minutes of Regular Council Meeting, January 6, 1998 and Special Council

CAL_L TO THE PUBLIC/ANNOUNCEMENTS
Phyllis Farenga, Marana Estates Assn., 11470 West Tortolita Street:
represent the Marana Estates Homeowners Association. This association
wishes to bring to your attention an incident that happened in the evening on

January 16. The incident occurred approximately 100 square feet from a
resident's home and involved Earth Cycle, 13980 North Amole Circle. It appears
that the flammable logs ignited for no apparent reason. Northwest Fire
Department was called out. Next to these logs was a propane tank and 40 feet
away was a diesel tank. We basically had a bomb in our neighborhood. The
people of the neighborhood wish two things. Earth Cycle flammable logs is
unsafe and not compatible to our community and should be shut down. Aisc,
they want to put on the agenda, the P&Z request requirement that notification be
given to a ¼ mile of residents whenever a new business or development is in the
area. This requirement has been removed and they want it back on the agenda
for discussion. For the record, the first week in November, the police were called
out to Earth Cycle for noise levels being too high. In December, a leaking tanker
truck was parked in front of Earth Cycle at 9:00 PM. The substance leaking from
the truck was unknown but the residents on the Amole side noticed that their
streets were washed and puddled the next morning.
Brad DeSpain: We have a new employee in the Water Department and I would
like Ann Meaders, Water Administrative Manager, to introduce that employee to
you.
Ann Meaders: I have the privilege of introducing Janet Carr. She is our new
Water Office Support Assistant. Janet and her husband are new residents of
Marana. They moved here from Michigan. We are really glad to have them.
Hurvie Davis: A few weeks ago, I mentioned to Council that staff was working
with a major retailer to come into our community and I was not at liberty to
identify that retailer. I was notified this afternoon that I could announce that this
major retailer is coming into our community. That retailer is the Home Depot.
This is very exciting news. We have had a number of meetings with them and I
think they are planning to come into the Ina and Thornydale area. When we met
with them last, the plans were going to be submitted in early February to start
construction the first of June. They should open around January, 1999. We are
very glad to have them and Mr. Don Brooks, with ICON, is the developer's
engineer. This is a great business to have joining our existing businesses in the
community. It is a great service to the community.
Mayor Harn: I have a proclamation before you this evening that is very close to
my heart. "Whereas, childhood injury continues to be Arizona's major public
health problem causing more deaths than all childhood diseases combined. The
Town of Marana Contributes to this statistic; and Whereas, the Child Fatality
Review Team neady 90 percent of the motor vehicle crash deaths to children
have been considered preventable, an increase of heady seven percent from
1995. The Town of Marana contributes to this statistic; and Whereas, the
Arizona department of Health Services Office of Women's and Children's Health
has implemented a certification program for Child Passenger Specialists as an
effective way of reaching the masses; and Whereas, the Town of Marana, is
strongly committed to local organizations which promote injury prevention to
children and will join the Arizona Department of Health Services, the Governor's
Office of Community and Highway Safety, the Arizona SAFEKiDS Coalition, and
the Arizona Child Fatality Review Team and other state, national and local
agencies who advocate partnerships for the prevention of motor vehicle deaths
to children. NOW, THEREFORE, I Ora Mae Ham, Mayor of the Town of Marana
Chairman for Marana, Arizona, do hereby proclaim February 8 through February
14, 1998 as: *Marana Child passenger Safety Week* and encourage all
Marana residents to recognize that most motor vehicle injuries and deaths are
preventable." Signed by me. I want to include the fact that the Adzona
Association for Child Fatality Review Team and SAFEKIDS Coalition went
beyond this proclamation and issued 8 free car seats to the Marana Health
Center. These car seats will be given to families in our community that have
children and can't afford car seats. I have one other very enjoyable task. This is
a certificate of achievement for excellence in financial reporting, presented to the
Town of Marana, Arizona. I know we have announced that we have received
this certificate, but we now have the plaque and it would give me great pleasure
to call Roy Cuaron forward to accept this plaque. We appreciate the work you
have done for the Town of Marana and we are proud of the work you have done.
Roy Cuaron: I would like to say, while it is an honor for me to accept this
award, the Town staff, as a whole, deserves some credit for this. This award
would not be possible without the assistance of Mr. Ron Kovar, Clifton
Gunderson.
Mayor Harn: A letter should be sent from the Town of Marana to Mr. Kovar and
Clifton Gunderson thanking them for their assistance. I would like to personally
sign such letter.
Ed Honea: Tomorrow, the Mayor will be giving her State of the Town Address at
the Chamber luncheon at Trico Electric at noon.

