BUILDING GENERAL OFFICE ~ Work continues on development of a new pool and spa code for the Town. ~ Administrative staff is working with Accenture Golf construction crew and advanced planning staff on review and approval of skyboxes, grandstands and viewing platforms for the upcoming Accenture golf event. ~ Work continues on production of a green building white paper and we are in the initial planning stage of a green building program for the Town. RITZ CARLTON RESORT DOVE MOUNTAIN ~ Ritz projects continue to keep our plan review and inspection staff very busy. -2- ~ Construction on the hotel is in steady progress. Construction is almost complete on the clubhouse and related buildings and the grand opening is planned mid January. ~ Administrative and plan review staff continue to attend regular meetings at the job Ritz site bi-weekly on Wednesdays. CAPITAL IMPROVEMENT PROJECTS SILVERBELL ROAD INTERCEPTOR PROJECT:1999-OSO ~ Silverbell and Ina Rd. final lift of asphalt has been placed. ~ Temporary striping has been placed on Silverbell and Ina Rd. ~ Median pavers have been placed. ~ Minor areas of riprap still remain to be placed. ~ Landscaping work is continuing along the west side of Silverbell Rd. Concrete foundations for the art features are in place awaiting obelisks and art work from the artist. ~ The sidewalk and curb & gutter have been completed. (minor sections remain due to construction access needs) ~ Phase I work in the District Park continues with earthworks, grading and utilities. ~ Value engineering, environmental concern monitoring, testing, quality control and assurance are on-going daily. The project has had no reported safety issues. THORNYDALE ROAD PROJECT: ~ The project has entered the landscape establishment period and landscape maintenance is ongoing by the contractor. ~ Some minor punchlist work remains to be completed. ~ Relative to Council's decision to abandon the one foot strip of Town right-of-way to the east side of the new noise wall and to allow for the fencing off of the gap between the noise wall and adjacent private property walls and fences, contact is underway with applicable Pima County residents to communicate pertinent details. THORNYDALE RD. I TANGERINE RD. INTERSECTION IMPROVEMENTS: ~ The Developer's revised plans have been reviewed and accepted. The Town is finalizing the plans. ~ Estimated to begin construction: January-February 2009. TWIN PEAKS PROJECT: ~ Conditional cultural clearance obtained, there are areas of further recovery that will need to be cordoned off from construction initially. ~ 404 permit at corps, Robert Dummer reports that permit will be issued January 6, 2009. Conditional environmental clearance obtained. ~ Conditional right of way clearance obtained ~ UPRR C~iM agreement signed. Meeting before ACC set for Camino De Manana closure. Conditional railroad clearance obtained -3- ~ Qwest and ADOT have agreed to disagree on prior rights of their utilities at this time. Twin Peaks contractor will perform work while continuing to sort out who pays. With that, conditional utility clearance obtained. ~ Demolition complete. Water service for Pioneer Landscaping out to bid. Work to be completed by first week of February, 2009. Once complete, final well can be abandoned at Barnes residential site. ~ Project currently advertised with a bid opening scheduled in Phoenix on January 30, 2009. Sixteen contractors have purchased plans, including the successful CMAR contractor for Camino de Manana (Borderland), Ames (currently mobilized doing railroad doubletracking), Kewitt (currently mobilized doing the I-10 work in Tucson) and Granite (local yard on Tangerine Farms) which could help drive bids down. TANGERINE FARMS LOOP ROAD: ~ Punch list, site cleanup work, and project closeout continuing ~ Drainage along Street A: Town drafted Right of Entry agreement and sent to Cottonwood Properties to allow the Town to enlarge and maintain scupper basins on Cottonwood property, Cottonwood to ultimately design and construct storm drain to direct all inflows to Cemex retention basin when site developed, per Development Agreement; Town also negotiated with Contractor for this extra grading work, to begin once all agreements are in place ~ I-10/Tangerine Road intersection grading, drainage modifications and fence relocation completed this period, punch list items being compiled with ADOT HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT: ~ Paving work was completed at the end of September; final negotiations on extra work underway for final paving project close out in December 2008; sewer as-builts under review prior to submittal to PCWMD ~ NAC Construction completed water improvement installation prior to July, system tied over to new service and site cleanup was completed mid July. ~ Paving was completed in July, utility adjustments and site cleanup is in progress ~ Two additional sewer manholes, sewer main and service connections installed for low income housing proj ect on town owned property on Whitney Lane, in new road alignment for Sydney Place ~ Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ for final Approval to Discharge, to be submitted after final manhole rims adjusted to new street pavement elevations and final survey information and post paving inspections completed ~ Connection of homes to new sewer main to begin after Approval to Discharge issued by ADEQ, program currently calls for approximately 200 homes to be connected over a three year period. Bid documents are in the process of being developed for the first phase of this work. ~ Sidewalk construction planned once all homes are connected to the sanitary sewer system CAMINO DE MANANA PROJECT: ~ 404 permit received from Corps in November of 2008 -4- ~ Contractor selection was finalized and Borderland Construction Co, Inc. was selected for the Construction Manager At-Risk Pre-Construction Services contract. ~ Construction is estimated to start April/May 2009. BARNETT LINEAR CHANNEL: ~ Environmental investigations have begun for utility pot-hole locations. Pot-hole location investigations will be started shortly there after. ~ Revised 60% plans are estimated to be completed by February, 2009. ~ As-Needed Environmental Consultant issued NTP and TOA to complete necessary environmental and cultural work to comply with NEPA PAVEMENT REHABILITATION PROGRAM: ~ Resurfacing and striping of roads within the Sunflower Village neighborhood have been completed as part of the 2008-2009 pavement rehabilitation program. ~ Punchlist items and other work is ongoing. Should be completed by end of January 2009. SAGUARO SPRINGS/LA PUERTA WATER SYSTEM INTERCONNECT ~ Installation of the new 8" was completed the week of December 8, 2008; installation of new water services completed and final system testing and tie-ins to be performed during the weeks of December 22 & 29. C. COMMUNITY DEVELOPMENT AFFORDABLE HOUSING ~ Received Pima County Foreclosure Data for January -December 2008. There were 390 residences with foreclosure notices filed in the Town of Marana and more than 7,400 overall for Pima County. ~ Painting and exterior work continues at 13441 Price Lane. HONEA HEIGHTS III - SPECIFIC PLAN ~ Completed 98°10 of Specific Plan text and exhibits - waiting for Planning comments and clarification of roadway design criteria. ~ Pima County GO Bond Funding equaling $600,000 was approved by the Supervisors on January 13, 2009. Staff has negotiated satisfactory responses to all conditions required by Mr. Huckleberry prior to release of GO Bond. A draft letter is waiting a request from Pima County's Housing Commission. ~ Met with Pima County staff to discuss $300,000 HOME funding IGA details. Funding Agreement forthcoming in the next 30 - 60 days. HOUSING REHABILITATION PROGRAM ~ Continuing work on four Marana residences including emergency repair requests. MARANA BUILDS HABITAT ~ Wall raising attentively scheduled for January 2009. ~ In-kind donations for both Landscaping and Plumbing services have been secured through Marana Chamber of Commerce partner businesses. -5- ~ The first family selected to purchase a home through the Marana Builds Habitat program has been confirmed and will be announced at the January 15, 2009 volunteer orientation event. ~ Model plans approved for the first two houses at the corner of Moore and Hester. 