APPROVAL OF AGENDA A mo~ion was made by Doug Mostyn, seconded by Eddie Honea and carried unanimously to accept the Amended Agenda changing Executive Session Items G and I to Items G and J and moving Items E and I before Item A in the Order of Business. VI. APPROVAL OF MINUTES A. Regular Meeting, June 16, 1992 B. Special Meeting, June 25, 1992 C. Special Meeting, June 30, 1992 Helen Key requested that the minutes of put in the correct order for approval at these three meetings the next meeting. be VII. PETITIONS AND COMMENTS None MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL, JULY 21, 1992 ViII~ ANNOUNCEMENTS Town Clerk Sandra Groseclose's grandson Philip Raymond Jordan was born on 07/19/92. The last panel for the Avra Va!ley-Tortolita Comprehensive Board will be at Estes Elementary School Multi-Purpose Room at either 6 P.M. or 6:30 P.M. on August 4, 1992. There will be a meeting on August 15, 1992 at 9 A.M. at Marana Town Hall with Cortaro Water Users regarding flood control. XI. EXECUTIVE SESSION Pursuant to A.R.S. 38-431.03 (A)(1) & (3), to discuss or consult for legal advice with the Town Attorney regarding Order of Business Items G & J. A motion was made by Elwin Clifton~ seconded by Eddie Honea and carried unanimously to go into executive session pursuant to a.R.S. 38-431.03 (A)(1) & (3). Time: 07:14 P.M. Back in Session Time: 7:30 P.M. All Council Members have returned to the Council Chambers. X. STAFF REPORTS A motion was made by Bill Schisler, seconded by Eddie Honea carried unanimously to accept all staff reports A through K. and XI. ORDER OF BUSINESS I_~. DISCUSS.ION O_~FM~RANA POOL A motion was made by Doug Mostyn, seconded by Bill Schisler and carried unanimously to hear Dan Felix, director of Pima County Parks and Recreation Department, speak to this. Mr. Felix expressed Pima County's interests. A motion was made by Bill Schisler and seconded by Doug Mostyn to hold off on this decision until we have a better understanding of what the school will do and advice from our financial advisor. The motion carried with Mayor Harn voting Nay. ~ TANGERINE RO.AD LANDFILL, NON-HAZARDOUS LIOUID WASTE DISPOSAL: STATUS REPORT ON RITA ROAD AQUIFER PROTECTION PERMIT FROM ADEQ Kathleen Chavez from Pima County Wastewater Management gave a status report on the Rita Road Aquifer. A motion was made by Sill Schisler, seconded by Doug Mostyn and carried unanimously to send a letter to George Brinsko, director of Wastewater Management, demanding Pima County reply to the Marana Town Council with their testing results of both the monitoring wells and leachate sampling. APPOINTMENT OF WATER DIRECTOR FOR THE MARANA MUNICIPAL WATER SYSTEM A motion was made by Bill Schisier, seconded by Eddie Honea and carried unanimously to go on to the next Agenda item. B. ACCEPTANCE OF RESIGNATIONS OF TE~Ry BOWN AND SHARON PRICE FROM THE TOWN OF MARANA PLANNING & ZONING COMMISSION AND THE 1992-!~93 BUDGET COMMITTEE A motion was made by Eddie Honea. seconded by Doug Mostyn and carried unanimously to accept Theresa Bown's letter of resignation effective July 13, 1992 and Sharon Price's letter of resignation effective June 30, 1992 from the Planning & Zoning Commission and the 1992-1993 Budget Committee with regret. ACCEPTANCE OF RESIGNAT.ION O_~ CHUCK DINAUER, PLANNING & ZONING ADMINISTRATOR A motion was made by Doug Mostyn, seconded by Bill Schisler and carried unanimously to accept the resignation of Chuck Dinauer, Planning & Zoning Administrator e~fective August 31, 1992. ACCEPTANCE O__F RESIGNATION OF THOMAS DICKERSON, RECREATION SITE MANAGER A motion was made by Eddie Honea, seconded by Bill Schisler and carried unanimously to accept the resignation of Thomas Dickerson, Recreation Site Manager effective July 24, 1992. RESOLUTION NO. 92-26: AUTHORIZING THE TOWN OF MARANA T__QO ENTER INTO AN ADDENDUM TO A_~_N IGA WITH THE TOWN O__F_ QRQ VALLEY FOR POLICE COMMUNICATIONS SERVICES A motion was made by Bill Schisler, seconded by Eddie Honea and carried unanimously to adopt Resolution No. 92-26 authorizing the Town of Marana to enter into an addendum to an IGA with the Town o~ Oro Valley for police communications services. G. METHOD OF APPOINTMENT OF TOWN MANAGER A motion was made and amended by Eddie Honea, seconded by Elwin Clifton and carried unanimously that the screening