GENERAL ORDER OF BUSINESS
Resolution No. 98-03: La Mirage Estates - Request for Approval of a 508
Lot Single Family Detached Home Subdivision Preliminary Plat with a 9-
Hole Executive Golf Course on 138.27 Acres in a Portion of the North %
of Section 26, Township 11 South, Range 11 East, Within the Rancho
Marana Specific Plan Area. Applicant is ICON Consultants USA, Inc.,
1870 W. Prince Road, Suite #11, Tucson, AZ 85705. (Continued from
October 7, 1997) Discussion/Action
Hurvie Davis: This item has not been officially pulled from the agenda, that
is up to Council. The applicant representative is here and may have some
more up-to-date information. It is my understanding that they did request to
have the item continued.
Frank Banks, I South Church, Doerken Properties: Don Brooks, the
project consulting engineer, is here with me. Last month, this was continued
to this evening. The purpose of the continuance was to allow us to further

discuss with staff some issues that had emerged over the preceding two or
three months and to work out a development agreement. That has not
happened as of this evening. We are asking to continue until your second
regularly scheduled meeting of February. The reasons this has not
happened are the intervening holidays and the list of issues to be discussed
keep changing. We respectfully request that, if your staff concurs, the topics
that we have outlined be the basis for our discussions over the next couple of
weeks.

Amending the Town's Model Cities Tax Code to Increase the Sales Tax
on Construction Activities for Reallocation to Transportation/
Infrastructure Improvements - Discussion/Action
Hurvie Davis: About a year ago, the Mayor and Council charged the staff
with trying to address the growing needs of our community. Just about every
development project we have hits us with a transportation problem. We ara
not alone, this problem exists throughout the entire valley, state and nation.
We never have sufficient revenues coming in to provide the transportation
system that we, as professional staff, feel is needed to serve our citizens.
The citizens do get frustrated coping with the traffic. About 5% of our
community is development. We have about 70 square miles, most of which
will be developed at some point in time. We need to get ahead of the curve.
We have an opportunity, in this community, to do something different from all
of the other communities, that is to use foresight rather than hindsight. With
the challenge you issued to staff, I put together a team of senior
management to brainstorm possible solutions. We have had a number of
sessions with senior staff and we came up with a partial solution to the
problem. I assure you that this was a team effort and I think it is the right
thing to do. We have a 2% sales tax in our community. We do not have a
profit tax, we live off of state revenue and sales tax. Part of that 2% sales tax
applies to our construction activity. We have identified the model cities tax
code, as it would apply, and we recommend that you increase the 2% sales
tax to 3% on construction. We further recommend that you take the
additional 1% and put it into a transportation restricted fund to be used
exclusively and solely for transportation purposes. We also recommend that
you take 1% of the existing 2% for construction activities and put it in the
transportation restricted account, as well. Thereby giving us a 2% of 3%
sales tax going into a transportation fund. In the construction sales tax
analysis sheet, in your packet, we show what we have collected on a taxable
base over the last three years. That taxable base has a three year average
of $42,908,917. The tax collected is shown at approximately $863,000 per
year at 2%. We have two models we have worked out. One is called the no
growth model and shows what it will be at 3% if the taxable sales stay where
they are now and don't increase. The other is a growth model which predicts
an increase of 2% per year in construction activity and inflation. (Mr. Davis
wrote on the visual board to help explain how the 2% tax is applied.) This

