CALL TO THE PUBLIC/ANNOUNCEMENTS Don Hawkins, 11619 W. Grier, Marana: He is representing the Private Industry Council of Pima County which oversees the Job Traiuing Partnership Act for the County. He requested to be put on Council's next agenda for possible funding for the summer youth program -- for the youth of Marana. He advised the information was basically self explanatory with regard to the JTPA. He commented the JTPA is asking the Town of Marana to come up with $14,000 for youth in summer program for the I 1 - 13 year age group. Bill Schisler, 12561 N. White Ave., Marana: He spoke about the Marana Sign Code. He wanted to commend the people who ran in the last election, the winners and the losers both -- the signs were taken care of quickly. His complaint was with Budget Auto, there are many American flags and other flags along with balloons around their place and cars are parked, he's sure, beyond their property to advertise. He commented the Marana Sign Code allows people to fly the American flag, the State flag and a company logo flag -- but that's it. He would like for someone to check into that. STAFF REPORTS GENERAL ORDER OF BUSINESS A. Consent Resolution No. 97-31 - Cancellation Of Intergovernmental Agreement Between Pima County and the Town of Marana for Use, Maintenance, and Managing the Marana Public Pool Resolution No. 97-20 - Disposition of Right - of- Way Landscaping on Silverbeli Road and Coachline Boulevard Ordinance No. 97.09- Amending the Marana Town Code by Adding a Provision Which Requires Circulators of Referenda and Initiative Petitions Concerning Local Matters to be Residents of the Town of Marana Resolution No. 97-32 - Request by Marana Police Department for Submission of Projects for Consideration in Arizona's 1998 Highway Safety Plan Resolution No. 97-28 - Amending the Intergovernmental Agreement (IGA) with Northwest Fire District to Modify the Fee Agreement Resolution No. 97-30 - Amending Section 3.3 of the Town of Marana Home Investment Partnership Program (HOME) Regulations Ora Harn moved to take items 3 and 4 off of the Consent Agenda. That item 3 could be put on a future agenda item rather than being discussed today to give more time to review. That item 4 be discussed as the t~rst order of business after the consent ageoda. A ]notion was made by Ora Harn, seconded by Tom Clark and carried unanimously to approve consent agenda items 1, 2, 5, 6 and 7. 2 Resolution No. 97-26 - Request for Approval of a Liquor License Transfer for Circle K Stores, Inc., 13961 N. Sandario Road, Marana, Arizona Hurvie Davis: This is a request for approval of a liquor license transfer for the Circle K Store located at 13961 N. Sandario Road. The lype of liquor license is #9 - for a liquor store. This is in compliance and a background check was made by the Police Department. Staffrecommends approval of a transfer. Ora Harn: I am kind of unfamiliar with thc license numbers, like #9, so I'm not sure what we're talking about with a//9 license. Can someone tell me what it entitles the Circle K to sell? Hurvie Davis: I'm not sure what a #9 means, maybe the Town Clerk knows or the applicant is here to speak to that issue. Sandy Groseclose: Doesn't believe the applicant is present. Ora Harn: Advised she received numerous calls regarding the transfer to a #9 liquor license in which would entitle the Circle K to sell liquor other than the beer and wine they now can sell. This is a concern. Kelly Schwab: I just wanted to reaffirm that a #9 license allows for beer, wine and hard liquor to be sold. She advised she believes the Circle K already has that license, this is a request to transfer ownership of the license. Ora Ham: l would like to speak against this item, until I am sure what this is all about because I don't think that's a good thing for us to approve. She spoke strongly against this issue. A motion was made by Ora Harn and seconded by Herb Kai not to approve the transfer of the #9 liquor license. Tom Clark: Asked if any Circle K sells hard liquor, other than beer and wine. Kelly Schwab: Advised she believes the Circle K already has a #9 license which allows them to sell hard liquor. Vice Mayor Price: Advised since the applicant was not in the audience, shouldn't this item be placed continued rather than just turning it down. Ora Harn advised she would drop her original motion if the second would drop his second. A motion was made by Ora Ham, seconded by Herb Kal and unanimously carried to have this item continued to a future agenda item. Harvie Davis: We have an employee to be introduced to Council, this was not done at the start -- is it possible to do that now? MX'Rll, 15, 104t)7 Mayor Honea: Please do. Dave Atler: ] have a staff