2~~9-ZO1O CIP REVIEW COMMITTEE ~ Met with CIP Committee to review recommendations for ranking CIP project. Additional action has been postponed pending the receipt of additional information and numbers crunching by Finance. DISCRETIONARY FUNDING ~ Received draft Discretionary Funding Policy and Procedures from Legal with minor comments, expecting Finance comments in January. ~ Continuing to meet with STAND members to coordinate with Bedroxx credits for this year's After Party on April 18th. ~ Continuing to work with the Marana Heritage Committee to Complete a Discretionary Funding Application for funding support of the Arena. Application completed on January 14 and was reviewed with Mayor Honea. An agenda request will be submitted ASAP. ~ A new funding contract has been sent to the Pima Council on Aging (PCOA) for the Marana Mature Worker Connection for signatures after a PCOA requested change was made to the reporting structure. ~ A funding contract was sent to the Arizona Regional Academic Decathlon c/o the Marana High School. GRANTS AND AWARDS ~ Completed applications for Homeland Security Funding for Operation Stonegarden - Border Patrol and Customs support including requests for overtime shift compensation and capital equipment funding. ~ Began work on 2009-2010 CDBG requests, due to Pima County on February 6, 2009. D. LEGAL WASTEWATER LITIGATION ~ Detailed mapping of the non-flow-through portion of the wastewater system located within the Town has been completed by Westland Resources. ~ On January 7, the Town sent a letter demanding Pima County to transfer to the Town, not later than January 21, ownership of the non-flow-through portion of the wastewater system as shown on the Westland Resources detailed map. ~ A decision is anticipated within the next 60 days on the Town's November 6 motion to dismiss Pima County's "notice of claim" affirmative defense and "competing utility enterprise" counter-claim. ~ A decision is anticipated within the next 60 days on Pima County's August 6 motion for reconsideration of the ruling that Pima County has no authority to operate a sewer utility in Marana without Marana's consent. Pima County filed its reply memorandum-the final pleading to be filed before the matter is ripe for determination by the Court-on January 9. -6- WASTEWATER TRANSITION ~ The form of newspaper public notice has been approved for a February 3 public hearing before the Town Council to hear comments and feedback on Marana's pending Central Arizona Association of Governments request to be the designated management agency (DMA) in southern Pinal County. ~ Legal staff is participating in regular wastewater staff ineetings to address ongoing transition issues, including the contract with Algonquin for wastewater system operation and maintenance services and the preparation of new draft Town Code provisions addressing wastewater. CMID IGA NEGOT1aT1oNs ~ Town staff is working with CMID staff to finalize Exhibits A and B to the cancellation agreement approved by the Town Council at the December 16 meeting. DEANZA REFERENDUM LITIGATION ~ As of the date of this report, the DeAnza referendum is still set to appear on the Town's March 2009 ballot. ~ The Developer has filed an accelerated appeal of Pima County Superior Court Judge John Davis November 28 ruling granting Marana's motion for summary judgment and denying DeAnza's motion for summary judgment, and has filed the opening brief. ~ Cedric Hay and intervenor's counsel, Joy Herr Cardillo, filed a responsive brief on January 9. POLICE DEPARTMENT PERSONNEL MATTERS ~ The MPOA filed a lawsuit against the Town on December 24, 2008, contending that the Barbara Harris PARB case should not have been held in executive session and seeking access to all of the records of that case. The lawsuit was served on the Town on January 2, and an order to show cause, hearing has been set before Pima County Superior Court Judge Stephen Villareal on February 9 at 11:30 a.m. ~ A lawsuit alleging hostile work environment is pending in the United States District Court on behalf of Barbara Harris, Michelle Ochoa and Lanell Garbini, but has yet to be served on the Town. PUBLIC WORKS PROJECT PROPERTY ACQUISITIONS ~ There are ten pending condemnation cases for the acquisition of Twin Peaks/Linda Vista interchange right-of-way. These cases are being handled by the law firm Miller/Kramer, and overseen by Cedric Hay. ~ Cedric Hay is leading the effort to coordinate appraisals and property acquisition negotiations to obtain right-of-way needed for the Camino de Manana project. The Legal Department anticipates filing approximately seven condemnation cases by the middle of January, which will be handled in-house by Frank Cassidy and Cedric Hay. There is an estimated total of 15-20 condemnations to be filed. ~ Initial property acquisition discussions