APPROVAL OF AGENDA A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to approve the agenda. _~_~. PETITIONS AND COMMENTS Mayor Ora Ham introduced Jan Lawson as the new director of the Chamber of Commerce. VII. ANNOUNCEMENTS Mayor Ora Harn announced that the Rotary Club will have a charity breakfast on April 16, 1994. Sharon Price announced that on April 12, 1994, there will be a Founders Day Committee meeting at the Continental Ranch Community Center. _VIII. ORDER OF BUSINESS A. Budget Resale. Inc. - Relief From Town Of Marana Sales Tax Hurvie Davis briefed thc Council on this item. Dan Hochnli stated that the Town is precluded, under the law, from ofl'ering a benefit to one organization without benefiting other similar organizations. He further stated that some creative things may be done by changing the Town Tax code. Mark Laster, Sam Villella, Bill Rosenberg, Budget Car Sales, 4375 W. Ina, Marana: They argued their case for sales tax relief, supported by their attorney, Tom Parsons of Stubbs & Schubart, 340 N. Main, Tucson. Mayor Ora Haru suggested that Budget's attorney, Tom Parsons, communicate with the Town Attorney and when Budget had a proposal that was legal, the Council would be willing to place them on another agenda. l~. _F¢0erol Air Ouality Couformi .ty Regulations For Transportation Projects Hurvie Davis gave a summary. Tom Swanson, Hank Eyrich, P.A.G., 177 N. Church//405, Tucson. They gave additional information. Northwest Tucson Active Management Area Replenishment Program Hurvie Davis gave a summary. Mark Stratton, Metro Water District, 7235 N. Paseo Del Norte; Hugh Holub, Marana Water Attorney, Dan Hochuli, and John Kal, PO Box 428 Marana.. They discussed the issue with Council and Staff and provided additional information, Recess. Time: 9:00 P.M. Back in session. Time: 9:17 P.M. All Council Members present. D. Appointment Of The Chairperson Of The 1994 Marana Founders Day Committee Mayor Ora Harn stated that Sharon Price would be willing to chair the Marana Founders Day Committee. A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to appoint Vice Mayor Sharon Price as Chairperson of the 1994 Marana Founders Day Committee. ~E. Final Discussion And Action For Communi~ Development Block Grant Project Dan Groseclose, 14200 W. Imogene Pl., Marana, gave a summary. A motion was made by Ed Honea, seconded by Betty Horrigau and carried 5-2, with Herb Kai and Sharon Price voting No, to submit the 1994 CDBG Ranking List #2 and to make clear that Marana gets as many service projects as it can get. (Copy attached) _. Codification Of Town Codes And Ordinances Into One Town Code Dan Hochuli expressed the need for thc Town to have one Town Code and recommended thc Town contract with the League of Arizona Cities and Towns. A motion was made by Ed Honea, seconded by Tom Clark and carried unanimously to have Staff retain the League of Cities and Towns and work with them to compile a Town Code. __G. Nuisance Ordinance Discussion / Direction Dan Hochuli stated that with the Codification of the Town Code the Nuisance Ordinance could be dealt with once they gave a summary. A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to take no action on the Nuisance Ordinance until the Town gets a draft of the Code Book from the League of Arizona Cities and Towns. Executive Session Pursuant To A.R.S. Section 38-431 (A)(4) For Disucssion With Town Attorney Regarding Dilts V. Town Of Marana A motion was made by Helen Key, seconded by Betty Horrigan and carried unanimously to go into Executive Session Pursuant To A.R,S. Section 38-431 (A)(4) For Discussion With Town Attorney Regarding Dilts V. Town Of Marana, In Executive Session. Time: 9:45 P.M. Back from Executive Session. Time: 10:25 P.M. _J. Annexation Of Ina And Thornydale Roads Area - Status And Future Course Of Action Postponed for a future agenda. _Ko Financial Allowances For Mayor And Council Hurvie Davis gave a summary and the Council discussed the issue. A motion was made by Herb Kai, seconded by Helen Key and failed 4-3 with Tom Clark, Ed Honea and Sharon Price voting No with the Mayor abstaining and Betty Horrigan, Herb Kal, Helen Key voting Yes, to grant to the Mayor up to $50.00 per month for documented Cellular phone calls and documented mileage at $0.28 per mile. A motion was made by Ed Honea granting the Mayor $200 per month for expenses. Motion died for lack of a second. A motion was made by Helen Key, seconded by Sharon Price and carried unanimously to continue this Item to a future Agenda. L. Town Retrgat - Approval Of Date And Location Hurvie Davis stated that he had contacted Trico Electric and they offered the use of their facility and would provide coffee and rolls. Date set for Wednesday, May 4, 1994, 8:30 A.M. to 4:30 P.M. There will be no guest speakers at the Retreat as they take up too much time and little work gets done. MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL APRIL 5, 1994 Mayor's Report Mayor Ham reported that she and Hurvie Davis are planning on calling Barb Kirschner, CEO of Whiteco, for a gift billboard saying "Welcome to the Town of Marana" on Orange Grove Rd. N. Town ~ Written report on file. FUTURE AGENDA ITEMS A. Ed Honea: Financial Allowance for the Mayor. B. Tom Clark: Marana Park curfew, or "adopt a road" program to clean up the road near the park. ADJOURNMENT A motion was made by Sharon Price, seconded by Tom Clark and carried unanimously to adjourn. Time: 11:05 P.M.