member that is taking Harvey Gills place, John Alexander. He brings roughly 15 years experience with him. He is a licensed surveyor and licensed engineer in Arizona, California and New Mexico. He has a Bachelors and Masters Degree in Civii Engineering. B. Resolution No. 97-29; Continental Ranch Active Adult Center - Review and Action on a Final Plat Application for a 141 Lot Single Family Residential Subdivision on Approximately 35.9 Acres Located at the Northwest Corner of Coachline Boulevard and Twin Peaks Road in a Portion of the East 1/2 of Section 20 and the West 1/2 of Section 21, Township 12 South, Range 12 East, Property Owner/Application is Del Webb's Coventry Homes of Tucson, 1565 East Rancho Vistoso Boulevard, Tucson, Arizona 85737 Hurvie Davis: This is a request for approval of a final plat located at Continental Ranch, the applicant is Del Webb Coventry Homes of Tucson. Staff recommends for approval. He advised the applicant is here if there are any questions. A motion was made by Vice Mayor Sharon Price, seconded by Tom Clark and carried unanimously to approve Resolution No. 97-29, pursuant to staffs recommendations. C. Ordinance No. 97.10; Oldfather/Joyce Lane Annexation - Consideration and Approval of an Annexation of Property 3.4 Acres and the Resulting Transition of County Zoning to Marana Zoning on Property Located North of the Present Town Limits, Adjacent to the Southeast 1/4 of Section 31, Section 31, Township 12 South, Range 13 East, Gila and Salt River Base & Meridian, Pilna County, Arizona Hurvie Davis: This is an annexation of approximately 3.4 acres located at Oldfather and Ina, behind the Desert Fitness complex. This was an annexation we had on the books basically covering an entire block. After speaking with several of the residents -- of whom didn't really want to come into the Town -- we redrew the district boundaries to include Ms Oldfather's property. Staff recommends annexation. A motion was made by Ora Ham, seconded by Tom Clark and carried unanimously to approve Ordinance No. 97.10. D. Southern Arizona Water Rights Settlement Act Effluent Utilization Study - Prepared by the United States Bureau of Reclamation and the Pima County Wastewater Management Department Hurvie Davis: We originally identified this as a public hearing, not an official public hearing in that we would have a rezoning and we would advertise the certain requirements for a public hearing. We have this listed as a public hearing on the blue sheet. This is a water issue that is very complex. This issue was turned over to Mr. Holub for explanation. 4 'N, IINI'TI.'..~ 01.' Church: We have Eric Holler from the US Bureau of Reclamation here who will do most of the presentation. Just as a brief introduction, for years the Tohono O'Odham Tribe has been suing the City of Tucson mining complex and the agricultural interest in the basin, claming that the ground water pumping around the Reservation over by the San Xavier Mission has infringed on the Indians Water Rights. Rather than litigate that, the mines, the farms and Tucson entered into a settlement agreement with the Tribe. Pan of that settlement agreement, the City of Tucson gave up rights to 28,200 acre feet of effluent per anum. The Legislation that approved that settlement made it very clear that the effluent was not to be delivered to the Indians. There is no funding for utilization of that effluent as a direct delivery. Pima County of course has been concerned about the effluent not being used. That effluents discharge into the river flows down to Marana, so a study was done to look at the opportunity at what can be done with that. Eric Holler, US Bureau of Reclamation, 4257 W. Ina Rd.: I understand that Pima County made a presentation before Council late last year on this SAWRSA Effluent Utilization Study. The study looked at ways to beneficially use this SAWRSA effluent so we can gain value for it. The study is quite dated, it's over three years old. What was done with the study and one of the biggest benefits to the study was we brought out an understanding of what this SAWRSA effluent meant. What it meant to the Tohono O'Odham and raised the consciousness of Tohono O'Odham and the community in general as far as how the effluent would play out in the over all water management scheme in utilizing CAP water. The Tohono O'Odham biggest concern was they didn't want water tread in some crude and then pumped out from under the Reservation. The Secretary of Interior is responsible for finding value for this effluent in order to implement SAWRSA. Reclamation has been delegated the authority to try and find ways to use this effluent and so that was the reason for the study. When the needs and so