INA ROAD WPCF RECLAIMED WATER DISTRIBUTION SYSTEM
FEASIBILITY STUDY - PIMA COUNTY
Chuck Huckleberry, Pima County Administrator stated the discussion talks about options
available to deliver reclaimed water or effluent for users in the northwest side of Tucson
and to substitute effluent use for present groundwater utilization for mostly turf irrigation.
He stated they are currently involved in litigation with the City of Tucson over this
matter. He referred to the IGA between City of Tucson and Pima County giving the city
the rights to the effluent, however, he stated there are 28,000 acre feet being discharged
into the Santa Cruz River for which there was a possible beneficial use other than simply
discharge. Based on that information the county commissioned a study with the
engineering firm of Malcolm Pimie to determine if there was any economic feasibility to
actually purchase that effluent from the Secretary of Interior to compensate the Indian
nations for Indian water rights settlement, and then at the same time, repay the capital
costs of infrastructure and distribution systems necessary, and to provide this reclaimed
water for turf irrigation within water service areas and users in the northwest.

Mr. Huckleberry stated that the result is that'it appears to be feasible and economically
viable to construct a separate reclaimed water distribution system, originating at the Ina
Road Treatment Facility to serve the Towns of Oro Valley and Marana and those users in
the Metro Domestic Water Improvement District. He pointed out the county's role is one
of a facilitator and they would like to see less effluent discharged in the Santa Cruz River
and more effluent put into beneficial use and turf irrigation substituting for groundwater
use. He stated this is the first step in that direction. He stated it will require more
intensive economic analysis with respect to what pieces get built first, who pays and who
contracts for the delivery. How to negotiate a reasonable price of SAWRSA effluent
available from the Indian nation through the Secretary of Interior.
Mr. Huckleberry expressed his appreciation for the jurisdiction's support and he hopes to
build on the relationship and talk about moving this project towards implementation. He
pointed out that this project will require a lot of action besides Pima County. He stated
that Pima County will only use up to 10% of the effluent available to irrigate county
parks. --
Pima County Wastewater Director George Brinsko introduced Steve Davis, Senior
Associate and Project Manager with Malcolm Pimie and Glen Oger, Senior Project
Scientist and Deputy Project Manager who then reviewed the draft reclaimed water
distribution system report.
Mr. Davis stated his firm was hired in November 1998 to develop an Economic
Feasibility Assessment of a northwest service area reclaimed delivery system that would
emanate from the Ina Road Wastewater Treatment Plant. Mr. Davis and Mr. Oger
reviewed the Ina Road WPCF Reclaimed Water Distribution System Feasibility Study
(draft dated April 1999).
The six major project tasks included:
o
Preliminary investigation and collection of data.
Pipeline route study
Evaluation of surface and sub-surface storage requirements for reclaimed water
and effluent.
Evaluation of treatment to achieve different end user water quality requirements
(both for open access landscaped irrigation, such as parks, golf courses and
recharge).
Development of conceptual designs for different facilities to meet the projected
demand.
Optimization study that will look at ways to reduce the cost and optimize the sizes
of the systems.
The study area includes the Towns of Marana and Oro Valley, Metro Domestic Water
Improvement District and Flowing Wells Irrigation Districts. Mr. Davis showed the
location of the 3 different corridors along the Canada Del Oro.

Mr. Brinsko stated no direction is required at this time from the jurisdictions in the
northwest area. He stated updated reports will be given periodically. The final report
will be completed as soon as possible, but no date for completion has been anticipated at
this time.
