Led by Council Member Ham II. III. GENERAL ORDER OF BUSINESS A. Discussion - Improvement Districts (Roy Cuaron) Mr. Cuaron introduced Michael Cafiso, bond counsel for the Town, and Mark Reader, bond underwriter. Mr. Cafiso gave a rather lengthy description of the process necessary to form an improvement district, how they are funded and how the obligation is paid for by property owners. The process is described in the attachment to these minutes. Council Member Kai joined the dais at 5:45 p.m. and Mayor Sutton joined the dais at 6:03 p.m. Mr. Hein briefed Council on the pros and cons of establishing private improvement districts and how they differ from community facilities districts. One project the Council may wish to consider funding through an improvement district would be the Tangerine Loop Road in northern Marana. Other types of projects that would lend themselves well to an improvement district were also discussed. A general discussion followed regarding establishing improvement districts and the potential liability for the Town. IV. ADJOURNMENT Upon motion by Council Member Blake and seconded by Council Member Honea, the Council voted unanimously to adjourn the meeting at 6:40 p.m. CERTIFICATION ! hereby certify that the foregoing are the true and correct minutes of the Marana Town Council study session held on April 3, 2001.