forth were brought up by Tohono O'Odham, the lnterior basically decided they weren't going to necessarily listen to the Tohono O'Odham, because they have no rights under this settlement act in regards to the effluent. Reclamation convinced the Interior it's in all of our best interests to address these concerns in as much as possible because the reason for the SAWRSA lawsuit in the first place was due to ground water pumping violations against the Tohono O'Odham. He passed out some information -- a recap of where Reclamation has gone, including a workshop that Reclamation put on three weeks ago. He gave a brief description of what each page contained. Herb Kai: It seems like these studies have just gone on and on. Don't you think it's more prudent to really get into an active plan mode? It seems like there's 7 studies that have been done in this packet already. Eric Holler: Most of the comments at the workshop were reflected what you just said, we've done enough study, it's time to plan some physical things to do with the effluent. Herb Kai: Do you have funding available now for this plan? Eric Holler: We have funds to do the study. 5 'MI.¥1."H.SN Oi.' Hurvie Davis: Advised that Cathy Chavez with Pima County Wastewater Department is here also. He advised item H relates to this issue. Cathy Chavez, Pima County Wastewater Department: We have worked on this study and talked with you a little bit on it last year. We agree with Councilman Kal, there have been many studies done on the effluent. The County would like to see some design and construction money committed to do some projects to put the effluent directly to use. Eric Holler: 1 would like to point out that when the first study was done, really nobody had taken the responsibility for this effluent -- it was just out there. I've been working with the Bureau in Santa Cruz County where they're using similar authority as here. We've been able to get grant money to proceed on a constructed wet land project to start reusing effluent down there. They assisted Nogales in writing a grant request to the State Water Protection Fund. The Bureau's collaboration has been very beneficial in getting everybody together and getting action type activities. There are 2 things we need to do, we need to endorsee the concept of the study, which is the Resolution item and second we've got to do a little lobbying behind the scenes to Congress because they need some appropriations to go forward. Federal agencies are prohibited by law to lobby in Congress. No action taken. E. Lower Santa Cruz River Replenishment Proiect/Bank Protection Hurvie Davis: These items are all tied in with item H. It's an issue that Mr. Atler has been dealing with and we have Leo Smith with Pima County to give us an update on the Santa Cruz Bank Protection as well information on the replenishment project. Dave Atler: We got a permit request from Pima County for a flood plain use permit for them to construct the recharge basins for replenishment project within the Santa Cruz River. This would be upstream, south of Honea Heights. At that time Mr. Davis, Mr. Holub, Mr. Byron Howard and myself got together with others to talk about what impact this may have and how it related to the Town -~ strictly speaking how it was linked to the lower Santa Cruz Levee project and what would timing be. My concern was if there was going to be this loss of material in the river then we may have some damage done on adjacent properties. Leo Smith, Division Manager for Flood Control Dist., Pima County: Briefly talked about the high plains project his department is working on with the Bureau of Reclamation. He stated at first they believed the levee project would be done very soon. Their timetrack on starting that was based on their department being able to acquire state land. State land department indicated about a year ago that they anticipated they would be able to begin the process of getting those lands to auction in around the beginning of this year. At the beginning of this year, they informed Mr. Smith that the date is 6 MI.M"I'ES OF I~II.'.