A momen, t of silence was observed. A special request for prayers and well wishes for Wheeler
Abbott was made by Mayor Sutton. Mr. Abbott recently suffered a brain aneurysm and is
recuperating satisfactorily.

V. APPROVAL OF AGENDA
Upon motion by Council Member Honea, seconded by Council Member Blake, the agenda was
unanimously approved.

ACCEPTANCE OF MINUTES
A. Minutes of Regular Meeting - August 15, 2000
Upon motion by Council Member Ham, seconded by Council Member Blake, the minutes for
the August 15, 2000 Regular Council meeting were approved 5/0. Mayor Sutton abstained
from the x, ote, as he was not present at the August meeting.
VII.
CALL TO THE PUBLIC/ANNOUNCEMENTS
Sharon Bronson, Chair of the Pima County Board of Supervisors, was in attendance at this
meeting to present the Town with a national award from the Department of Housing and
Urban Development (HUD). This HUD merit award, Local Best Practices, recognized the
outstanding achievements of the Marana Construction Works! Program. Chairwoman Bronson
gave special thanks to Dan Groseclose and Dick Gear for their outstanding efforts.
Mayor Sutton added that letters of appreciation and congratulations for this award had also
been received from Congressman Kolbe and Tucson Mayor Walkup.
Dan Groseclose thanked the Town's entire staff for their overall participation and cooperation
in helping to make this program successful.
Jane Howell announced that there were seven Town of Marana graduates from the most
recent session of the Arizona Government Training System's (AGTS) Supervisors Academy.
She reported that collaboration between the Town and Pima County had resulted in the
establishment of a local classroom at the Northwest Fire Training Center. Previously, the
Town's employees traveled to Mesa, Arizona to receive this training. The semester session of
supervisory training was attended by Town employees as well as employees from the Pima
County Wastewater department. Ms. Howell stated that the majority of the Town's
supervisors and department heads had received certificates of training from this course.
Mr. Hein commended Ms. Howell for her own job dedication and added that he felt this
training program was exemplary and well worth the Town's participation.
John Malloy, candidate for Justice of the Peace, introduced himself to the Council and
audience. He gave a brief history of his community involvement and asked for support in his
upcoming election effort.

David Morales, resident, spoke before the Council regarding the Marana sign code. He stated
that the regulations were too restrictive and suggested that they be revised to match the Pima
County sign code.
Mr. Morales also spoke about obtaining public recognition of the men and women who had
worked in the Marana Volunteer Fire Department, which is no longer in existence. Due to the
lack of funding, this volunteer department closed in the mid-1990s. He asked that a plaque or
monument honoring these volunteers be placed within the Marana Park and that the park's
entrance street be named in commemoration of their brave deeds.

Resolution No. 2000-102 Continental Commerce Park: Request for approval of a 45-1ot
industrial subdivision final plat on 5.45 acres located within the Continental Ranch
Specific Plan and more specifically east of Hartman Lane, at the terminus of Business
Center Drive in a portion of the northwest 1/4 of Section 36, Township 12 South,

8. Proclamation - proclaiming September 2000 as Prostate Cancer Awareness Month in
the Town of Marana (Mayor Sutton)
Upon motion by Council Member Honea, seconded by Council Member Blake, the
Consent agenda was unanimously approved.
B. COUNCIL ACTION
1. Resolution No. 2000-99 - TRICO Electric Cooperative Height Variance: THE
COUNCIL WILL BE SITTING AS THE BOARD OF ADJUSTMENT FOR THIS
ITEM. Request from TRICO Electric Cooperative to build and operate their utility
facilities on a 40-acre site located north of Tangerine Road approximately $/4 of a mile
east of Interstate 10. This request is to obtain a variance to allow an increase in
building height from the maximum allowable of 30-feet, per Section 05.10.01.H.3 of
the Land Development Code, to a maximum height of 47-feet. Case Number VAR-
0058. The applicant is TRICO Electric being represented by Erickson, Leader,
Martinez Architects, Inc., 235 W. Giaconda Way, Suite 217, Tucson, AZ 85704 (Joel
Shapiro)
Mr. DeGrood briefly explained this item and stated that TRICO had recently received a
conditional use permit on this AG-zoned property. He said that staff found this office
administration building to be ancillary to the primary use of the property. He added
that there was no objection to the variance approval subject to conformance with the
building elevations proposed and that the development of the project begins within 12
months of the variance approval.
Sergio Martinez, project architect, provided illustrations of the proposed structure and
gave a brief presentation before the Council regarding this variance request. He said
that the proposed buildings were primarily a combination of masonry and stucco with a
large glass window wall. He added that the two-story structure would take full
advantage of the spectacular view of the Tortolita Mountains.

Upon motion by Council Member Harn, seconded by Council Member Kai, Resolution
No. 2000-99 was unanimously approved.
Public Hearing Ordinance No. 2000.16 - Silverbell Centre Rezone: consideration of
approval for a request to rezone approximately 76.74 acres from Zone "A: (Small Lot
Zone) to 27.12 acres of "VC' (Village Commercial) and 49.62 acres "LI' (Light
Industrial) of land located at the northeast corner of Ina and Silverbell Roads, in the
southern 1/2 of Section 35, T12S, R12E. Assessor's Parcel Number 226-27-009J, 226-32-
010B, 226-27-009H and 226-32-011J. The applicant is Fairfax Management represented
by The Planning Center, 110 S. Church St., Suite 1260, Tucson, AZ 85701 (Joel
Shapiro)
Upon motion by Council Member Ziegler, seconded by Council Member Honea, it was
unanimously approved to go into public hearing.
There was a brief discussion regarding this request and the consensus was for approval.
Upon motion by Council Member Ham, seconded by Council Member Ziegler, it was
unanimously approved to come out of public hearing.
Upon motion by Council Member Ziegler, seconded by Council Member Honea,
Ordinance 2000.16 was unanimously approved.
Mayor Sutton briefly recessed the Council meeting at 7:42 p.m. and reconvened the
meeting at 7:50 p.m. All Council members were present on the dais.
3. Update by LP&G on the community survey results regarding the proposed vision
statement (Mike Hein)
Ms. Colleen Cutshaw, representing LP&G Marketing and Public Relations, gave a brief
presentation to the Council and said that the results of a recent survey about the
proposed vision statement were generally positive. A copy of these survey results has
been made a permanent part of this record. She recommended moving forward with
the vision statement as it stands, "Committed to the future...Inspired by our past".

ADJOURNMENT
Upon motion by Council Member Blake, seconded by Council Member Ziegler, adjournment
was unanimously approved. The time was 8:06 p.m.
