Upon motion by Council Member Honea, seconded by Council Member
Kal, the agenda was approved as written 6/0.
ORDER OF BUSINESS
A. Discussion - Update on Revision of the Marana Land Development
Code
Mike Hein gave a brief overview of the progress that had been made
concerning Town Code zoning revisions and then turned the
discussion over to Jerry Flannery for more detailed information.
Mr. Flannery explained the processes that were necessary to revise the
Land Development Code. These included creating new zoning

categories for the different land designations within the Town's
boundary, holding public hearings to discuss these new categories and
having further discussions before the Planning and Zoning
Commission as well as the Town Council prior to final approval. He
continued by stating that the implementation of these new zoning
codes was the most difficult part of the task. Mr. Flannery concluded
by stating that he was seeking approval to begin finalizing the code
revisions and for Council's direction regarding the implementation of
the new codes.
A general discussion followed focusing on the various options
available to the Town for establishing hard zoning categories and the
implementation of these code changes. Informing and educating the
public regarding the impact of any zoning changes was also discussed.
Mayor Sutton asked Mr. Flannery and Mr. Hochuli to draft a zoning
change notification memo for the Council to study before an
additional study session regarding zoning changes was held.
ADIOURNMENT
Upon motion by Council Member Ziegler, seconded by Council Member
Blake, the adjournment of the study session was approved 6/0. The time
was 6:50 p.m.

ORDER OF BUSINESS
A. Discussion - Stored Water Recovery Program - Brad DeSpain and
Mark Myers
Brad DeSpain and Mark Myers gave a presentation before the Council
that briefly covered the program's goals, the various types of
underground storage activities, the operational or proposed
groundwater savings projects, and the direct recharge projects within
the metropolitan Tucson area. Mr. DeSpain explained the storage
decision-making factors, listing the major water storers in the Tucson
AMA, the possible recovery objectives, levels of recovery activity, and
the pricing components. Mr. Myers, who was suffering from

laryngitis, handled the overhead projections and offered clarifications
where needed.
A general discussion followed about the information presented and
the historic value of this water recovery program to the Marana
community. Copies of the presentation materials and the Stored Water
Recovery Program's Governing Body Review Draft have been
included in this packet for public records retention.
Mr. Hein stated that this was the first step of a unique opportunity to
put the Town of Marana on the leading edge in the water rights
market. No action was required by Council at this time.
VI. ADJOURNMENT
Upon motion by Council Member Harn, seconded by Council Member
Blake, the adjournment of the study session was approved 6/0. The time
was 7:05 p.m.