plan is more equitable than an impact fee. Mr. Cuaron and I can answer any
questions at this time. In addition, we would gladly except your input and
direction on how to further massage this and bring it back to Council by the
first meeting in February.
Mike Reuwsaat: I want to thank you for your efforts on this and to tell you
that I am real excited about it. I like it because it is conservative. I do think
that the numbers are going to be significantly higher, but along with the
increase in population comes an increase in responsibility in terms of the
operational side of so many more miles of street to maintain. This is
absolutely a good starting move. I want to reiterate something that is very
important. There is a major misconception in the Marana community that we
give it a little bit of credence to but not nearly what the significance is. The
Town of Marana has no property tax. When the street goes bad, we can't
raise the tax to fill the pot holes. This calls for the creativity to provide for the
transportation we want to provide for the citizens of Marana. If we can get a
message out that explains that we do not have a property tax and that is why
this is so important. We have an opportunity to vest at a different level in the
future which provides a continuing revenue source through accumulation in
the future. I would like staff and Council to consider that one of the two
pennies is set aside in a dedicated fund and is not touched. It is a principal
bearing building account that becomes dedicated and the interest, on an
annual basis, is put back into traffic improvement. When Marana grows and
we no longer have the housing boom and the market to create this sales tax,
using that interest and the interest generating, will become an on-going
revenue out of a one time source. I would also like you to come up with
some kind of guarantee to keep the money dedicated to transportation
services, even when the Council turns over. Bobby and I were talking about
having some kind of mechanism put in that says that if the Town's total
revenues are under a certain amount we can go into these funds for certain
conditions. These are all food for thought and I would like you to consider
them. With the Cortaro/l-10 Interchange, I hope that with the amount of
traffic that is generated out of the valley, we might look at that as one of our
priority projects.
Mayor Harn.' With an impact fee, you have to go back and look at it and
have Council go over it again and raise it with inflation. This idea has an
automatic inflation increase in it because it is not a fiat fee, it is based on a
percentage.
Hurvie Davis: One concern that was brought to my attention was for the
small development. Could this be limited to major development?
Mike Reuwsaat: This is not instead of our fair-share ordinance.
Dan Hochuli: Even if you wanted to do that, you couldn't. This is a sales
tax increase, the Town can increase the sales tax on entertainment, retail
sales, etc. This is nothing more than an increase of sales tax on construction
activity. Assuming you meet the laws on taxing, you can still require the

developer to make on-sit/off-site improvements, including
improvements. All of that is still in existence.