¢;I'I.AR ('OI'N( II. MEI.:TIN(; M 'xl~,XN ~ 'I'OXVN COI,N(:II. '~PRII. I$, 1097 probably closer to September. That's hindered their ability to go out and build because they don't have the land. He advised at today's Board of Supervisors meeting; they passed 4 - 0 the Truth and Bonding Ordinance, which says that if the bonds pass on May 20, then the Department is obligated to go do the projects that were stated in the bond package and do them on the dates that were stated on that package. The anticipated time period of the levee construction is about an 18 month period. It actually falls in 3 budget years. It was asked, how do we go about paying for everything? He advised that through the budget years and by Federal aid. He commented that the Water Banking Authority has water that it's willing to put in the ground if somebody has a facility to put it in the ground. Likewise a year ago, we hadn't really thought of anyone helping us construct the replenishing basin, CAWCD now does have demonstration money that they are willing to spend on some of these projects. Mayor Itonea: Commented he's been told several times a bank protection was going to be built and it hasn't yet. He has some reservations as to what the county says they're going to do. He asked the building is going to be done over 3 fiscal years? Leo Smith: That's correct. Mayor Honea: You want to build the replenishment project across from Honea Heights neighborhood prior to putting the levee up to protect them if there were a problem? Leo Smith: I think that's correct, the initial phase of the replenishment basin would be the 4 basins below Honea Heights. It would have to be something greater than a 25 year event in order to actually flow into the basins as they're designed right now. There was a sediment transport that was run on the initial '88 design concept report for the levee alignment in here. It didn't show a problem with the river flowing with the levee alignment the way it was with the low flow channel. Now with the Iow flow channel not in there, we need to go back and anylize that again. That's being done. Mayor Honea: You are aware that the area where you want to build the replenishment area has flooded several times? Leo Smith: Yes. Mayor Honea: Advised it flooded in 1979, 1983 and 1993. It flooded 3 times, fairly severely in the last 18 years. He commented his concern is if the project is built prior to the levee getting to the Honea Heights area; and there is one of these 25 year floods -- the people that live in the Honea Heights community may be endangered. Another problem we have here, when you're talking about 25 year flow, is the City of Tucson and Pima County have built so many storm sewers and paved so many streets that the water gets here more quickly and at a higher volume. One of the worse problems on the Santa Cruz River, is right exactly where you want to build that project. That thing overflows there almost every time you get a major flood. Leo Smith: Maybe to clear up what they are -- around basin 4 there will be a small protective berm to keep the 25 year event out a bit only because it's getting into the other 7 t-T.'.x d-,r'o i:"s ci . ......... %I.'q.R ~,%'.,$. X COl 'X('II, .Xlq{ll. 15, 1997 Herb Kai: Stated he has the same concerns as Mayor Honea. lfthe 4 cells are open for the recharge basin, don't you think the construction of the dike on the north side would coincide instead of a gap somewhere? Leo Smith: Staff has looked at the idea of taking that material out and laying it back where the fill material would have to go in the event the soil cement started to get constructed. There are 2 main components involved in the building of the levee. The fill material is one and the soil cement's the other one. We could in excavating the first 4 of those, we've talked about a couple different areas where we could place the material. Ora Harn: Stated it's quite understandable that the property owners who have been approached to give property for the bank protection, want some assurances for that land. None of us have really been able to feel comfortable that Pima County will do what they say they will. Mayor Honea: Advised Mr. Smith that Council is not trying to beat him up -- it's just that Council is frustrated because they have been told by the County several times that a bank protection will be built. He is concerned about the Honea Heights neighborhood. He feels the bank protection needs to be built prior to the other stuff: Leo Smith: Advised Council that the Flood Control District has wanted to build this levee for a long time, sometimes it's the Supervisors that make the final decisions. A floodplain use permit has not been issued and without that permit, work cannot be done. He commented there a number IGA's that need to be worked out. The IGA's better define what's happening with the project. He advised that once the bond issues pass, if they pass -- there should be things in place that will make Council feel more comfortable about what is being done. Hurvie Davis: lfthe bond issue does not pass, do you know if the County or the district has funding available to be utilized to reach the total of $15,500,000 to accomplish it? Leo Smith: There are 2 mechanism that were looked at earlier. One was some kind of staged construction of the levee -- it would take 5 budget years to do it. The other issue was to look at some municipal property corporation bonds, that again has to go to the vote of the Board. There is always the option that's available to the Board of Directors of the Flood Control District who are the Board of Supervisors. They could raise the levee amount and actually bring in more secondary tax money for a period of time. Hurvie Davis: The water that would be utilized is CAP water.'