewalk and the street was HOA or
private property. Mr. Harrison answered that the property would be owner
maintained.
Mayor Honea stated that most of the houses appeared to have land in front and on the
side of the homes instead of the back of the house. Mr. Harrison answered that the
area from rear to rear can be 180 feet, and some can be 267 feet. Mayor Honea
clarified that he was asking about on-site recreational areas. Mr. Reuwsaat informed
Mr. Harrison of the code requirements for on-site recreation, and asked where a play
field would be in the subdivision. Mr. Harrison said that the local architect will place

them in the plans, but there is plenty of room in the design. Mr. Leung explained that
some of the cul-de-sacs in the project are very large and can have tot lots and half
basketball courts.
Mayor Honea asked if all access to the park would include crossing a street. Mr.
Harrison answered that some will have to, but most will not. Different types of parks
can be built closer to homes to reduce the crossing of streets.
Council Member McGorray stated that in this area, builders tend to wall off their
areas, and asked if walls were included in the plans. Mr. Harrison answered that he
does not try to change home buyers mindset, but he sometimes tries to get home
buyers to consider something else to give a more open feel. In the coving design, rear
and side walls are hidden from the street.
Mr. Reuwsaat asked about accessibility for fire trucks. Mr. Harrison stated that the
plan has wide enough walks for emergency vehicles instead of using the streets. Mr.
Leung stated that they had met with Northwest Fire District regarding the plan layout
and the fire department did not see problems with the access points.
Council Member Escobedo asked what Mr. Harrison's most recently completed
project was and the projects location. Mr. Harrison stated that the best project is in
Albuquerque. Council Member Escobedo asked which builders Mr. Harrison had
worked with. Mr. Harrison responded that he had worked with DR Horton, Pulte, US
Toll Brothers, & Centex.
Council Member Blake asked if all garages in this design are front facing, or if
previous designs included side or rear entry garages. Mr. Harrison answered that side
and rear-loaded garages are possible, but the architecture design is up to the builders.
Council Member McGorray asked about the square footage of a two-story home. Mr.
Harrison stated that on a 60 foot wide lot a house could be 3200 square feet.
C. ADJOURNMENT
Upon motion by Council Member Escobedo, seconded by Council Member Blake, the
Council voted unanimously to adjourn. The time was 8: 10 p.m.
