APPROVAL OF AGENDA
Upon motion by Council Member Honea, seconded by Council Member Kai, the agenda was
unanimously approved.

ACCEPTANCE OF MINUTES
Minutes of Regular Meeting - November 21, 2000
Upon motion by Council Member Blake, seconded by Council Member Honea, the minutes for
November 21, 2000 were unanimously approved.
VII.
CALL TO THE PUBLIC/ANNOUNCEMENTS
Chief Smith introduced new Marana Police Department employees to the Council. They
included Officers Art Ross, John DeStefano, A1 Hutchinson, and Wende Rossen.
Paula Meade, representing Pulte Homes, spoke before the Council regarding an annual fund-
raising golf tournament for their contractors and suppliers held in conjunction with the "Visit
from Saint Nicholas" program. This program is through the Volunteer Center of Tucson. She
reported that this year's event was extremely successful and had raised enough money to
enable Pulte to place backpacks filled with goodies and books at every Roadrunner
Elementary student's desk. She continued by stating that a surprise visit from St. Nick was
planned for Wednesday, December 6, 2000 at 9:15 a.m. and that he would be arriving at the
school by helicopter. Ms. Meade also extended an invitation to the Council and general public.
Council Member Ham was honored in November 2000 by the Wal-Mart Corporation and the
National Center for Small Communities (NCSC) as a recipient of a national Outstanding
Leadership in a Small Community award. The NCSC is a non-profit organization devoted to
serving the leaders of smaller communities. This prestigious award was also accompanied by a
$5,000 check. At tonight's meeting, Council Member Ham presented three local programs with
equal gifts from this national award. These programs included the Marana Unified School
District's (M.U.S.D.) Teenage Parent Program (T.A.P.P.), a holiday gift certificate distribution
to families participating in the M.U.S.D. Migrant Program, and a UA Presents field trip
program benefiting Coyote Trail Elementary students.

Council Member Blake commented on the holiday decorations that have been placed
throughout Marana. He said that he has received a multitude of compliments from residents
about their appreciation of these decorations. Mayor Sutton added that he had also received
numerous positive comments and thanks from the community.

A. CONSENT AGENDA
Resolution No. 2000-127: Releasing of the Substitute Assurance Agreement for
Villages at Dove Mountain, Trust No. T-1293, for Lots 45 thru 113 and Acceptance of
Public Improvements for Maintenance (Farhad Moghimi)
Resolution No. 2000-128: Consideration of recommendation to State Liquor Board for
a No. 12 (restaurant) liquor license to Willy Chun Louie on behalf of China House
(Jocelyn Entz)
Resolution No. 2000-130: An application for a Final Plat review and approval of a 72-
lot single family detached home subdivision located at the northwest comer of
Coachline Boulevard and Twin Peaks Road in the Continental Ranch Specific Plan
area, within a portion of Section 21, Township 12 South, Range 12 East, Continental
Ranch Parcel No. 29 (Joel Shapiro)
4. Resolution No. 2000-132: Request by Tortolita Golf Club, L.L.C. to name the existing
private street within The Gallery Golf Club to "Gallery Place" (Farhad Moghimi).
Resolution No. 2000-133: Authorizing the Town of Marana to enter into an
Intergovernmental Agreement (IGA) with Pima County involving the
interjurisdictional maintenance of specified sections of highway (Farhad Moghimi)
Resolution No. 2000-134: Releasing the Assurance Agreement for Continental Ranch
Sunflower Phase IV, Trust No. 4742, for Lots 458-556 and Common Areas O-O
through U-U and Acceptance of Public Improvements for Maintenance (Farhad
Moghimi)
Resolution No. 2000-135: Releasing the Assurance Agreement for Continental Ranch
Sunflower Phase III, Trust No. 4742, for Lots 276-457 and Common Areas X through Z
and A-A through N-N and Acceptance of Public Improvements for Maintenance
(Farhad Moghimi)
Resolution No. 2000-136: Request for a Special Event Liquor License - Request by
Wayne Rutschman, on behalf of the Tucson Conquistadors for the issuance of a
special event liquor license (Jocelyn Entz)
Upon motion by Council Member Honea, seconded by Council Member Blake, the consent
agenda was unanimously approved.
B. COUNCIL ACTION
Discussion of process and priorities for 2001 Community Development Block Grant
(CDBG) funding (Dan Groseclose)
Mike Reuwsaat gave a brief synopsis of the Community Development Block Grant
(CDBG) program status. He remarked that public notice had been made on November
20, 2000 by Dan Groseclose, Community Development Specialist, alerting the public of
tonight's discussion and opportunity for community input on the upcoming CDBG
funding cycle. He said that project proposals were due to Mr. Groseclose by December
18, 2000 and would be presented for ranking and approval by the Council on January 2,
2001. He remarked that several Town projects had been submitted but that no proposals
from the public had been received as yet. He commented that he did expect various
projects to be submitted as the deadline neared and urged all interested parties to
submit these proposals soon for consideration by the Council.
C. Mayor and Council's Report
Council Member Harn reported her attendance at the Christmas Tree Lighting ceremonies
held on December 2, 2000 at the Marana Park. She said that each year this event gets better
and that Mike Brummet had done a wonderful job preparing the Park for the official
lighting of the tree by Mayor Sutton.
Mayor Sutton also commended Mr. Brummet for a job well done and said that it was
indeed a festive ceremony that has continued to grow each year.

Upon motion by Council Member Blake, seconded by Council Member Honea, adjournment
was unanimously approved. The time was 7:20 p.m.
