APPROVAL OF AGENDA
Upon motion by Council Member Blake, seconded by Council Member
Honea, the agenda was unanimously approved.
Reverend Robert Hyman spoke before the Council regarding his concerns
with the high-density development planned for areas within the rural
atmosphere of northwest Marana. He also stated his concerns about
impact fees, the infrastructure development and water issues facing the
Town's future.
Mayor Sutton thanked Reverend Hyman for voicing his concerns and for
his many years of community activism.

v. ORDER OF BUSINESS
A. Discussion - FY 2000-01 Budget Review (Roy Cuaron)
Mr. Hein began the budget discussions by stating that the Town's
overall budget had originally reflected a deficit of approximately
$238,000. After changes, that figure had been lowered to $55,000.
He pointed out some of the financial challenges facing the Town. These
included meeting the market demands for Police department staffing,
endangered species and conservation planning personnel
requirements, and funding for recreational program additions and
expansions. He announced that Ms. Howell would be working with
Mr. Lawrence to double the capacity of the Parks and Recreation
programs that would be offered in the future to the community.
The budget discussions began with the Building Services department.
Mr. Hein said that no significant changes had been made to this
budget other than an increase in the staffing capacity.
Next on the agenda was the budget for the Marana Northwest
Regional Airport. Mr. Hein said that there were no year-to-date budget
comparisons that could be made since the facility had been acquired
only last year. He noted that the projected allocations were standard.
The Planning and Zoning department budget was presented to the
Council and briefly discussed. Mr. Hein said that this department had
faced several staffing challenges and that compensation had been
made under the contract labor category. He stated that there were no
major changes in this budget.
The Water department figures were the next topic of discussion. Mr.
Hein explained that this department had a decrease in staffing needs
including consulting services. He said that these projected figures
represented a trim and reasonable budget. There were no questions.
The next budget discussed was that of the Development Services
Administration. Mr. Hein gave a short explanation of the figures that
were presented and pointed out the changes to several line items of
importance. These included the categories of transit services,
community events, and capital equipment purchases.

The budget for the Public Works department followed. Mr. Hein
commended Mr. Moghimi for his diligence in the preparation of these
figures and stated that significant reductions to this budget had been
made. He briefly described these changes which included in the street
sweeping, traffic light maintenance, contract labor, small tools and
equipment, and capital equipment purchases categories.
A brief explanation of the Court department budget was given by the
Town Manager. Line item reductions were made in several categories
including hourly wages, equipment repair, and small tools and
equipment. There were no questions.
The final budget figures that were presented to the Council were those
of the Police department. Mr. Hein pointed out the decreases as well as
the increases in the allocations and gave a short explanation of each
change. There were no questions.
At this time, Mr. Hein thanked Mr. Cuaron and the senior staff for
their hard work in the preparation of the FY 2000-2001 budget.
There was no further discussion.
VI. ADJOURNMENT
Upon motion by Council Member Blake, seconded by Council Member
Honea, adjournment of the study session was unanimously approved. The
time was 6:27 p.m.