Vice Mayor Sutton: When talking about additions or doing something to an
existing home, is this a form of double taxation. Even if the house burns
down, can rebuilding or adding on to an existing house be taxed?
Roy Cuaron: This sales tax would apply to any and all construction activity.
If you are acting as a general contractor or as a prime contractor, by
definition you are subject to the sales tax. If your home burns down and you
hire a general contractor, he is subject to the sales tax. If you have a new
roof put on your house and you hire a roofer, he is considered a prime
contractor and is subject to the sales tax. We are not changing any of the
rules that currently exist, we are just increasing the sales tax.
Hurvie Davis: We did take this to the Business Advisory Committee for the
Town. The BAC voted 7/0 to approve or support the tax. There was one
abstention due to conflict of interest. They were very excited about it.
Herb Kal: Did I hear somewhere along the line that Southern Arizona Home
Builders didn't have a problem with this, or has this been presented to them
yet?
Hurvie Davis: We have not officially taken it to SAHBA. We met with Alan
Lurie, Executive Vice President of SAHBA, and some of the home builders
that do business with our community. Some of the concerns expressed to us
were the protection and integrity of the funds to only be used for
transportation. Mayor Harn, Mike Hein, Roy Cuaron and myself will be
meeting with a representative group from SAHBA in the next day or two. It
may or may not be the board of directors or the executive committee.
Resolution No. 98-03 - Approval of the Intergovernmental Agreement
(IGA) Between the Town of Marana and Pima County Flood Control
District Relating to Development of the Lower Santa Cruz River Flood
Control Levee Project
Mayor Harn: This morning, Councilman Reuwsaat, Councilwoman Ziegler,
Councilman Kal and I had the distinct pleasure of hearing the Board of
Supervisors approve the IGA for the bank protection for the Santa Cruz
River. I can't tell you the great pleasure it gave me. Many people, myself
included, have worked for fourteen years to try to come up with a resolution
for the flooding which takes place in our community. I want to express to you
my strong appreciation and support of our district representative, Sharon
Bronson. She led the way to have this IGA approved. I would like us to
recognize Brooks Keenan, he played a big role in having this approved. Mr.
Keenan and Chuck Huckleberry, Pima County Manager, have worked with
our staff to put this IGA together. Thank you, Mr. Keenan.
Brooks Keenan: We appreciate the delegation from the Council at the
meeting this morning. It does represent the culmination of a lot of work by
the Town of Marana staff and Council and our own staff. We are very
pleased to get to this mile stone. The voters of Pima County helped this
along by approving that $8,000,000 worth of bonds in May. We are now very
close to turning shovels and getting this thing built. I want to inform the
Council that the current status is that we are very close to starting
construction. We have scheduled a sale of the remaining state land. The
state land department is telling us it will be March or April. The Board of
Supervisors will be scheduling the sale of the bonds in March, also. All that
is left is to wrap up the land agreements and begin building this summer.
Ed Honea: I am appreciative of Mr. Keenan's efforts as well. But, I think if
we are going to honor one individual for the bank protection effort, we should
honor one of our own, as well. One individual has been involved from the
beginning and put hundreds of hours in on it, that is Mayor Harn. Thank you.
Dan Hochuli: When the motion is made, I ask that it reference adoption of
Resolution 98-03. The recommended motion does not refer to that but there
is a resolution for adoption of the IGA.
A motion was made by Ed Honea, seconded by Mike Reuwsaat , to
approve the IGA between Pima County and the Town of Marana for flood
control along the lower Santa Cruz River. That is Resolution 98-03. Motion
carried 7/0.
C. Recommendation of the Manager's Citizen's Fire Protection Advisory_
Committee for Fire Protection and Emergency Medical Services to
Portions of the Town Not Presently Covered by a Fire District -
Discussion/Action
Hurvie Davis: This issue has been discussed many times. We have a
committee that was initiated to address this issue from a broad perspective
and bring it back to Council with recommendation. I would like to turn this
over to Councilman Reuwsaat, Chairman of the committee.
A motion was made by Mike Reuwsaat, seconded by Roxanne Ziegler, to
designate Northwest Fire District as the sole fire provider to the Marana
residents subject to the attached conditions. Further, I move that the Council
authorize the District to begin the annexation process. The motion carried
7/0.
Hurvie Davis: The committee was established for this purpose but there
comes a time when you need to take a stand. I, as the manager, live up to
my responsibility. In my report to you this evening, I concur with the
committee's recommendation.
Ed Honea: It think this went pretty well. Some good information was
shared. There are some steps that both the Town and Northwest Fire will
have to take to make this work. I think we have worked well together and will
continue to work well together. One thing I would like to see included in this
motion is that the Town participate in helping Northwest secure some of
these annexations.
D. Graffiti Abatement - Discussion/Action
Mayor Harn: What in the world is going on lately?! All the way up Grier
Road there is an outcrop of graffiti.
Hurvie Davis: I believe that is why Ed Honea asked for this item to be on
the agenda. I asked Chief Smith to prepare the blue sheet to give some
status on what is happening in that area. The Chief is here this evening to
update us.
Chief Smith: Obviously, there are some concerns. Every now and then we
get hit real hard with graffiti. About a year ago we had Grier Road and
Sandario Road get hit real hard and we arrested two juveniles responsible for
that. We arrested a juvenile last month who participated in the graffiti on
Grier Road and Sandario Road. I understand that there has been some
more that turned up in about the 1200 block of Grief Road. We are taking
steps to get the graffiti removed. Linda Smothers, our crime prevention
specialist in charge of the program, reviews the graffiti log kept in dispatch
and contacts the property owners to see if they want to remove it themselves
or if they want to sign a release form so we can have the graffiti abatement
program remove it. Some property owners want to do it themselves because
under the graffiti abatement program, we can not match paint. The program
uses paint that is donated. Some of it has to be sand blasted. According to
Linda, there was a delay in getting the release forms for the graffiti on Grier
Road but it should be taken care of soon.
Ed Honea: There are several places I have seen graffiti other than Grier and
Sandario. Pep Boys on Ina Road was covered with graffiti on one wall just
outside of their shop. A lot of the drainage ditches in Continental Ranch on
the east end have been hit and the business district in the Ina/Thornydale
area. Do we abate that as well?
Chief Smith: Under the program, they will abate any graffiti once we get
permission from the property owners. If it is in the public right-a-way, we
need permission from the Town, which we have. The officers hand out
pamphlets to the business owners so they can call the program themselves.
Pep Boys was hit. They had some teen nights at the West and they draw
individuals from all over the metropolitan area that have a tendency to do
that. There is an area by Desert Fitness that has been hit a couple of times.
They generally try to abate that as soon as possible. I believe the one at Pep
Beys has been taken care of. It is a quick crime and the officers try to catch
them and charge them. The problem with that is it only takes a couple of
seconds to do graffiti and then they are gone.
Ed Honea: Do we have specific ordinances ourselves in regard to
individuals caught doing graffiti to make them and their parents responsible
for paying for damages? A lot of times, you end up trying to paint over the

