Upon motion by Council Member Blake, seconded by Council Member Ham, the agenda was
unanimously approved.

Upon motion by Council Member Ham, seconded by Council Member Blake, the minutes for
both of the aforementioned meetings were approved 5/0. Council Member Ziegler abstained,
as she was not present at either meeting held on September 19, 2000.

CALL TO THE PUBLIC/ANNOUNCEMENTS
Barney Brenner spoke before the Council regarding his District 3 candidacy for a seat on the
Pima County Board of Supervisors. This district includes the Town of Marana.

There were no questions regarding the staff reports.

GENERAL ORDER OF BUSINESS
A. CONSENT AGENDA
There were no items on this meeting's Consent Agenda
B. COUNCIL ACTION
Public Hearing on the Palkowitsh Annexation - Consideration of the Town of
Marana's desire to annex approximately 41 acres adjacent to the Central Arizona
Project canal in Section 31, Township 11 South, Range 12 ~ast. No action will be
taken at this hearing (Dick Gear)
Mike Reuwsaat explained that this item was regarding a triangular parcel located
within the Town's ultimate boundary designation and was a single parcel annexation in
response to a request by the property owner.
Upon motion by Council Member Blake, seconded by Council Member Honea, it was
approved to go into public hearing.
There were no questions or objections from the audience regarding this property.
Upon motion by Council Member Harn, seconded by Council Member Blake, it was
approved to come out of public hearing.
There were no questions from the Council regarding this item.

Discussion/Action: Reconsideration of the request for a variance to the Board of
Adjustment and the Council action taken August 15, 2000 regarding Ordinance No.
2000.15 - Woehlck Tangerine Hills Specific Plan Amendment and R-144 Rezone (Dan
Hochuli)
Upon motion by Council Member Ziegler, seconded by Council Member Kai,
reconsideration of the request for variance to the Board of Adjustment and the Council
action taken August 15, 2000 regarding Ordinance No. 2000.15 was unanimously
approved.
Public Hearing Ordinance No. 2000.15 - Woehlck Tangerine Hill~ Specific Plau
Amendment and R-144 Rezone - Consideration of approval for a request to remove
the Woehlck's approximately 8.30 acres from the Tangerine Hills Specific Plan and be
zoned R-144 (Single-family residential, minimum lot size 144,000 sq. ft.). The subject
property is located southeast of the intersection of Tangerine Road and Dove
Mountain Boulevard on Angel Drive within a portion of Section 1, Township 12
South, Range 12 East. Assessor's Parcel Numbers 216-02-006A and 216-02-006B. The
applicants are Gerald and Jay Woehlck, 7542 N. Old Father, Tucson, AZ 85741 (Joel
Shapiro)
Upon motion by Council Member Blake, seconded by Council Member Honea, it was
unanimously approved to go into public hearing.
Gerald Woehlck, the applicant, spoke before the Council and thanked them for
reconsidering this matter. He informed them that the horses had been removed from his
property in order to avoid zoning violations.
Upon motion by Council Member Honea, seconded by Council Member Ham, it was
unanimously approved to come out of public hearing.
There was no further discussion of this item.
Upon motion by Council Member Ziegler, seconded by Council Member Blake,
Ordinance No. 2000.15 with a change was unanimously approved. This change was the
elimination of all zoning conditions from the ordinance.

