APPROVAL OF MINUTES A motion was made by Tom Clark, seconded by Ed Honea and carried unanimously to approve the minutes of Regular meeting of Septem- ber 7, 1993 with a correction on page 4 to change "who is" to "who was" and approve the minutes of Special meeting of October 28, 1993. Report Written reports are on file. XI= ORDER OF BUSINESS A_~ Mar4ni Seniors ~rggram - Helen Hartfield Helen Hartfield, 17710 W. Wolcott, Maralqa Helen Hartfield addressed the Council expressing the need for the Senior Program to comtinue that she has been attending since 1974 and it is the only place for seniors to socialize and get a full meal. Helen asked that the Council reconsider even if most of those attending live outside the Town limits. 2 MINUTES OF REGULAR C.C:_OUNCZL MEETZNG MARANA TOW~ COUNCIL NOVEMBER 16~ 1993 A motion was made by Ed Honea, seconded by Helen Key and carried unanimously to continue to support the Seniors program for the up coming year (1994) ~ Continental Ranch Specific Plan Revision: Pulte Homes REquest For Reduced Front Yard Setback For Parcels 128 and 18 - Continued from November _2~ 1993 John Wood, of WLB addressed the Council explaining the reason for their request and displayed illustrations on how this would be attained. A motion was made by Ed Honea, seconded by Herb Kal to direct Pulte Homes to return to Planning and Zoning Commission with a new proposal. The motion carried 5 to 2 with Tom clark and Helen Key voting Nay. C= S__an~a ~rUz Va~ Water pistrict Board of Directors Makeup Hugh Holub updated the Council on the Water District. A motion was made by Ed Honea, seconded by Betty Horrigan to accept the alternate governance proposal and approve item which would guarantee one member from either Marana, South Tuc- son, Otc Valley or Pinal County and as long as this board of directors does not exceed 11 members. The motion carried 6 to 1 with Tom Clark voting Nay. A motion was made by Ed Honea, seconded by Herb Kal and unanimously the Town of Marana would not accept any voting for the City of Tucson for any reason. carried weighted D. Marana Founders Day - Transfer To The Greater ~a~ana Avra Vallex Chamber Of Commerce. Dan McQuade 16602 W. Calle Carmelito, Tucson Dan McQuade addressed the Council stating the Chamber would like to preside over the Marana Founders Day event. The Chamber ~ould need about $1000.00 seed money. Ed Honea stated that Founders Day should be turned over to the Chamber because they have more time to do this and it would be a money maker for the Chamber. Helen Key asked if this would be a money maker for the Chamber only. Herb Kal stated that maybe a percent could be earmarked to a Town project. Sharon Price stated that the Chamber would be responsible for insurance and any damages. 3 MINUTES OF REGULAR COUNCIL MEETING MARANA TOWN COUNCIL ~OVEMBER ~ 1993 Ora Ham suggested that members of the Chamber and the Day Committee draw up some by-laws and work out a agreement and come back to the Council for discussion. suitable Dan McQuade concurred with Ora Ham's suggestion. Sombrero Peak Estates A motion was made by Ed Honea, seconded by Tom Clark and carried unanimously to approve the Sombrero Peak Estates final plat subject to comments of the 'Town Engineer, utility requirements, codes and ordinances. R_~uest For Prellminar~ Plat Removal And Conditioor a~Lin¢l Pl,a~ Approval For Parcel ~ Continental Ranch A motion was made by Ed Honea, seconded by Sharon Price and carried unanimously to approve the preliminary plat for Parcel 10 in the Continental Ranch specific plan and conditional approval of the final plat map as conditioned in Planning Commission Resolution ~ 93-06. (this item was removed) Amending Title 5 HI Heavz Industrial A motion was made by Ed Honea, seconded by Helen Key unanimously to amend Title 5 HI Heavy Industrial as by the Planning Commission. and carried recommended I_~ AmendiD_~q Title 5 R-16 Single Famil~ Residential A motion was made by Ed Honea, seconded by Sharon Price and carried unanimously to approve the amendment to Title 5, R-16 Single Family Residential as recommended by the Planning Commis- sion. 3~. Avra Valle_c_y_ Air~% - Future Annexation Studies After some discussion it was determined that the Town is seeking to annex the Avra Valley Airport in the near future. not It was recommended that the Council develop a annexation policy within the next twelve months. Animal Control Ordinance Amendment ]'he final changes have been added to the code for the Council to review. Once Council has had time to review the new code it will be brought back to the Council for approval. ~_~. Intergovernmental A~reement Pima County - Finalize - Resolution Dan Hochuli stated that the IGA has been sent to the County Attorney's office and it has yet to go before the Pima County Board of Supervisors. Once they have approved the IGA it will be returned to us f~r our passage and signatures. O. Postin~ O__f_ A_~endas In New Area A motion was made by Ed Honea, seconded by Sharon Price and carried unanimously to post Council Agendas at ANCO, Safeway and Frye and the Town Hall Annex/Police Substation in addition to the current posting locations. Q__= A~ointment Of Th% Northwest Fire District Emer e~[~ c~ Services Commission A motion was made by Ed Honea, seconded by Betty Norrigan and carried unanimously to approve Mayor Ora Ham's recommendation to appoint 3ease 3ones to the Northwest Fire District Emergency Services Commission, to fill the vacancy that was left by Michael kandroche' R.