graffiti. This, and other damages, lessens the property value. I am just
wondering if there is some way to recuperate some of these dollars.
Chief Smith: There are some enhanced punishments in state statutes. I
don't think we have any Town ordinances that deal with that. One of the
groups that does the graffiti abatement is Juvenile Probation. Kids put on
probation have to go out and do that. Officer Ibarra, our school resource
officer at the Junior High, in cooperation with the Junior High School, takes
the juveniles on probation in the Junior High School out on Fridays to do
graffiti abatement. I think one of the juveniles on probation in that program is
one we arrested for doing it. It makes an impact on them for getting arrested
and being put on probation to have to go back and do the abatement.
Dan Hochuli: The state law in this area is real good. If anyone is caught
defacing property, when they are charged, the victim is given notice of the
hearing and an affidavit is sent to be filled out with the cost of the repairs. As
a condition of their sentence, they and their parents are assessed the cost. It
requires catching the person first off, which is the hard part, and then
charging the person. Then they have to be sentenced and the property
owner has to fill out the affidavit. If any of that breaks down, then the
payment is not covered.
Sandy Groseclose: Since we, the Town, has been a victim, we have been
notified and sent in our claims for cost of labor and paint.
Roxanne Ziegler: I want to applaud our graffiti abatement program. The
Town of Marana looks a lot better than anywhere else in the Tucson area.
Chief Smith: One of the statistics shows that if you leave a wall with graffiti
on it, it acquires more and just gets worse. If you get the graffiti off quickly, it
reduces the chance of graffiti reappearing.
Mayor Harn: Most homeowners and businesses do not know what to do
with the letter they receive stating that they have been a victim. They don't
realize that they then have to take some kind of action to receive
compensation for that act.
Chief Smith: By the victim's rights, a pamphlet with that information is given
to the victim by an officer. It details what they can do for restitution. Our
crime prevention specialist contacts the victim and takes a pamphlet and a
release form to the victim. She discusses the need for quick abatement.
This is a proactive process. The officers report graffiti as they are on their
reute and it is called in by property owners and by-standers.
Vice Mayor Sutton: Maybe our neighborhood watch program could be
strengthened up. There are not very many people involved in the various
neighborhoods.
Mayor Harn: We do appreciate that we have good police officers and that
we really do well with the graffiti problem.