4. Resolution No. 2000-91 ~ Woehlck Horse Variance: The Council will be sitting as the
Board of Adjustment for this item. Request by Gerald and Jay Woehlck for approval
of a Variance from Section 05.10.02.D. # of the Marana Land Development Code to
reduce the minimum setback for horse corrals from 200' to 50' for the northern
boundary only of their property located at 5050 W. Angel Drive, southeast of the
corner of Dove mountain Boulevard and Tangerine Road within a portion of Section
1, Township 12 South, Range 12 East. Assessor's Parcel Number: 216-02-006B. The
applicants are Gerald and Jay Woehlck, 7542 N. Old Father, Tucson, AZ 85741.
Mr. Reuwsaat stated that the approval of this resolution did not allow horses back onto
the property but did allow the variation of the corral setbacks. He said that, after the
house was built and accessory uses were accepted, horses would be allowed.
Dorothy Sharnetsky, resident, spoke before the Council regarding her objections to
horses or corrals being allowed on the Woehick property before a single family
residence had been constructed and occupied. She said that she had no objections to the
request for removal of the property from the Tangerine Hills Specific Plan or to the
rezoning of the parcels to the R-144 designation. A letter written by Ms. Sharnetsky has
been made a permanent part of this record.
Gerald Woehlck, applicant, said that the horses were moved to a property just north of
his property which he believed to be grandfathered in as horse property.
Dorothy Taylor, resident, stated that the property north of the Woehick property was
not grandfathered in as horse property and she had never seen any livestock on this
property in over 30 years of living adjacent to it. She remarked that she had no
objections to having the two parcels in question removed from the Specific Plan and
being rezoned to R-144 but that she did have an objection to the approval of the horse
variance request. She added that there should be a time limit set for the beginning of
construction of the residence and that the corrals needed to be removed until the home
was completed and occupied. A letter written by Ms. Taylor has been made a
permanent part of this record.
Council Member Ziegler said that the approval of Ordinance No. 2000.15, just prior to
the hearing of this item, had been a Council action in response to specific requests by
the Taylors, Sharnetskys, and the Woehicks. She remarked that the approval of
Resolution No. 2000-91 did not mean that the Woehlck's could have horses on their
property at this time. She said that the horses would be allowed back onto the property
only after the Town Code requirements for the R-144 designation had been fulfilled and
the Woehlcks had obtained a certificate of occupancy for their home.

Mayor Sutton clarified that this resolution was approving a reduction in the minimum
setback for corrals from 200' to 50' for only the northern side of the Woehlck property.
Upon motion by Council Member Honea, seconded by Council Member Kai, Resolution
No. 2000-91 was unanimously approved.
5. Purchase of 1000 Acre Feet of Incentive Recharge Central Arizona Project Water for
the Year 2001 (Brad DeSpain)
Mr. Reuwsaat briefly explained this item and said that it was a good arrangement for
Marana. He said that this water was being offered to the Town at a third of the cost and
would be banked for future uses. He recommended the approval of this purchase.
Upon motion by Council Member Harn, seconded by Council Member Kai, the
authority to purchase 1000-acre feet of incentive recharge CAP water for the year 2001
was unanimously approved.
C. Mayor and Council's Report
Council Member Harn commended Jocelyn Entz, Diane Mangialardi, and Sandy
Groseclose for all of the hard work each had put into the planning of an upcoming
memorial service for 19 Marines killed in the Osprey Helicopter crash last spring. This
service will be held on October 6, 2000 at the Marana Northwest Regional Airport and will
host the families of these Marines as well as many Marana residents, military personnel,
local dignitaries and other government representatives.
Council Member Ham also reported that it had been a pleasure to work with Mr. Reuwsaat
since he was hired as the Assistant Town Manager and that he had already proven to be a
great help to her on several projects.
D. Manager's Report
Mr. Reuwsaat reminded everyone that the Memorial Service would begin at 9:00 a.m. on
Friday at the Red Baron hangar and that this ceremony would give the Council an
opportunity to meet with the families and the military representatives. He said that the
formal ceremony would begin at 10:00 a.m. and between 200-300 guests were expected.
Council Member Ham asked that everyone be punctual so as not to interrupt the official
ceremonies.

Mr. Reuwsaat commented that he had developed a much greater appreciation for the
Town Manager and the responsibilities of that position since taking over while Mr. Hein
was on vacation.
XI. ADJOURNMENT
Upon motion by Council Member Blake, seconded by Council Member Kai, adjournment was
unanimously approved. The time was 7:48 p.m.
