APPROVAL OF AGENDA VI. VII. Upon motion by Council Member Ziegler, seconded by Council Member Honea, the agenda was approved with changes 6/0. The changes included Item X. B. being continued to a future Council meeting. ACCEPTANCE OF MINUTES Minutes of Regular Council Meeting - August 3, 1999 Upon motion made by Council Member Honea, seconded by Council Member Ham, the minutes of the August 3, 1999 Regular Council meeting were approved 5/0. Council Member Kai abstained. CALL TO THE PUBLIC/ANNOUNCEMENTS Chief Smith introduced new Marana Police Department employees to the Council and the public: Tom Gomez, Lanell Garbini, Christina Sekavec, and Curtis Walker. Chief Smith also announced that Richard Salazar had recently been promoted from sergeant to lieutenant. Mayor Sutton commended several Town staff members on their dedication and commitment for completing a 14-week extended supervisory training course. The employees were Ann Meaders, Joel Svoboda, Joel Shapiro, Jana Sterner and Larry Beasley. Mayor Sutton continued by congratulating Tim Brunenkant for receiving his Masters Degree in Education from Northern Arizona University. The Mayor concluded by announcing that the Continental Reserve project will be before the Planning & Zoning Commission later in August and that a community meeting addressing this subject will be held on August 23, 1999 at 7:00 p.m. at the Continental Ranch Recreation Center. VIII. There were no further calls to the public or announcements. STAFF REPORTS There were no questions regarding the staff reports. MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCI-L AUGUST 17, 1999 IX. CONSENT Xo Resolution No. 99-95: Consideration of recommendation to State Liquor Board for a No. 10 liquor license to Equilon Enterprises, LLC. (d.b.a. Texaco Foodmart a.k.a. Texaco Star Mart), for premises located at 4905 W. Ina Road, Marana, Arizona. This is a change of ownership for an existing license at this location. (Jocelyn Entz) o Resolution No. 99-96: Finding that a need exists for acquiring private property for right-of- way and approving the Acquisition Agreement between the Town of Marana and the Gladden Family Partnership (Dan Hochuli) Upon motion by Council Member Ed Honea, seconded by Council Member Blake, the consent agenda was approved 6/0. GENERAL ORDER OF BUSINESS A. Discussion: Financial assessment of the Marana Northwest Regional Airport by Dr. Lee McPheters, ASU Finance Department faculty (Dick Gear) Mr. FIein welcomed Dr. McPheters to the Council meeting and spoke briefly about the excellent job Dr. McPheters had performed in regard to the Economic Assessment section of the Master Plan for the Marana Northwest Regional Airport. Mr. Gear added that he had attended a Master Plan Committee meeting earlier in the year and was also very impressed with Dr. McPheters' presentation. Dr. McPheters presented a slide show illustrating the results of the economic benefit study that was conducted in cooperation with the Arizona Department of Transportation - Aeronautics Division. This study was in strict accordance with the Federal Aviation Administration (FAA) recommendations and used economic multipliers as produced by the U.S. Department of Commerce for Arizona. It included figures and responses from a survey of airport employers, based aircraft owners of general aviation aircraft and visitors to the airport. The analysis showed that the Avra Valley Airport, (now Marana Northwest Regional Airport) had contributed $14.2 million in economic benefits to this region including a $4.9 million airport payroll for 234 service area jobs. Dr. McPheters pointed out that, along with the direct benefits of airport service jobs to the community, indirect benefits of monies spent by general aviation visitors on events, hotels, restaurants, golf, and transportation produced induced benefits. He further explained that induced benefits were jobs in other industries not related to aviation. Dr. McPheters stated that the airport had already established itself as a significant operation with event revenues of over $1 million annually for sky diving, air shows and various training operations. Fie pointed out that the average base aircraft owner spent approximately $6,600 on aircraft maintenance annually and made 33 personal and 5 business flights per year. Marana Northwest Regional Airport's base aircraft profile averaged $59,000 with homemade/experimental planes starting at $5,000 and MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL AUGUST 17, 1999 the higher end aircraft valued at well over $100,000. Dr. McPheters continued by saying that 72% of the aircraft owners had located their residences in the area because of the airport facility and 32% had done the same for their business locations. He concluded the presentation by stating that if the airport continues to grow in accordance with the 15-year constant dollar forecast made by Coffman Associates, then the airport could expect to double its revenue in the next few years. With the international reputation and drawing power of the sky diving events, Dr McPheters stated that the Marana Northwest Regional Airport was indeed unique and sure to be a great asset to Marana for many years. There were no questions following the presentation or any further discussion regarding this item. B. Ordinance No. 99.22: Annexation of approximately 11.2 acres of land on Thornydale road south of Orange Grove Road into the town limits, contingent upon deannexation of the property from the City of Tucson (Mike Hein) Earlier in the Council meeting, the agenda was approved by Council with this item (X.B.) being continued to the September 9, 1999 meeting. C. Resolution No. 99-94: Preliminary Plat for Sunset Acres: Request for approval of a 42-1ot single family detached home subdivision Preliminary Plat on 56.18 acres of currently vacant land zoned R-36 (Single-Family Residential, minimum lot size 36,000 sq. ft.). Identified as parcel number 101-06-007C4, located in a portion of the southwest quarter of Section 7, Township 13 South, Range 13 East. The property lies north of Sunset Road and west of Silverbell Road. The applicants are BBPP Profit Sharing Plan & Trust and AK Profit Sharing Plan & Trust, 4110 N. Camino Cardenal, Tucson, AZ 85718 (Joel Shapiro) Mr. Hein spoke briefly regarding this resolution and informed the Council that the applicant was present in the chambers to answer any questions. There were no questions and upon motion by Council Member Harn, seconded by Council Member Ziegler, the resolution was approved 6/0. D. Discussion/Direction: Complaints generated about activity at Sportspark (Mike Hein) Mr. Hein spoke briefly about complaints received at Town Hall for an all night music concert held at Sportspark over the weekend. He also suggested that the Council open the discussion to the public. Stan Hilkemeyer and Doug McCoy spoke briefly about the history of complaints at Sportspark and the different ways the facility handled special events in terms of noise and crowd control. MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL AUGUST 17, 1999 A general discussion followed about Sportspark's commitment to the Marana community and its youth. Council Members Ziegler and Ham commended Sportspark for their family- oriented service to the community over the years. Council Member Kal asked ff a noise baseline could be established for compliance with the Town Code for any future situations regarding noise control at special events. Mr. Hein stated that this would be a subject to discuss with the Town and the various businesses involved with these special events. E. Mayor and Council's Report Council Member Ziegler reported that she had attended the pre-conference of the Resolutions Committee for the Arizona League of Cities and Towns in Phoenix. She also stated that the last meeting of the Business Advisory Committee did not have a quorum but that there had been an informal discussion about the economic impact of the cactus ferruginous pygmy-owl on the Marana community. Council Member Ziegler urged any residents affected by the critical habitat status to contact her in order to form a grassroots movement to bring this problem to Governor Hull. Mayor Sutton and Council Member Harn agreed with this strategy. F. Manager's Report There was no report. XI. FUTURE AGENDA ITEMS There were no future agenda items. XII. ADJOURNMENT Upon motion by Council Member Ham, seconded by Council Member Blake, the approval to adjourn was passed 6/0.