E. Thornydale Road Construction Pro_iects - Discussion/Action
Hurvie Davis: I want to thank Councilwoman Ziegler, the BAC, Mr. Atler and
Mr. Keenan and his staff for their tremendous stride in addressing the issues
and concerns of businesses in the Ina/Thomydale Road area relating to
upcoming construction. We have been talking a lot about signage. Mr. Atler
and Mr. Keenan have been having a number of discussions and sending
correspondence back and forth so they probably have better information than
I have.
Roxanne Ziegler: The last BAC meeting was phenomenal. I was so
overwhelmed that I wrote a letter to Brooks Keenan thanking him and his
staff for their efforts and accomplishments on this issue. Mr. Atler and his
staff pretty much said no way, the median has to be there and that the turn
lanes have to go. The BAC said that wasn't acceptable and within 2 %
months, Mike Smith and Dave Atler stood up at the BAC meeting and said
there are options and the needs of the businesses can be worked with.
Dave After: Actually, the median will still be there. The concern expressed
by the BAC was regarding access, signage and identification of businesses
during the construction activities. Beginning with the first project, in April,
which will widen Thornydale Road to 4 lanes north of Horizon Hills and 6
lanes north of the CDO bridge. The first project will include capacity and
safety improvements at the intersection of Ina Road. Mike Smith was at the
BAC meeting last Tuesday night and that went very well. I would like to point
out that we are in a team mentality right now with the County and the BAC.
Everyone involved is committed to making this run as smoothly as possible,
The County has agreed to weekly construction meetings which will include
the business community. I am still waiting for a commitment on the open
house and this does need to be set up even though we have about a month.
I did reassure everyone that this will be a learning process, which is why we
will be having these weekly meetings so we can get fairly immediate
feedback. If this project goes well, then the next project will go even more
smoothly.
Hurvie Davis: Things appear to be going quite well and this is an item that
we will keep on top of. It is high on our priority list and I told the business
community that our community only does as well as the businesses in the
community. Meaning, our goal is to make them as successful as we can.
The County's staff is cooperating with us in every possible way and I hope
this will be a model for the next significant project we have.
Mayor Harn: I would like to personally thank Roxanne for her work on this
project.
F. Resolution No. 98-02 - Discussion and Approval of Transit Fare for New
Transit Service Along the Marana Public Transit Service Route
Hurvie Davis: On January 12, we inaugurated service on the Marana
Transit service from Happy Acres to Northwest Hospital, as directed by
Council. We scheduled this item this evening primarily to give you an update
on operational service. Transportation is in my blood so I am always keeping
my eyes and ears open. We also want to get your concurrence of the $1
fare that we put on the service. This fare was established with the service
that we currently have in contract with Pima County for the rural transit from
Avra Valley to Ina and Thornydale. As with any new service, there are bugs
to work out. The main thing is to continue to get the word out so people can
utilize the service.
Dave Atler: A week ago yesterday, we began this service, in that time,
there have been a few bugs but we have caught them and gotten rid of them.
The main problems seen have been with the provider, the driver did not have
a map and there was more than one driver. That has all been straightened
out. There have also been scheduling issues and those have been resolved.
Flyers have gone out to Puerto de Norte and Happy Acres. The Continental
Ranch newsletter had the flyer in it as well. The bad news is that this
afternoon the general manager of the provider said they haven't had any
riders, the good news is thera hasn't been any complaints from the riders. If
the word gets out, the service will benefit many Marana residents.
A motion was made by Sherry Millner, seconded by Mike Reuwsaat, to
approve resolution 98-02 authorizing the one-way trip fare of $1 for the new
Marana public transit route. The motion carried 7/0.
First Readin_~ - Amending Town of Marana Personnel Policies by
Adding Article 3, Work Schedules, Section t, Normal Hours of
Operation: Flexible Work Arrangement; Changing Article 4, Working

Roxanne Ziegler: Under compressed work week, you give 3 examples of a
compressed work week. Are we offering all three of those or just one?
Jane Johnson: These are just examples. The expectation is that the
department, or a part of the department, would utilize one of the schedules
as a group. These are taken from other municipalities, each of which have 2
or 3 schedules going on at one time.

Vice Mayor Sutton: For clarification, it is on an as needed basis. One
department may need to use different schedules depending on the project at
hand.
Jane Johnson: The first meeting in February will be the last time I will bring
you pieces of the policy. As we go through this first reading, if you have any
changes you want to direct, you should do so. Then when I bring it back to
you for approval, it will be a final product.
H. Ordinance 98.01 and Resolution 98-01 - Amending the Town of Marana
Personnel Policies by Adding Article 1, Introduction, section 1,
Personnel Ordinance, and Deleting Article 1.06, Responsibilities of
Employees; Adding the Following to Article 2, the Employment
Process, Section 1, Recruiting: Job Posting; Interviewing, Reference
Check and Verification of Previous Employment; section 3, Induction:
Employee Orientation; section 5, Training: Employee Development;
Section 6.1, Benefits: Voting, Group Insurance; Section 8, Promotion
and Demotion; Section 9, Transfer; and Section 15, Verification of
Employment after Employment End
A motion was made by, Vice Mayor Sutton, seconded by Mike Reuwsaat,
to approve Ordinance 98.01 and Resolution 98-01. The motion carried 7~0.
I. Pima Association of Government Regional Council Meeting - Review for
Discussion and Direction
Mayor Harn: I am asking Councilman Reuwsaat to attend the PAG Regional
Council Meeting, as my alternate, this Wednesday because I will be out of
town. If you do have anything you want to discuss about the regional council
meeting, please contact him.
Hurvie Davis: I would like to draw your attention to item 13, Regional
Transit Organization. There will be discussion on that, no decision. That is
an antiquated type of operation, we need to move to a regional transit
authority in this metropolitan area. We also need, though, a dedicated
funding source for public transit. If we are ever going to address the
transportation needs in our community, we have to do it on a multi-mobile
basis, being roadways and transit service at the same time. Most of the
major metropolitan areas have moved to a unified regional transit system
because people don't stop their travel at jurisdictional boundaries. It is a
major issue coming up in the future.
K. Mayor and Council's Report
Sherry Millner: I attended Mayor Miller's address as our Council
representative. I was the only one there from our Council. It was the largest
turn out ever. it was probably one of the best speeches I have heard. It was
very positive and Marana was mentioned favorably numerous times. I was
very impressed. I also thoroughly enjoyed coming to the Marana Health

