APPROVAL QF AGENDA A motion was made by Tom Clark, seconded by Sharon Price and carried unanimously to approve agenda. VI. APPROVAL OF MINUTES A. April 19th, 1994, Regular Council Meeting A motion was made by Ed Honea, seconded by Betty Horrigan, and carried unanimously not to approve the minutes on April 19th because of discrepancy in date. B. May 10th, 1994, Regular Council Meeting - A motion was made by Ed Honea, seconded by Betty Horrigan, and unanimously approved 0 to 7. PETITIONS AND COMMENTS Georgia Acker, 11471 W. Grier Rd., Marana: She is concern about the MTC matter. She feels that the citizens of Marana need to be better informed about the building of the MTC, and she would like to request a public hearing on this matter, Janet O. Glever, PO box 6, Marana: She is concerned about the MTC matter. She feels that Marana does not need a prison. Ralph Wong, PO Box 99, Marana: He is concerned about the MTC matter, and feels we need a public hearing on this matter. MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL JUNE 7TH, 1994 E. Lorraine Price, 14018 N. Wentz Rd., Marana: She is concerned about the MTC matter, and would like to request a public hearing on this matter. David C. Morales, 13420 W. Price Lane, Marana: Would like to request a public hearing on the MTC matter. Kitty Wong, Box 463, Marana: She is concerned about the new MTC facility, would like to request a public hearing on this matter. Dick Kelly, 14399 N. Wentz, Marana: He concerned about the MTC facility, and would like to have a public hearing on this matter. He wanted an explanation on how we got this far without a public hearing, but Ora Ham explained that we could not have discussion if it was not on the agenda. J. D. Henley, 12321 W. Swanson Rd., Marana: He would like the Town of Marana to change its rules on having to go to your neighbors to ask permission to put a mobile home on a land or lot that has never had a mobile home before. He is also concerned with speeding on Swanson Street and would like the Police Dept. to set-up a "speed ~'ap". VIII. ANNOUNCEMENTS: IX. None. ORDER OF BUSINESS: A. Funding for Little League Mr. Mc Crea with Marana Little League informed the Town Cotmcil that the Little League was in financial trouble. He made a request to lend the Marana Little League Fund $1000.00. Vice President, Sally Pargas explained how the Marana Little League got into this financial trouble. President, Nick Heskins also helped explain how the Marana Little League got into this financial trouble. A motion was made by Ed Honea, seconded by Tom Clark, to give $1000.00 (gil~) on a one time basis to the Marana Little League. The motion carried with Helen Key voting Nay. B. Greater Tucson Economic Council - Membership fees for Fiscal Year 1993-94 Robert Gonzales with the Greater Tuscon Economic Council spoke of the services that the GTEC can offer the Town of Marana, and asked for membership fees. Ed Honea made a motion, and Tom Clark seconded the motion that the Town of Marana would donate $5,000 dollars to GTEC for FY 93-94, on the contingency that if there were already $2500 donated to that fund by our Corporate Sponsor, Westinghouse, then we would meet the other $2,500. C. Tucson Youth at Risk There was no representative that showed up at the Town Council Meeting on 6-7-94 D. Final Plat Map Of Parcel 3 By Ranch Holdings In The Continental Ranch Specific Plan 2 MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL JUNE 7TH, 1994 Ed Honea made a motion, seconded by Sharon Price and carried unanimously that the final plot map of parcel 3 in Continental Ranch be approved subject to the provisions of the Town Development code and there requirements of the Town Engineer. E. Final Plat Map Of Parcel 9 Of Richmond American In Thc Continental Ranch Specific Plan Sharon Price made a motion, seconded by Betty Horrigan and carried unanimously that the final plot map of Parcel 9 in Continental Ranch be approved subject to the provisions of the Town Development Code and the requirements of the Town Engineer. F. Final Plat Map Of Parcel 11 Of Ranch Holdings In The Continental Ranch Specific Plan A motion was made by Sharon Price, seconded by Tom Clark and carried unanimously that the final plat map of Parcel 11 in Continental Ranch be approved subject to the provisions of the Town Development Code and the requirements of the Town Engineer. G. Preliminary Plat Map Of Parcel 55 Of Ranch Holdings In The Continental Ranch Specific Plan A motion was made by Tom Clark, seconded by Sharon Price and carried unanimously that the Preliminary plat map of Parcel 55 In The Continental Ranch be approved subject to the provisions of the Town Development Code and the requirements of the Town Engineer. H. Budget Resale, Inc. - Request For Relief Of Town Of Marana Sales Tax Tom Parson with Budget Resale, Inc. spoke of financial hardship due to new store on Ina. He stated that their business was losing customers because they did not want to pay the Town's sales tax. Bill Rosenberry, owner of the company, also spoke regarding their fmancial situation. A motion was made by Ed Honea, seconded by Sharon Price that the sales tax relief request for Budget Resale, Inc. be denied. The motion carried 4 to 3 