Ed Honea declared a conflict with item ~2 of the executive ses-
sion as it pertains to a member of his family. He was excused
from executive session for item #2. (copy on file)
A motion was made by Betty Horrigan, seconded by Tom Clark and
carried unanimously to go into executive session. Time: 7:19

To Marana Anima~ Control Code.
Dan Hochuli addressed the Council giving them a brief overview of
the IGA Intergovernmental Agreement and amendments to the Marana
Animal Control Code.

Charlyne Abbett expressed the need for 24 hour removal of
waste in the Continental Ranch area.

Boundaries
A motion was made by Ed Honea, seconded by Sharon Price and
carried unanimously to approve the request of the Northwest Fire
District to annex that area of land defined in their letter and
map to the Town dated September 7, 1993. (see attached letter
and map)
~ Catholic Commuoity ~rv~ce8 Coptract
After some discussion and the understanding that the diminished
number of participants and of these a small percentage of the
program participants are residents of the Town and the Town's
limited financial resources, it was recommended that the Town
terminate the contract with catholic Community Services. It is
also the understanding that the Halberg Center will be providing
these services in the near future for those county residents now
attending the Town's program~
A motion was made by Ed Honea, seconded by Betty Horrigan that
the Town Of Marana terminate its contract with Catholic Community
Services effective 3anuary 7, 1994. The motion carried 6 to 1
with Helen Key voting nay.
Co Ina Thornydale Annexation Discussion/UPdate
Hurvie Davis updated the Council on the Annexation and stated
that many people are working very hard. "It may be a squeaker but
we are anticipate success."
A motion was made by Herb Kai, seconded by Ed Honea that if the
Town of Marana is successful in it's annexation efforts of the
Ina Thornydale Area, the Town establish a Business Advisory
Committee consisting of not more than fifteen members to advise
the Town of issues and concerns of businesses. The Town also
commit to retain a professional traffic consultant to develop
recommendations for transportation improvements in the area, to
improve circulation access and that the consultant work with
staff, Business Advisory Committee and individual business and
property owners.

Hurvie Davis stated that none of the Pre-Annexation Agreements
were ready, as the attorneys for these businesses are still look-
ing them over.

A motion Was made by Sharon Price, seconded by Tom Clark and
carried unanimously to direct the Town Attorney to draft a letter
to Victim Witness stating the Town's position regarding the
sentencing of Barbara Honea.
Ed Honea returned to the dais.
F. Town Hall Meetin~ /~o Discuss WaKer Quality Concerns

Hurvie Davis stated that since the blending of the two wells has
improved the quality of the water and the concerns of the citi-
zens has seemed to diminish, he would recommend holding off on
this meeting and at that time staff may be more able to provide
experts to answer citizens questions.
Ed Honea stated that since there are 200 residents in the Honea
Heights area and none elected to attend this meeting, except for
Mr. Condit and himself that most likely no one would attend a
special meeting either.
Hurvie Davis added that staff would continue to do what we can to
identify the problem. The Town has contacted the County Health
Department as a citizen reported that some septic systems may be
too close to the wells.