Center with Shirley Scott. She was very pleased with the whole thing. The
picture of you, Mayor, in the Avra Valley Update was wonderful.
Roxanne Ziegler: On the 7th, I attended the forum on the Pygmy Owl and it
was a huge turn out. It was not a debate it was a learning session. The
gentleman who represents the Amphi School District, Mr. Woodard, was very
condescending and I was embarrassed. Logan Hills Water Company is not
yet dead. Mike Hein and I met with Ken Abrhams and Carl Winters and
essentially they agreed to annex the land before going for the water. He
asked us for a list of things that the Town wants. We told him that there
would be more things added and he said that was fine, as long as he got a
list to start. They will put the price tag to it. The attitude in the meeting was
that if we don't get what we want, then we don't need them. This did not
scare them.
Mike Reuwsaat: I attended a couple of meetings with staff regarding La
Mirage. We are trying to get it all together so the Town will be protected and
will not have to spend a lot of tax payer money to facilitate the development.
i think that is moving along pretty well. I enjoyed the Governor's visit and felt
the Town was well represented. I have spent some time on the phone trying
to do the cost benefit analysis. We had a couple of fire committee meetings
and I am very glad that portion of the issue is over.
Mayor Harn: I have told Councilman Reuwsaat to come to me with anything
to help the fire committee. I also told him to hit up as many of us as he
needs to, to help get this rolling.
Vice Mayor Sutton: I will be spending one afternoon every week at Town
Hall so I will be available to help with some of the business affairs.
Mayor Ham: i feel that the Governor's visit went very well and I thought it
was very gracious of her to come to our town. I also feel it was very gracious
of you and the community to come out and show good support. The one
thing that gives to the Town is that we can probably invite her back and she
will come. I went to the SAHBA dinner and was amazed. It was so crowded.
I have spent a lot of time in Mexico, lately, visiting my son who is in jail down
there. I know that this will come out in the paper soon and I hope that it will
not become an issue. My family has decided not to try to hide this because
he did not do anything illegal, intentionally. My son had a hunting rifle
wrapped in a shirt and stuck behind the seat of his jeep. He packed for a
camping trip in Mexico and did not even think about the rifle. He was
stopped at a sobriety check just south of Mexicali and they found the gun.
They immediately put him in prison and accused him of being a gunman, We
are working on getting him home. The Board of Supervisor's meeting this
morning was definitely a highlight in my life. I also met with two friends of
mine, Harper and Hyatt, who have some property on Tangerine Road that
they would like us to use for our new Town Hall. They have other issues, as
well. A lot of small land owners over there are having a real problem trying to
figure out how to get enough money to get the infrastructure in that they
need in order to develop their land. Mr. Davis and I talked with them today
and stated that there may be a possibility that the Town could work with
these people. We could try to figure out what they could do collectively to
resolve some of their issues. Mr. Davis and I had a meeting with David
Hoffman today.
L. Mana_aer's Report
Hurvie Davis: I want to acknowledge the significant contributions of Mr.
Hein, Mr. Hochuli, Ms. Schwab and Mr, Flannery in bringing this deal
together. Also, I want to acknowledge the significant contributions and
assistance of Mr. Siath, Mr. Svoboda Mr. Shapiro in meeting with the
architect and engineer for Home Depot. We had a meeting last week and
talked about scheduling and fast tracking. It is a very ambitious schedule. I
have some roadway system performance reports that I would like to pass out
to the Council, It shows travel increased 30% in the metropolitan area
between 1990-1995. Roadway system capacity only increased by 2 ~ %.
We are a subset of the regional transportation problem and I think it is
relevant to the issue we discussed earlier regarding tax on roadway
construction,
X. FUTURE AGENDAITEMS
Mike Reuwsaat: Do we need something on Earth Cycle or can we just give
a report?
Hurvie Davis: Staff has been working with the neighborhood and with that
firm. We can bring it back to you as an agenda item or we can give you a
memorandum-type update and then you can bring it back to Council.
Mike Reuwsaat: A memorandum is fine.