? Leo Smith: In a recharge, that's correct. Hurvie Davis: It certainly behooves all of us throughout the state of Arizona to do something with that CAP water. As you know California and Nevada would like to get Tucson's share of the CAP. 1 sense the concerns of the Council that, while we want to do something to utilize the CAP water, we want bank protection to protect the lives and MI.'SU'I'I.~S ¢)1.' How can we get the bank protection and get the recharge at the same time? It's a very difficult issue. Ora Harn: I also share Mayor's concerns. 1 would like to ask, can Pima County build this recharge project in the Town of Marana without the permission of Marana? Hugh Holub: Advised the State Statute that authorized County Flood Control Districts to do replenishment recharge projects says twice in the same sentence that they cannot do a project like this without it having a direct flood control benefit. I have talked with the County and advised them they can't build the project without the flood control benefit and their word isn't going to get it, because for 15 years Marana has been waiting for something to happen. Mr. Smith came up with 5 agreements to be looked at. Ora Itarn: 1 think l made myself very clear that we don't trust them. I want the best attorneys in Arizona to put the IGA's together. That's the only way I will vote yes on this issue. Hurvie Davis: Mr. Holub has drafted and IGA that currently the staff in Town is reviewing. Upon such review and comment back to Mr. Holub which includes the general Council for the Town as well, we will forward that draft IGA to Pima County. If we reach agreement in the IGA that the recharge project and the basins do not proceed until the bank protection proceeds. The bank protection in itself is over a 3 year period of time. I believe the County really wants to move much sooner than that. If they start the bank protection, is that an acceptable indication that we're going to get the bank protection all the way down so we'll approve the recharge basin and give them the permit and they move forward on that? I believe 1 heard Mr. Smith state earlier that they were going to use materials out of the basins for the entire levee project. Leo Smith: There are portions of the actual levee project in the beginning that because of where they land. I can't tell you exactly how far it goes, when I say the project is going to overlap 3 budget years, we envision it right now to be an 18 month process. It begins in FY '97-98 for the entire '98-99 year and the tail end will be in the beginning of the '99-2000 year. In that time, the soil cement goes rapidly. I would envision that within a years period we could put all the soil cement in and start the backfilling operation and then after that come in with the safety railing -- there are other issues that come in on the bank protection. Hurvie Davis: Mr. Huckleberry indicated to me that in conversation that excavation of the basin would not in any way further jeopardize the safety of the Honea Heights neighborhood, has that analysis been done and provided to Mr. Atler? Leo Smith: Yes, we have an analysis from an engineering consultant on that issue. I have not looked at it yet. Hurvie Davis: There seems to be some misunderstanding, but in Mr. Huckleberry's letter he said the bank protection would extend from Continental Ranch which I assume is from the end of the Continental Ranch Bank Protection, from that point down stream. 10 Earlier this evening you had indicated from Avra Valley Road downstream, there won't be a gap in there will there? Leo Smith: No. I think it's easier to explain the project as going from Avra Valley Road to Sanders Road because those are 2 places on the map that people can see. But in fact it will tie in to the existing bank protection just south of the Avra Valley Bridge. There will be a new bridge built there and then the bank protection will be brought up to protect the bridge and then from the bridge it will come on forward. Hugh Holub: Commented this whole discussion brings up a crucial point as to why there is a need for IGA's. He advised Council they are going to have to exercise their sovern control over these kinds of projects. Leo Smith: It did become apparent to the Flood Control District Staff that there