Community. Development Block Grant Funds Requests For The Year 1994. A motion was made by Ed Honea, seconded by Tom Clark and carried 5-0 to enter into Public Hearing on Item VIII~A Community Development Block Grant Funds Requests for The Year 1994. Time: 7:06 P.M.. Dan Groseclose, 14200 W. Imogene Pl., Marana AZ 85653, made a brief statement. A motion was made by Betty Horrigan, seconded by Tom Clark and carried 5-0 to come out of Public Hearing on Item VIII-A. Time: 7:10 P.M. ~B. Amendment To The Town Of Marana Development Code By Adding Two Sections: 05,10,10 _RV Recreational Vehicle And 05.10.11 MH Manufactured Housing. A motion was made by Betty Horrigan, seconded by Ed Honea and carried 5-0 to enter into Public Hearing on Item VIII-B Amendment To The Town Of Marana Development Code By Adding Two Sections: 05.10.10 RV Recreational Vehicle And 05.10. ! ! ME Manufactured Housing. Time: 7:11 P.M. A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to come out of public hearing on ltem VIII-B. Time: 7:14 P.M. C~. Rezoning, 7.55 Acre Parcel Of Land Located South Of Linde Vista Blvd. And West Of Hartman Road, From "E" To "R-6" Single Family Residential. A motion was made by Tom Clark, seconded by Betty Horrigan to enter into Public Hearing on Item VII]-C Rezoning Of 7.55 Acre Parcel Of Land Located South Of Linda Vista Blvd. And West Of Hartman Road, From "E" To "R-6" Single Family Residential. A motion was made by Herb Kal, seconded by Tom Clark and carried 5-0 to come out of Public Hearing on Rem VIII-C, Time: 7:29 P.M. ORDER OF BUSINESS A. Presentation To Heath Duncan For His Heroism. Heath Duncan and family were called up by the Vice Mayor. The Vice Mayor summarized Heath's actions and then presented Heath with a Certificate of Appreciation for his act of heroism. _B. Request For Paving Of Barnett Road - Lynn Cherry.. C. Lynn Cherry, 12160 W. Barnett: he stated his concerns for the condition of the road. C_C,. Ordinance 94.07 Amending The Town Of Marana Development Code By Adding Two Sectigns: 05,1040 RV Recreational Vehicle And 05.10.11 Mit Manufactured Housing. A motion was made by Ed Honea, seconded by Betty Horrigan and carried 5~0 to send Ordinance 94.07 Amending the Town of Marana Development Code by adding two sections: 5.10.10 and 5.10.1I back to the Planning Commission. ~. Request For Zoning Of 7,55 Acre Parcel Of Land Located South Of Linde Vista Blvd. And West Of Hartman Road, From "E" To "R-6" Single Family Residential. A motion was made by Ed Honea, seconded by Herb Kal and carried unanimously to adopt Ordinance 94.06. ~. Ranking Of Community. Development Block Grant Requests For 1994. Dan Groseclose made some comments on the CDBG ranking list. A motion was made by Ed Hones, seconded by Betty Horrigan and carried unanimously to accept as presented the 1994 CDBG rankings after a confirmation, (Attached.) Recess. Time: 8:05 P,M. Reconvene. All Council Members present except for the Mayor and Helen Key. Time: 8:30 P.M. Dan Groseclose spoke on the revisions to the CDBG rankings. A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to approve the CDBG rankings as presented after a double check. ]~. Court Personnel And Operation Of The Marana Municipal Court - Judge George Kline Magistrate Kline spoke of the Court's workload and needs A motion was made by Ed Honea, seconded by Bett~ Horrigan to approve the Court equipment upgrade with the photocopier on a pro-rated lease option, with total expenses not to exceed $9,000. Judge Kline then spoke of needing a maintenance agreement and Ed Honea amended his motion to include the maintenance agreement and an expense total of $10,000 instead of $9,000. After discussion with the Town Attorney advising the Council that Ed Honea could amend his motion and Betty Horrigan could second it, the motion carried unanimously. General Salary. Adjustment For Town Employees. Hurvie Davis gave a summary. Then Council and Staff worked out the details. A motion was made by Ed Hones, seconded by Herb Kal and carried unanimously for a.) all hourly employees to receive a 5% pay raise and b.) for all salaried workers to receive a 5% pay raise rounded up to the nearest $100 and c.) a 5% increase for professional service employees in their hourly rate all effective retroactively to October 30, 1993. The Town Attorney wanted to be sure the raises went only to those that the Council intended. The motion was amended by Ed Honea, seconded by Betty Horrigan and carried unanimously to specify that part C is for the Town attorney and the Town engineering company. U- Reallocation Of 1991 Communi .fy Development Block Grant Loan Program TO The M~r~u!a Clinic Building Program. Dan Groseclose gave a summary. Ed Honea objected to the procedure for this proposal but supported the project, A motion was made by Ed Honea, seconded by Tom Clark and carried unanimously to table the item and send it back to the CDBG Committee to work out the details. I. Town Of Marana Annexation Statement - Discussion - Action. Ed Honea gave a summary, commentary and recommendation. A motion was made by Ed Itonea, seconded by Betty Horrigan and carried unanimously to send a letter to the homeowner's association apologizing for leading them to believe that they would be annexed and explaining the Town's annexation policy. A motion was made by Ed Honea, seconded by Betty Horrigan and carried unanimously to set up an annexation task fome of three Council members and the senior Staff (Hurvie Davis, Sandra Groseclose, Gerald Flannery and Roy Cuaron) and three members of the public to be appointed by the mayor and approved by the council. Ed Honea amended his motion to include the Town Planner in the Annexation Task Force. It was seconded by Betty Horrigan and carried unanimously to set up the Task Force as amended. _J.