committee for Town Manager consist of Ora Harn, Doug Mostyn, Bill Schis!er and South Tucson City Manager William Ponder if he is available. H. RESOLUTION 92-25: DECLARING TOWN OF MARANA'S INTENT TO COMPLY WITH THE AMERICANS WITH DISABILITIES ACT A~D APPOINTING VICK CHARNIS AS THE TOWN'S ADA COORDINATOR A motion was made by Doug Mostyn, seconded by Bill Schis!er and carried unanimously adopting Resolution 92-25 declaring Town of Marana's intent to comply with the Americans With Disabilities Act and appointing Vick Charnis as the Town's ADA Coordinator. ACCEPTANCE OF RESIGNATION OF COUNCILMEMBER ELWIN ~LIFTON EFFECTIVE AUGUST 1, 1992 AND METHOD TO BE USED TO FILL RESULTING VACANCY Elwin Clifton requested a transcipt be sent to Father Nacho of his public apology to Father Nacho for judging him regarding the liquor license. A motion was made by Sharon Price and seconded by Bill Schisler accepting the resignation of Council Member Elwin Clifton with regret and a big thank you to become effective August t~ 1992, The motion carried with Doug Mostyn voting Nay. A motion was made by Eddie Honea and seconded by Bill Schisler and amended to conduct interviews and do the appointment on August 4, 1992 unless there are more than four candidates and then a special meeting will be called. The motion carried with Helen Key and Ora Ham voting Nay. K. MAYOR'S REPORT Council retreat was successful. The Ina Road Annexation will be presented to the Planning & Zoning Commission this month and will be on the Agenda of the August 4, 1992 Regular Council Meeting. Recreation Center - The school has helped with the camp an~ Pima County has helped with supplies. Pat Soria has been hired to replace Thomas Dickerson. XI. FUTURE ~ENDA ITEMS Action for acceptance of Russell Dove's resignation from the Planning & Zoning Commission. The need to appoint some people to the Planning & Zoning Commission or there will not be a quorum. Possible appointments to Planning & Zoning and Budget Committees. XII. ADJOURNMENT A motion was made by Doug Mostyn, seconded by Eddie carried unanimously to adjourn. Time: 9:27 P.M. ELECTED OFFICIAL TRAINING SESSION - Presented ~ Jack Debol- ~kX of the League ef Arizona Cities and Towns Jack Deboleky gave a brief history of the League and provided an information packet to each Council Member and staff in attend ,/II. Jane Reddin aisc pro- vided a hand out. Willaim Farreil discussed Liability Issues and answered questions from those present. VIII. LUNCH Lunc:h was from 12:30 P.M. until 2:45 P.M. ALI Council Member have returned and two additional staff members have joined the retreat: Dave Smith, Police Chief and Bob Kern, Public Works Superintendent. 41,WUTE., OF SPECIAL STUDY SESSION aND RETREAT. MaRANA TONN COUN- TOWN COUNCIL DISCUSSION WITH STAFF REGARDING GOALS AND OBJECTIVES Mayor Ora Ham asked that thank you senters and Hosts. letters be sent to our pre- Ora Harn asked that each Department Head and Council Member discuss their goals, objectives and be open and honest. Bil~ Schisler asked that we di~cuo~ the direction we are going as a team and how we feel about staff and how staff feels about the Council. Each department head and Council Member discussed concerns, ideas and goals: Community Relations. staff. Customer Service - Present a program to If an issue concerns a department, that department head should have the opportunity to address the Council and not have the ~own Manager answer the question for them. Each supervisor has a responsibility bo convey information back to staff and do it in as positive a wa>' as possible. Encourage Council to read packets early enough so they may con- tact Department Heads with concerns and questions prior to tile Council Meeting. Bob, stated he will be video taping the road inventory this ~ay aisc help if there is a need to go to court. Pla/ground equipment is needed in the park for tots. Council Members are not to delegate tasks to staff without going through the Council, Department Heads are ne longer required to attend Council Meet- ings. Quarterly meetings are to be scheduled for Department Heads and Council Members in a Round Table setting. Recognition of staff - years of service, no absenteeism etc. Example: Ice Cream Social Council Members make hamburgers for staff-picnic, etc. Plan a retreat for Council only.
