MARANA TOWN COUNCIL AUGUST 3, 1999 V. APPROVAL OF AGENDA Upon motion by Vice Mayor Reuwsaat, and seconded by Council Member Honea, the agenda was approved with changes 6/0. The changes included Item IX. 3. being moved to Item X. General Order of Business and Item X. A. being continued indefinitely. VI. ACCEPTANCE OF MINUTES Minutes of Regular Council Meeting - July 20, 1999 Upon motion made by Council Member Harn and seconded by Council Member Blake, the minutes of the July 20, 1999 Regular Council meeting were approved 6/0. VII. VIII. CALL TO THE PUBLIC/ANNOUNCEMENTS Brad DeSpain, Utilities Director, introduced a new employee in the Water Department, Donald Waterman. Mr. Waterman is a Utilities Maintenance Helper. Jim DeGrood, Town Engineer, introduced five new Public Works employees including Josh Goodman, Cookie Gallegos, Mike Pargas, and Keith Francis, all of which are Maintenance Helpers. Mr. DeGrood also introduced Brian Lizotte, a Mechanics' Helper. Jane Johnson, Human Resources Director, introduced the new Human Resources Analyst, Jennifer Nehring. Jocelyn Entz, Town Clerk, introduced the new Office Support Assistant, Sandy Kondo. STAFF REPORTS IXe There were no staff reports. CONSENT 1. Resolution No. 99-83: Intergovernmental Agreement (IGA) to provide for the exchange of services, plans review and inspections between the Town of Marana, the Town of Oro Valley, the City of Tucson, and Pima County 0oel Svoboda) 2. Resolution No. 99-86: Prohibiting on-street parking on Cracker Barrel Drive and Hospitality Drive within Continental Ranch Business Park (Jim_ DeGrood) 4. Resolution No. 9%88: Request by Cottonwood Properties to change the platted street names for two streets in the Villages at Dove Mountain (Jim DeGrood) · MINUTES OF.'REGULAR COUNCIL MEETING. MARANA TOWN.COUNcIL. AuGuST..~, 1999 5. Resolution No. 99-89: Appointment of Board Members to the Marana Public Safety Personnel Retirement System Board (Dave Smith) 6. Resolution No. 99-90: A resubdivision of Continental Ranch Parcels 36-38 & 40, Phase III: Request for approval of a 107-lot single family detached home subdivision Final Plat on 34.45 acres located in a portion of the South 1/2 of Section 16 and the North 1/2 of Section 21, Township 12 South, Range 12 East. Property Owner/Developer is Pulte Home Corporation, 7493 N. Oracle Road, Suite 115, Tucson, AZ 85704 0oel Shapiro) 7. Resolution No. 99-92: Amending the Intergovernmental Agreement (IGA) between the Town of Marana and Pima county regarding the preparation of a 208 Areawide Water Quality Planning Study (Mike Hein) Upon motion by Council Member Ed Honea, seconded by Vice Mayor Reuwsaat, the con. sent agenda with the exclusion of Item IX. 3. was approved 6/0. X. GENERAL ORDER OF BUSINESS 3. Resolution No. 99-87 and Ordinance No. 99.21: Declaring as a public record and adopting amendments to the Marana Town Code Chapter 12, Traffic, for the reduction of regulatory speed limit on Silverbell Road 0im DeGrood) Mike Hein introduced Jim DeGrood, Town Engineer, who spoke briefly regarding the request to lower the speed limit on Silverbell Road. This request included the area approximately 500 feet south of where Twin Peaks Road heads east from Silverbell Road to the Pima County line where Silverbell Road turns to Twin Peaks and goes over Rattlesnake Pass. Upon motion by Vice Mayor Reuwsaat and seconded by Council Member Honea, the Council approved the reduction of the regulatory speed limit for the traffic in Continental Ranch traveling northerly on Silverbell Road from 45 mph to 35 mph at a point beginning 500 feet south of Twin Peaks Road and extending through the intersection of $ilverbell and Twin Peaks Roads north to the Town limits immediately following the intersection. Resolution No. 99-85: Continental Ranch Sunflower Phase I (Continental Ranch Active Adult Community) Release of Substitute Assurance Agreement, Trust No. 4742, for lots 1-141 and Common Areas A through K; and Continental Ranch Sunflower Phase II Release of Assurance Agreement, Trust No. 4742, for lots 142-275 and Common areas L through W and Acceptance of Public Improvements for Maintenance (Jim DeGrood) · MINUTES'OF REGULAR· COUNCIL MEETING MARANA TOWN COUNCIL AUGUST '3, 1999 Mr. DeGrood stated that this request would conditionally approve the release of the Sunflower subdivision assurances and allow the Town to continue to release individual lots on a case by case basis until the linear park issue resolved. There was no further discussion. Upon motion by Vice Mayor Reuwsaat, seconded by Council Member Honea, Resolution No. 99-85 was approved 6/0. C. Discussion/Direction: The League of Arizona Cities & Towns Resolutions Committee request for participation in the development of a Municipal Policy Statement (Mayor Sutton) Mike Hein stated that the Town had not made a decision regarding which resolutions to forward to the League of Arizona Cities & Towns to participate in the development of a Municipal Policy Statement. A general discussion followed regarding the League's upcoming conference and festival of towns. D. Mayor and Council's Report There were no reports except for Mayor Sutton. and he stated that since his election he had not appointed anyone to any committees and invited anyone interested in serving on a committee to contact him. XI. Manager's Report Mr. Hein commended the Town staff for their outstanding work performance on various issues. FUTURE AGENDA ITEMS There were no future agenda items.