with Ora M. Ham voting no, Sharon Price voting yes, Tom Clark voting no, Ed Honea voting yes, Betty Horrigan voting yes, Herb Kal voting yes, and Helen Key voting no. There was a recess at 9:00 PM, We returned to Order of Business at 9:08 PM and all the Council Member were present. I. Fire Protection And Emergency Medical Services For The Town Of Marana Jeff Piechura, with Northwest Fire Department spoke about different options to choose from on this matter. Chris Penalton, with Rural Metro Fire Dept. also discussed options on fire protection. Atul Vachistha, with Rural Metro Fire Dept. spoke about services that he can offer the Marana Town. Dan Hochuli, Town Attorney, spoke about legal aspects regarding the fire protection issue. Hurvie E. Davis, Town Manager, brought about questions as to how we could generate funds to start a Municipal Fire Dept. Town Council discussed whether the people of Marana would want fire protection and at what cost. There was no motion or action. 3 MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL JUNE 7TH, 1994 J. United State Parachute Team - Request for Financial Support No Representative showed up, and no action was taken. K. Water Strategies Update Hurvie gave an update on the water issue. Resolution No. 94-05 - Requesting The Arizona Department Of Transportation To Authorize Transportation Assistance Funds Pursuant To A.R.S. Section 28~2602 A motion was made by Ora Ham, seconded by Herb Kal, and carried uninimously to approve resolution 94-05 authorizing the Town of Marana to make application to the Arizona Department of Transportation Assistance Funds (LTAF). M. Old Town Hall Building, Garage And Youth Center A motion was made by Ed Honea, seconded by Helen Key, and carried unanimously to move the youth center members to the Recreation Center on a temporary basis, and to demolish the two buildings, the Youth Center and the garage. N. Mayor's Report Ora had an oral report on the Marana Health Care Center issue. Town Manager's Report Hurvie E. Davis, Town Manager, will he back in Tucson on June 18, 1994. He will be going to his 40th High School Reunion. Hurvie also had a written report that was not discussed. X. Executive Session Pursuant To A.R.S. Section 38-431.03 (A) (1) For Discussion And Consideration Of Salary For The Town Manager A motion was made by Helen Key, seconded by Betty Horrigan, and carried unanimously to go into an Executive Session. The Council Members, and Hurvie E. Davis went into an Executive Session, the time being at 10:20 PM. Linda Gullotto, Receptionist, Left at 10:30 PM, and left a blank tape for recording the rest of the minutes. XI. Discussion And Action Regardin~ Salary Of Town Manager Meeting back in session at 10:43 PM, all members present. A motion was made by Ed Honea, seconded by Helen Key, and carried unanimously that the Town of Marana give a bonus to Hurvie E. Davis, Town Manager, in the amount of twenty thousand for the FY 93/94. Huvie E. Davis thanked the Council, and all of the Town Employees, stating that we all work together in a team work effort. Ora M. Ham thanked Hurvie E. Davis and said that he was doing a good job. Xll. Future Agenda Items Funding for Youth Programs - Betty Horrigan, Council Member Staff Space Needs - Helen Key, Council Member Producers Cotton Gin - Tom Clark, Council Member Marana's Founder's Day Funding - Sharon Price, Vice Mayor 4 MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL JUNE 7TH, 1994 Agreement with DOC - Ed Honea The Magistrate Court Position - Ed Honea Pima County is talking about putting a composting in the Town of Marana and they are saying that our ordinances are not up to standards. The Mayor would like the Town Attorney to look into this matter and have the matter put on the next agenda. Bank Protection Update - Betty Horrigan, Council Member XIII. Adjournment A motion was made by Ed Honea, Seconded by Betty Horrigan and carried unanimously to adjourn at 11:00 PM. APPROVAL OF AGENDA A motion was made by Tom Clark, seconded by Sharon Price and carried unanimously to approve the agenda. VI. ORDER OF BUSINESS A. Water Issues for the Town of Marana - Discussion/Action Hugh Holub suggesting a number of strategies for the Town to pursue regarding water issue. Ed Honea made a motion to send letter to Honorable George Miller, Mayor of the City of Tucson as well as a copy of draft of City of Tucson Water Service Policies. Ed Honea wanted to omit the words "sole provider", it will be replaced by the words "Primary Providers", Seconded by Betty Horrigan and unanimously approved 0 to 6, Tom Clark was excused at 8:10 PM., and did not vote. A motion was made by Ed Honea, seconded by Betty Horrigan, and carried unanimously to hire a new 20 hour a week staff member to assist Hurvie E. Davis with the water issue. A motion was made by Ora Ham, seconded by Ed Honea, and unanimously to seek bids on having a hydrology study done. A motion was made by Herb Kal, seconded by Helen Key, and carried unanimously to instruct water council to get together with Cortario Water to discuss agreement. VII. FUTURE AGENDA ITEMS None. VIII. ADJOURNMENT A motion was made by Betty Horrigan, seconded by Ed Honea and carried unanimously to adjourn. Time 9:00 PM.