were things being done that we were not necessarily advising everybody in Marana about. So we've set about changing that direction so at least Dave, Hurvie and Hugh are in the development process of what we're doing here. Out of Session at 8:30 P.M. Back in Session at 8:40P.M. Mayor Itonea: Advised item H will be handled and then will go back to items F and G. H. Resolution No. 97-33 - Endorsement for Creating a Regional Effluent Planning Task Force and Participation in the Development of a Regional Effluent Utilization Plan Hurvie Davis: This was addressed earlier by Mr. Holub and Mr. Holler. Staff recommends approval of this resolution and that Council designates a representative to the Task Force. That Mayor and Council contact the congressional delegation perhaps with a letter attached to the Resolution if passed, to encourage funding support for the Bureau of Reclamation to participate in a regional effort. Herb Kal: Local participation would be expected to contribute 50% of the cost of such study, mostly through in kind contribution -- is that just paying for the cost of the study or is this paying for the cost of the project. How do we define in kind? Hugh Holub: Both of them. The study; you have to have participation and then when we get to a project phase, again there are matching contribution requirements. One of the things that's going to be pursued with Congress is seeing if some of these projects cau be authorized without a local matching share. But ordinarily there is a local matching share required when you get a Federal Grant. Then worked out on a Grant to Grant basis, how much of that would be in kind work that the Town can do with Town Start; how much of it has to be dollars. MINI "1'1'~% OI.' I~, 1997 Herb Kal: I guess there's going to be some fresh water exchanges and recovery and 1 think the Town should be involved in where these fresh water wells will be getting water back to the Bureau or the Indians That's something we need to look at very carefully. Hugh Holub: We're trying to get through a network of 1GA's, absolute control over recovery wells within the Town. Ora Harm ls the effluent we're talking about, the portion that belongs to the Bureau? Hugh Holub: No, the Secretary has 28,000 feet of effluent but there's another considerable chunk of effluent that's continuing to be dumped in the river by Tucson without being utilized. We're going to have some effluent -- the goal is to look at all of the effluent, not just the Secretary's. Dave Atler: There's roughly 61,000 acre feet per year that is produced of effluent. The Secretary gets 28,200 acre feet and 1 believe there's been less than 10,000 acre feet per year used around the region o golf courses and agricultural uses. There's quite a bit left that's coming down the river. A motion was made by Herb Kal, seconded by Tom Clark and carried unanimously to approve Resolution 97-33. F. Sub-Regional Transportation Study Hurvie Davis: This issue has been before you. Previously with status reports. Dave Atler: We approached Mr. Luick to do a subregional transportation study for us. The cover for the book shows you what the study area was. This could act as our core transportation study that we could attach as new development areas come in. Mr. Luick: Mr, Luick spoke briefly on areas that need to be worked on. He commented on the difference between his study and that of the PAG. His study is looking at a 30 to 35 year time period whereas the study done by PAG is looking at a 20 year time period. He advised the study area currently shows about 4,000 homes and his study envisions a build out increase to about 26,000 homes. He advised a good indication that you have emerging transportation problems is when intersections start not to work well anymore. He spoke briefly on the study and a series of recommendations -- which can be found starting on page 37. He advised the study is lengthy, however he tried to word it so it would be easy to understand. He believes funding will be the most problematic area. He stated he is finished with the study and hopes the Town will continue to monitor what is happening with traffic and land use in the area. Dave Atler: Some of the main issues that Mr. Luick brought out this evening, have been timing and funding. The purpose of the graph was actually to target when we had to be in the ground, so we can start programming for the various things thal we had to do up until we get the construction done. The other issue associated with that was that Mr. Davis convinced the Regional Council to ask ADOT to include in their 5 year 12 MI~I"I'E~ {il.' Council Member Ham will be talking with the group this week. Ora Harn: Asked if it would be possible to