Sharon Price abstained. and as VII. PETIIIOBS ~BD COMMENTS None VIII. ANNOUNCEMEMT$ George Kline, Magistrate for the Marana Court introduced Diane Benning who is the new Chief Court Clerk. Diane worked for Oro Valley Courts for two years and has a Bachelor of Science Degree in Sociology and Criminal Justice from Grand Canyon University. 1 MINUTES OF REGULAR COUNCIL MEETING,,, MARINA ~OWN ~OUNCIL JULY 20, ~993 Ora Ham announced that July 31, 1993 the Marana Health Center is having a Health Fair where free school physicals and shots will be available along with game and food from 8:00 A.M. to 1:00 Tom Clark stated that Kelly Trees will be giving away trees and a flyer is posted in the Lobby. Sharon Price added that trees will be given away August 14, 1993 at Continental Ranch. IX. PUBLIC HEARING A. Discussion of FY 93-94 Tentative Bufget B Amendments /~o Chapter ~ O~f The TOWn. An R~V i Recreation Vehicle ZQDe ARd ~ M~H i Manufacture~d Housing ZoD.9 A motion was made by Eddie Honea, seconded by Sharon Price and carried unanimously to go into public hearing on Discussion of FY 93-94 Tentative Budget. Time: 7:12 A motion was made by Helen Key, seconded by Betty Horrigan and carried unanimously to come out of public hearing on Discussion of FY 93-94 Tentative Budget. Time: 7:20 P.M. A motion was made by Eddie Honea, seconded by Sharon Price and carried unanimously to go into public hearing Amendments to Chapter 5 of the Town Of Marana's Development Code by adding an RV - Recreational Vehicle Zone and a NH - Manufactured Housing Zone. Time: 7:21 P.M. Hurvie Davis gave an overview of the development code changes and stated that the Planning and Zoning Commission recommended the approval of the amendment to Chapter 5 of the Development Code. Mn Davis also added that Marc Palkowitsh who owns property in the Tangerine Area requested a postponement of any action on this for 30 days until Mr. Palkowitsh has time to review and provide input to the Town. A motion was made by Herb Kal, seconded by Eddie Honea and car- ried unanimously to come out of public hearing on Amendments to Chapter 5 of the Town Of Marana's Development Code by adding an RV - Recreational Vehicle Zone and MH - Manufactured Housing Zone. ORDER O__~E BUSINESS A~ Pima CoMnty Regional Landfill Hurvie Davis addressed this issue as no one from the County was in attendance. Hurvie Davis stated that as far as he can tell the purpose is to set up a pollution control corporation of which Marana would have a representative, Oro Valley would have a representative, South Tucson a representative, Pima County would have three and City of Tucson three or four. This group would oversee the regional landfill and act on funding for the land- fill. Ora Ham stated that this would come back to the Council once more information was obtained. Resolution Nq. 95-27 L Community Develop.Kent ~.lock Gran% ~Qntract Extensio~ and Intergovernmental A~reement A motion was made by Eddie Honea, seconded by Betty Horrigan and carried unanimously to adopt Resolution 93-27 Community Develop- ment. Block Grant Contract Extension and Intergovernmental Agree- ment lo Manage the Program. D~. Discussion Of F_%Y 93-94 Tentative Budge~ Eddie Honea suggested that the Town include $20,000 in the Town Budget for the Greater/Marana Chamber of Commerce for Economic Development. Ora Ham and Helen Key also spoke in favor of this. E__=. Emergenc~ Access~ T_Do Adoni~ AO¢ Harana Estates Su~divi~.ion Hurvie Davis stated that perhaps we could work with the individu- al, that has a private farm road, to provide access to Marana Estates and Adonis on an emergency basis. Also we may be able to grade along the north right-of-way of the Southern Pacific Rail- road tracks from Tortolita Mountain Road to the Amole crossing. 3 MINUTES OE REGULAR EOUNCIL MEET.ING, ~ARANA TOWN COUNCIL JULY gO, ~993 ~ ~ppoint Hurvie's Davis Chief Fiscal Officer Through J__un~ 30, 1~94 A motion was made by Eddie Honea, seconded by Betty Horrigan and carried unanimously to appoint Hurvie Davis as Chief Fiscal Officer for the Town of Marana through June 30, 1994. ~ Intergovernmental Agreement Witch Pima ~ounty Animal ~ontrol Sharon Price stated that she and Police Chief Dave Smith are working on this and provided the Council with a copy of the Town ordinance on Animal Control and a copy of the Town's past Inter- governmental Agreement (IGA) with Pima County and a copy of Oro Valley's IGA. Police Chief Dave Smith introduced Art Ruff, Director of Animal Control for Pima County. Mr. Art Ruff Director of Animal Control for Pima County stated that the cost ceiling would be $10,000 less revenues received in fines and licensing. Sharon Price recommended that $10,000 be allocated in the Budget for the Intergovernmental Agreement with Pima County Animal Control. Ora Ham asked that Hurvie Davis, Sharon Price and Dave Smith put an IGA together for the next Council Meeting. H__:.. Mayor's Report Ora Ham reported on the up coming Council Retreat. Mayor Ora Ham, Town Manager Hurvie Davis and Vice Mayor Sharon Price met with Mayor Lee Elliott and Chuck Sweet Oro Valley's Town Manager. I. TO.~O Manager's Eeport A written report is on file. XI.
