MINUTES OF SPECIAL CQUNC~L MEETING~ MARANA TOWN COUNCIL SEPTEMBER 29~ 1992 DATE September 29, 1992 PLACE Marana Junior High School Auditorium I, CALL T_O_O ORDER At 7:03 P,M. by Mayor Ora Ham II. APPROVAL OF 8GENDA A motion was made by Bill Schisler, seconded by Eddie Honea carried unanimously to approve the agenda as submitted. and VI. PUBLIC HE~I.~G.- PROPOSED ANNE~ATIQN- INA/THORNYD~L~ A motion was made by Bill Schisler, seconded by Helen Key and carried unanimously to go into Public Hearing - Proposed Annexa- tion Ina/Thornydale. Time: 7:08 P.M, Town Manager Hurvie Davis addressed the Council and audience giving a brief overview of the Ina Road/Thornydale Proposed Annexation area and the steps the Town will follow in this annex- ation. Police Chief David Smith also addressed the Council and audience covering the philosophies of the Marana Police Department and the Park Talk and Walk program. ~INUTES OF SPECIAL COUNCIL MEETING MARANA TOWN COUNCIL SEPTEMBER 2~9~ 1992 1. Barry Kitay, 4134 N. Oracle Rd., Tucson, AZ 85705 Barry Kitay stated he was the owner of property in the Ina and Oldfather area and asked what benefits would there be for him to annex into Marana. Town Manager Hurvie Davis stated that the Town has approved locating a Police Sub-station and Town Hall Annex in the proposed annexed area. Many services would be the same such as fire protection, water, refuge, and utilities. We feel we will excel in activities such as developmental services and police serv- ices. Mr. Kitay also asked about zoning and if his zoning would change or would it remain the same. Town Manager Hurvie Davis stated he would find out the answers an get back with him. 2. Steve Hatting, 3781W. Ina Rd, Burger King Restaurant. Mr. Hatting stated he had problems when another one of his res~- taurants that annexed into the City of Tucson with changes. He also asked how his property tax would be effected and has con- terns about the Police protection and if only two or three offi- cers were on duty there would be a response time of 30 minutes or longer. What about building permits and signage and what will happen with the roads and who will pay for making Ina Road and I-1© like that at Orange Grove and 1-10. Mr. Hatting said there is no reason to anne× into Marana and he would have to deal with a locality 10 miles away. Police Chief David Smith stated that this area is currently serviced by the Pima County Sheriff's department and statistics show the emergency response time is relatively good less than 5 minutes, but the response time to shop lifters, to thefts, to car burglaries ranges from 1 hour to 1 1/2 hours because of the lack of personnel. With the annexation we would have 10 to 11 offi-~ cers in the department. We work in districts and we would have 4 to 5 officers in your area 24 hours a day and our response time now is less than 5 minutes to all calls. The proposed sub- station would be closer than the one the Sheriff's department currently has. Mayor Ora Ham added that we have our own dispatching systems and we don't have to wait for someone to triage as to who has the most urgent call. Ora Ham introduced Run Caviglia who we have hired as a consult.- ant to the Town Of Marana. 2 MINUTES OF SPEC.~L_ COUNCI_LL MEETING, MARANA TOWN COUNCIL. SEPTEMBER 2_9~. 1992 Ron Cavig]ia stated he is working for the Town of Marana and also w/th some of the major property owners in the area to try to bring this annexation to a positive conclusion. He further stated that he intends to meet with each individual 210 property owners and answer any specific questions they may have. The zoning Mill transition from the existing Pima County zoning to what the Town Of Marana zoning is. The City of Tucson has over 30 zoning classifications and the Town of Marana has only 5 which makes thing much simpler. There are plans to have meetings out in the area and meet with groups of business owners and property owners in a much smaller and informal basis. Jim Stevenson, trustee for property on Ina Rd. Jim Stevenson asked about tax on commercial rental. Betty Horrigan stated that there is a 2~ tax on rental property. A motion was made by Bill Schisler, seconded by Helen Key and carried unanimously to come out of Public Hearing - Proposed Annexation Ina/Thornydale. Time: 7:39 P.M.