have some sort of visual ready for Friday. She advised if we did something like that, maybe they'd have more of a concept of us not just wanting something else but showing that it is good planning for the whole northwest side. Hurvie Davis: I think it would be helpful if we had something, just a map or an aerial photograph or something of that nature. That's is a good idea and to point out the fact that it's almost 4 miles between the Cortaro interchange and the Avra Valley interchange and obviously Orange Grove, Ina and Cortaro -- those 3 interchanges could not handle the traffic both on the east and west side of the interstate. Ora Ham: I would like you to do one thing for me though on that visual, be sure to put in the Mountain View High School, if you could and Tortolita Jr. High to show that actually those 2 schools on the east side of the freeway are kind of bound in and the only routes they could use is Thornydale and Cortaro Road. They have constraints on how they can get in and out. This would actually relieve that kind of constraints. Dave Atler: Another issue that can be raised is in regards to safety and agrade crossing of the railroad. The school buses that you're talking about are having to cross that area. ADOT ignored issues such as outside influences on the capacity. They looked specifically within their right-of-way at the capacity and fanctionality of that interchange. 1 believe Mr. Davis mentioned recently that Union Pacific is talking about adding another line, maybe doubling the nnmber of trains that go through there. G. Pima Association of Governments Regional Council Meeting Agenda - Review for discussion and Direction Hurvie Davis: The agenda that you have before you is the agenda of the management committee. He advised Item #11 (the Transportation Improvement Program policies) has been removed from the agenda. He commented the TIP Subcommittee did a lot of work, and he wasn't faulting that. He suggested it go back to the Subcommittee to see that what is being proposed is best for us on the smaller jurisdictions. He further advised after the PAG meeting at 8:15 there will be a joint meeting with ADOT. It will be the first meeting in Tucson with our new representative, Ms Katy Doosenberry, who has been active in transportation in our County for a long time. Mayor and Council's Report Sherry Millner: The 20th Anniversary Committee went out and had a celebration last Saturday. We had a lot of fun -- we played golf and rode bumper boats. Mayor Honea: Council Member Sutton, Jocelyn and I were participants in the Highlands Golf Tournament for the Chamber of Commerce. It was my very first attempt at playing golf: I'm glad that everyone was patient with me and that the golf course was still usable when I got through. Manager's Report Hurvie Davis: I have received a report from the Arizona Department of Economic Security with some Arizona demographics. They talked about the population from July 1990 to July 1996. 1'11 read a paragraph sentence to you: "Ore Valley was Arizona's fastest growing incorporated place with a 221% increase, followed by Marana 172%, Gilbert /31%, San Luis 109%, and Prescott Valley by 89%. Ore Valley's population incidentally in 1996 was at 21,405 -- Town of Marana is 5,960 person." Just thought 1 would pass that information along to you. Most of the Water Department staffwith the exception of Ann Meaders has moved to the Old Police Department building. I believe the number is 616-4908 as opposed to a 682 exchange. We had some problems with the apparent low bidder for our spring chip seal program. I believe we will be awarding the contract to the second lowest bidder. We'll still be able to make our schedule. I've also dealt with several employee problems over the last couple of weeks. Apparently we've reached resolutions on those issues before they became major ones. We're still under way for the budget preparation. We'll be working on that, we have a lot of fine tuning to do before we can bring that budget to you. The July fourth celebration, we are having some difficulty in getting major sponsors. More so than we've had in the past. If any of you have anyone that wants to be a major sponsor for the fourth of July celebration we could use some help on that. Ora Ham: One other items that I think is important. 1 don't know if I can call Roxanne Ziegler a Council Member yet or not, but she and I have been working on setting some informational meetings for the bond program. We have selected May 12 at the Marana Town Recreational Center at 7:00 and May 15 at Wade Road at the Fire Department as Public Meetings where Pima County is going to bring out some staff and give information about the bonding program.
