A. COUNCIL ACTION
Discussion/Presentation: New Municipal Complex: Exterior building
architecture and design standards for core area and process for selecting
a construction manager at risk (Jim DeGrood)
Mr. DeGrood began with a brief introduction of this item. A 3-ring binder,
Design Guidelines for the Town Core, and an 11x17 color booklet containing
schematic illustrations of this project were distributed.
These two handouts have been made a permanent part of this record. He
turned the presentation over to Curt Ench, Durrant Project Manager, for the
remainder of the study session.
Mr. Ench narrated a slide presentation of the proposed design concepts for
the town core. He explained that the Marana General Plan, the Northwest
Marana Area Plan, and the Marana Land Use Code had set tt~e guidelines,
goals and policies for the development of this important area. He pointed out
the five distinct districts that would comprise the town center, including the
main street, the civic center drive, the educational district, Old Barnett
drainage, and the perimeter road. He noted that the proposed design concept
included the town hall, a commercial center, an aquatic center, the existing
Ora Mae Ham District Park, various mixed use areas, a recreation center,
shared athletic facilities and soccer fields. There was also the possibility for a
new high school and community college to be constructed within the area.
He talked about the main gateway design, lighting concepts for arterial
roadways, the use of natural materials and desert landscaping, and the
positioning of public art focal points throughout the area.
The next portion of the study session concentrated primarily on the
Municipal Complex design. Mr. Ench described the placement of each
department within the complex's structure. A general discussion followed
regarding public and restricted parking areas, main entranceways and
interior courtyards, common spaces and conference room placements, and
security measures related to public access and employee safety. The
discussion also focused on exterior building design, outside event and staging
areas, pedestrian walkways, oasis and desert landscaping as well as outdoor
accent lighting, and visual barriers for loading docks and service areas.

Mr. Ench pointed out that the region's history, culture and tradition relating
to agriculture, aviation, and the railway system played an important role in
the design of the town core center. He emphasized that these factors were
embodied in strong, massive forms and images projected throughout the
municipal complex design including the diagonal lines and geometric shapes
used in the building facade. He added that natural materials such as
sandstone and zinc, multiple airy glassed-in interior spaces, and many inter-
connecting pedestrian paths, courtyards and balconies were also incorporated
into the design concept.
Following the presentation was a general discussion regarding street layouts,
upper level outside accesses in the municipal complex, exterior building
surface treatments and colors, and the Council chamber design.
Jim DeGrood addressed the Council regarding the construction process. He
reported that the guidelines for the selection of a construction manager were
mandated by State law. He gave a short explanation of the pre-qualifying
actions the Town would be initiating in the next few weeks s.uch as
performance reviews, budget adherence, and technical proposal reviews. He
noted that, although the Town Hall construction start was set for February 7,
2003, other infrastructure construction would take place prior to that date,
possibly beginning in November, 2002.
There was no further discussion and the study session ended.
