APPROVAL OF AGENDA
A motion was made by Council Member Mike Reuwsaat that Item I of the Consent
Agenda be taken first. The motion was seconded by Vice Mayor Bobby Sutton. The
motion carried 6/0.

Minutes of Budget Meeting - March 30, 1999
Minutes of Study Session - April 6, 1999
Minutes of Regular Council Meeting - April 6, 1999
A motion was made by Council Member Ed Honea, seconded by Council Member
Mike Reuwsaat, to accept the Minutes of the Budget Meeting for March 30, 1999, the
Minutes of the Study Session held on April 6, 1999, and the Minutes of the Regular
Council Meeting held on April 6. Motion carried 5/0. Council Member Herb Kai
abstained, as he was not present at the April 6, 1999 session.
CALL TO THE PUBLIC/ANNOUNCEMENTS
Mayor Ora Mae Ham presented Leilani Schisler with a $100 check from the Town to
help Estes Elementary School 4th grade students fund a Grand Canyon field trip in
May. Mrs. Schisler spoke before the Council at the April 6, 1999, meeting and had
asked for community support to raise the necessary $1,500 for the students.
Approximately $800 of the required total had been raised. Mayor Ham also
congratulated Mrs. Schisler on her community spirit and generosity over the years in
volunteering her time and efforts to worthy causes such as this field trip for Marana
youth.

Vice Mayor Bobby Sutton voiced his concern and sympathy for the community of
Littleton, CO, where two students had killed 13 fellow students and a teacher at
Columbine High School earlier in the day. Vice Mayor Sutton expressed his pride in
being associated with a thriving, close-knit community such as Marana and noted that
the Town was presently experiencing some of the best times in its history. He also
added that the citizens of Marana should keep the community atmosphere and try to
know when their neighbors had problems. He concluded by requesting the Council
and citizens to send their prayers and thoughts to the Littleton community for support.
Mayor Ora Mae Ham announced that the groundbreaking ceremonies for the Marana
Health Clinic were scheduled for April 28, 1999 at 10:00 A.M. and urged all to attend.
Mayor Ham stated that the Marana Health Clinic had been serving the community
since 1957; possibly it the oldest community health care facility in the western United
States. This is the first addition to the clinic since 1977.
Mayor Ora Mae Ham asked the Marana Police Department Explorer Post #77 to come
before the Council to congratulate them on their recent trophy winnings in the
California Highway Patrol 1999 Colorado River Explorer Competition. The nine
members of the troop who competed in California included Jed Berry, Dawn
O'Connell, Jeremy Reynolds, Jason McCoy, Brian Hanks, Kristy Hanks, Daniel Neal,
Shane Clark and Chad Long. These Explorers won first place in the Bomb Threat &
Search event, first place in the Marijuana Field Raid event and the competition's Spirit
Award for displaying the most enthusiasm and teamwork while in Needles, California.
There were no other public announcements. Calls to the public were closed.

Mayor Ham inquired if there were any questions concerning the Staff Reports. There
were none.

Request for Approval of a 99-1ot single family detached home subdivision

Township 12 South, Range 12 East. Property owner/applicant is Del Webb's
Home Construction, Inc., 9155 N. Coachline Blvd., Marana, AZ 85743 (Joel

Mayor Ora Mae Ham called Lt. Dale Bradshaw before the Council once again
and read a Proclamation declaring the week of April 19, 1999 through April 23,
1999, to be Dale Bradshaw Week in honor of Lieutenant Bradshaw's 20 years of
service to the Town of Marana. Jane Johnson, Human Resources Director,
presented Lt. Bradshaw with flowers and assisted the Mayor in presenting him
with a Marana Cotton Letter plaque, the flamed proclamation, and a photograph
of him that would hang in the entrance of the Town Hall beside the Council
Members photos. In addition, there was a beautiful sheet cake for the occasion.
Mayor Ham commended Lt. Bradshaw for his 20 years of valuable services that
were outside the scope of his professional responsibility as a Marana Police
Officer. Lt. Bradshaw has volunteered his time over the years for the Founders'
Day festivities, Family Fun Day and Fireworks Show and as an advisor to the
Marana Police Explorer Troop #77.
Mayor Ora Mae Ham called for a short recess to cut the cake and allow the audience
the opportunity to congratulate Lt. Dale Bradshaw. The Council meeting recessed at
7:25 p.m.
The Council Meeting was called back to order by Mayor Ora Mae Ham at 7:35 p.m. A
motion was made by Vice Mayor Bobby Sutton, seconded by Council Member Ed
Honea, to accept the remainder of the consent agenda as written. The motion passed
unanimously 6/0.
GENERAL ORDER OF BUSINESS
D. Northwest Fire District - Annexation update (Mike Duncan)
Mike Duncan, a Northwest Fire District representative, gave a brief background
and status report on the annexation process to bring northern Marana into the fire
district under the terms of the Intergovernmental Agreement between the Town and
Northwest Fire District dated June 2, 1998. He informed the Council of a public
hearing being held on April 28, 1999, in the multi-purpose room at Estes Elementary
School concerning the Marana residential annexation and presented the Council
with a map of approximately twenty square miles that the annexation area
encompasses.
Council Member Mike Reuwsaat raised a few concerns held by the affected
residents. One of the concerns was how the fire protection service fees are applied
when there is agricultural property with structures. He asked the Town Manager's
office to write a letter to these residents explaining how the annexation process
worked, how the annexation would affect them, and about subscription services in