are occurring for the proposed Barnett Channel project, in connection with entries onto the properties for initial surveying work. OTHER NOTABLE CIVIL MATTERS ~ The Legal Department has prepared the documentation necessary for a February 3 Council public hearing on the abandonments of North Thornydale Road and the Saguaro Ranch public easement. -7- ~ The Legal Department's new Administrative Manager, Karen Cushing, began working on January 5. ~ Kolleen Hancock, who worked as a Real Property Agent for the Legal Department, resigned effective January 8 to care for her newborn daughter. Jan Catalano, a Utilities Department employee who has been filling in part-time during Kolleen's maternity leave, will continue to split her time between the Legal Department and the Utilities Department. ~ Cedric Hay continues to meet and work with lending institutions and the Planning Department to address illegal lot splitting in the Camino de Manana area. E. MARANA REGIONAL AIRPORT SEPTIC TANK ~ Design is under contact to Westland Resources ~ Design is 78% complete ~ Field samples were taken to be analyzed BY-PASS APRON ~ Pre construction meeting was held on 1/9/09 ~ Construction will begin on 2/2/09 SECURITY FENCE ~ Construction is 90°1o complete AIRPORT ACCESS ROAD ~ Construction is 60°1o complete ~ Curb and gutter is being poured AIRPORT TERMINAL ~ Under design to Jacobs Carter Burgess ~ Schematic design is 65% complete ~ Schematic design will be transferred to DWL ~ Grant was reinstated by the State Transportation Board on 12/19 AIRPORT CONTROL TOWER ~ Site Study is under contract with the FAA ~ Continuing to work with Gabrielle Giffords for construction funding ~ FAA completed on-site study of building heights ~ Marana attended the FAA AFTIL lab on 11/17 ~ FAA is working on final draft of the site study STATE LAND - ACQUIRE RIGHT OF WAY ~ The Airport has submitted an application to State Land to acquire utility and roadway right of way to the west of the airport. ~ State Land has received the application and it is being processed. ~ The airport has selected W.D. Schock to help with land issues around the airport. -8- PAG - AVIATION THINKTANK ~ PAG hosted a ThinkTank for the aviation community on Tuesday, January 6th ~ Several Aviation Businesses attended and it was a very productive session. HARLEY-DAVIDSON ~ The airport is currently working with the Marana Harley-Davidson dealer to partner together to provide motorcycle safety training at the Airport. They will use a portion of the airport for a fee. HISTORY CHANNEL FILMING AT MARANA AIRPORT ~ The History Channel will be filming a series of their "Modern Marvels" at the Marana Regional Airport on January 15. ~ This segment will feature our local airport business Aerial Productions with their small BDS Jet aircraft. MARINE MONUMENT EVENT AT MARANA AIRPORT ~ There will be a Memorial Service at the Marana Regional Airport on Saturday, April 11, 2009 at 10: OOAM to honor the 19 U. S. ~ Marines that were tragically killed in an MV-22 Osprey Tilt rotor aircraft accident at the Airport on April 8, 2000. ~ Included in the Memorial Service will be the Tucson Detachment Marine Corps Color Guard, Apache Young Marines drill team along with various Veteran organizations' Color Guards. ~ The names of the 19 lost will be read aloud with a rifle salute, taps and a dove release. The event is free and open to the public. COLLINGS FOUNDATION RETURNS TO MARANA AIRPORT ~ The Collings Foundation has announced that they will return to the Marana Regional Airport on April 17-19, 2009. ~ The Collings Foundation's Wings of Freedom Tour made its first appearance at the Marana Regional Airport last year with three World War II bombers; a B-17 Flying Fortress, a B-24 Liberator and a B-25 Mitchell. F. OPERATIONS AND MAINTENANCE UPDATES FLEET SERVICES: ~ Successfully transplanted an engine to the VIP (Volunteer police) car. ~ Working on Public Information Request for HR. STREET MAINTENANCE: ~ Cracksealing runway at Marana Regional Airport (two week project). ~ Providing "Road Closed" signs and barricades for North West Fire Department on Regency Plaza January 15, 2009. ~ Grading shoulders on Tangerine Road. ~ Completed patching on Camino de Manana from the last rain. -9- FACILITIES : ~ Working on HVAC equipment inventory and log book. ~ Developing long term maintenance requirements - paint hallways every 4 years, common