the future. Mr. Duncan assured the Mayor and Council that their service
boundaries would match Marana's boundaries and that fees would be applied only
for the structures requiring fire protection service. He added that he would continue
to keep the Town updated on the progress of the fire district's service and the
extension of public safety. The discussion was closed.
The Town of Marana "Family Fun Day and Fireworks Show" -Council selection
and direction on the location of the 1999 4th of July event (Sandy Groseclose).
Mike Hein, Town Manager, spoke briefly about the Fourth of July festivities and
then introduced Mr. Stan Hilkemeyer, President of Sportsparks of America. Mr.
Hilkemeyer thanked Marana for the past support and utilization of his facility. He
further stated that his organization was available for the Town for the upcoming
Fourth of July fireworks display but that it was becoming increasingly harder for
Sportspark to put on this event due to the growing size of the crowds.
A motion was made by Council Member Ed Honea, seconded by Council Member
Roxanne Ziegler, to relocate the Family Fun Day and Fireworks Show to the Avra
Valley Airport. The motion was approved unanimously. 6/0.
At this time, Council Member Mike Reuwsaat requested that the Council officially
go on record to thank Sportspark for their outstanding past support of this
community event and to assure them that Marana would be utilizing their facility
for other events in the future. Mayor Ora Mae Ham thanked Mr. Hilkemeyer and
passed on assurances that the Town would continue to have a business relationship
with his organization.
Discussion/Direction - Selection of date for swearing-in ceremonies for newly
elected Council Members (Mayor and Council).
Mike Hein, Town Manager, presented an update to the Council on the plans for the
upcoming swearing-in ceremonies for the newly elected Mayor and Council
Members. He also added that there was a need to modify the Town Code to agree
with Council's decisions. A general discussion followed concerning the setting of
the inauguration date to comply with Town Code and Arizona State law. There was
a consensus by the Council to hold the festivities on May 25, 1999, at Heritage
Highlands Country Club. It was also decided that the MPD Explorers Color Guard
be added to the ceremony.
A motion was made by Council Member Mike Reuwsaat, seconded by Vice Mayor
Bobby Sutton, to proceed with plans to hold the inauguration ceremony on May 25,
1999, at the Heritage Highlands Country Club.

Mike Hein, Town Manager, stated his desire to have Sandy Groseclose,
Community Events and Programs Manager, work closely with the Mayor and the
Vice Mayor to set up the invitation list and arrangements for the ceremonies.
The motion was approved 6/0.
G. Public Hearing on Annexation - Consideration of the Town of Marana's desire to
annex approximately 228 acres in Section 1, Township 12 South, Range 12 East.
The annexation of the constituent parcels will eliminate a Pima County island
completely surrounded by the Town of Marana. No action will be taken at this
hearing.
Mayor Ora Mae Ham declared the meeting to be in public session.
Mike Hein, Town Manager, spoke briefly about the proposed annexation area and
the progress with the notification of the property owners. Council Member Mike
Reuwsaat asked that Mr. Hein address the zoning translation for these property
owners. Mike Hein stated that, when property is annexed into another jurisdiction,
Arizona State Law requires that the zoning be translated to most like zoning. Giving
an example, Mr. Hein stated that this law ensured that horse property could not be
turned into lower density property usage. He concluded by stating that zoning was
not an issue and that his staff would provide the property owners with a letter
stating this protection.
A general discussion followed concerning police and fire protection, infrastructure
issues, well water rights and providing the property owners a voice within their
community. Several from the audience spoke before the Council concerning these
issues.
Mr. Peter Mann, resident and property owner, spoke before the Council
concerning his questions about well water rights.
Mr. Steven J. Wyly, resident and property owner, spoke before the Council to
express his support for this annexation.
Mr. Billy Schisler, former Marana Mayor, spoke before the Council to show his
support for this annexation.
Council Member Roxanne Ziegler stated that she and the other Council Members
were always available to listen to the concerns of property owners and residents of
the Marana community.

Mayor Ora Mae Ham called for any other public comments. There were none and
she declared Council to be out of public session.

Request to commence the annexation of approximately 160 acres in Section 7r
Township 12 Southf Range 12 East. This annexation will bring into the Town
some propertyf which can host future economic development along the Avra
Valley Road corridor.
Mike Hein, Town Manager, briefly spoke about the annexation process of the
designated property and the excellent future economic development potential of the
Avra Valley Road corridor. He stated that the property owner who was in favor of
this annexation had approached his office.
Council Member Herb Kal brought the fact before the Council that this property is
within the floodplain area and will not be affected by the Santa Cruz River bank
protection from the northeast.
Councilman Mike Reuwsaat made a motion, seconded by Councilman Herb Kai,
to begin the annexation process of the designated property located in Section 26,
Township 11 South, Range 12 East. The motion was approved 6/0.
Request to commence the annexation of approximately 525 acres in Section 26,
Township 11 Southf Range 12 East. This annexation will remove much of the
irregular Town boundary_ west of the Dove Mountain area.
Mike Hein, Town Manager, briefly stated the progress with this annexation
process. Council Member Ed Honea asked why the remaining portion of Section 23
was not included in this annexation. Mr. Hein stated that he did not know the
reasoning at that time but would get back to the Councilman with the answer and
asked for the Council to approve the request with amendments at this time.
A motion was made by Council Member Ed Honea, seconded by Council Member
Mike Reuwsaat, to approve the request with the amendment to include the residual
portion of Section 23 not already included in the annexation. Motion passed 6/0.
J. State Legislative Issues - Discussion/Direction/Action regarding all pending bills
before the Legislature.
Mike Hein, Town Manager, stated that the Arizona State Legislature had
completed their budget and that the state shared revenues had been cut from 15.8%
to 15%.

K. Executive Session
A motion was made by Vice Mayor Bobby Sutton, seconded by Council Member
Ed Honea, to go into Executive Session. The motion passed 6/0. The time was 8:25
p.m.
Mayor Ora Mae Ham called the Council meeting back into order after Executive
Session. The time was 8:55 p.m.
L. Consideration and action regarding compensation for Town Manager (Mayor
Mayor Ora Mae Ham stated that Council had decided to continue this item until
the next Council meeting on May 4, 1999 in order to do a written and more precise
evaluation of the Town Manager.
There was no further discussion.
M. Mayor and Council's Report
Vice Mayor Bobby Sutton reported that, in the capacity as a GTEC Board member,
he recently had the honor to meet with the Deputy Chief of Mission from the
People's Republic of China, Minister Liu Xiaoming, and found a common bond with
the Minister regarding water conservation issues. Vice Mayor Sutton further
explained that he was arranging for Brad DeSpain, Utilities Director, to be
introduced to the Chinese representative to discuss water infrastructure and other
water-related topics.
Vice Mayor Sutton added that he had attended the Cortaro Road Design Concept
Committee meeting and it was decided that the Marana Town Council will make
the final decision of the design options. He requested an agenda item for this action
on the next Council meeting agenda and concluded his report with stating the focus
of the GTEC mission regarding the Avra Valley Airport and GTEC funding.
Council Member Roxanne Ziegler announced her new position as Contracts
Director with Molecular Technology, Inc. and stated that she would be working in
the Marana Town Hall while on vacation next week before starting her new job.
Mayor Ora Mae Ham reported that she had met former President George Bush at a
fundraiser for Senator Jon Kyl.

N. Manager's Report
Mike Hein, Town Manager, reported that he had attended the Arizona Aviation
Hall of Fame Inductee ceremony and experienced the rich aviation history of the
Marana area. Mr. Hein reported that he had many individuals approach him at the
ceremony to state their enthusiasm about the impending transfer of the Avra Valley
Airport.

There was one future agenda item concerning the Cortaro Road Design Concept.
ADJOURNMENT
A motion was made by Vice Mayor Bobby Sutton, seconded by Council Member Ed
Honea, to adjourn the Council meeting. Motion carried 6/0. Time 9:06 p.m.