areas every five years, etc. TRAFFIC SIGNALS: ~ Activating the northbound signal of Camino de Oeste at Cortaro Farms Road. ~ Coordinating final adjustments at Silverbell/Ina. G. PARKS AND RECREATION MARANA CULTURAL AND HERITAGE PARK ~ Staff is working with PCNRPR to complete art component. ~ Entry monument has been reinstalled by contractor. All design specifications have been met. ~ Staff is coordinating a boy scout eagle project to repair fence and plant trees along the Santa Cruz Multi-Use Path at the Heritage Park ~ The Community Food B ank continues to operate their produce stand Monday afternoons from 3:00 - 6:00 p.m. See http://communityfoodbank.com/community-food-security- center/marana-farm/ for more information. SILVERBELL-CORTARO DISTRICT PARK ~ Mass grading of the site continues. ~ Construction of the Santa Cruz Multi-Use from Cortaro to Ina has begun. ~ Bid documents for phase II are being prepared by the CIP division of Public Works with Parks and Recreation staff. CONTINENTAL RESERVE BALL FIELD LIGHTING ~ Lighting design in Complete. ~ Estimate for installation $191 K. ~ Project is on hold until economic recovery improves Park Impact Fee balance. TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD ~ Anticipate clearance for trail head development summer of 2009 with completion that fall. ORA MAE HARN PARK IMPROVEMENTS ~ Projects on hold due to budget constraints. Renovation of existing bathroom facility is planned. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE ~ Planning efforts continue, next update Parks and Recreation Advisory Commission meeting February 19, 2009 at 6:30 p.m. at the P&R Administrative Office. RE CREATION ~ Tortolita Mountain Guided Hike, Saturday, January 17, 8:00 a.m. at Wild Burro Trail Head in Dove Mountain. -10- ~ Staff planning 2009 Founders' Day, March 21, 2009. H. POLICE OPERATION STONE GARDEN ~ For the month January, the Police Department has conducted 5 violator directed patrol details as part of Operation Stone Garden, a federally funded enforcement program. ~ Current operational statistics are: • 58 traffic stops • 34 citations issued • 11 written warnings • 2 misdemeanor arrest FELONY ARREST ~ On January 7, 2009 Officers of the Marana Police Department assisted the Scottsdale Police Department with a burglary investigation that had occurred at a Scottsdale medical office. ~ Detective Debra Kesterson, with the help of patrol Officers served a search warrant on a room at a local hotel. -11- ~ Suspect is wanted for stealing 100 vials of morphine and other drugs from the medical office in Scottsdale. ~ Detective Kesterson was able to recover all the stolen morphine and drugs. ~ The suspect will be charged with 3rd degree burglary and possession of stolen property. SUPERVISOR LEADERSHIP F.B.I. ~ Marana Police Department hosted the F.B.I. Supervisor Leadership Institute training seminar January 5-9 2009. ~ Eight of the Sergeants and two of the officers on the promotional list within the Police Department attended this course. ~ The course was attended to improve performance, relations and communication skills. DUT ABATEMENT GRANT FROM GOVERNORS OFFICE OF HIGHWAY SAFETY ~ DUT Alcohol Arrests-14, Misdemeanor Arrests-28 POLICE RECRUITS ~ Three new Officer Recruits completed the MPD pre-academy and are now attending the Police Academy. J. TECHNOLOGY SERVICES IT ~L NETWORKING ~ Completing numerous public records requests and review of email retention policies. ~ Support of the Strategic Plan Open house. GIS ~ Completed Thornydale road easement abandonment mapping for Legal Department ~ Working with PD on new Crime Incident GIS database ~ Habitat Conservation Plan map revisions for submittal to Arizona Game and Fish this week for Environmental Engineering ~ Data transfer, review and image processing of 2008 PAG orthophotos in preparation for loading into Marana GIS Database ~ Utilizing free GIS training class provided by the GIS vendor ESRI and PAG for several analysts. ~ Development of new in car mapping system for PD Mobile Data Terminals. PD ~ COMMUNICATIONS ~ New police vehicles equipped with communication and computer equipment. S OFTWARE APPLICATIONS ~ Purchase of Microsoft Sharepoint collaboration tool for the Utility and CIP groups. It is installed and we are finalizing configuration for full functionality. ~ Developed an Adobe Flash multi-media presentation in support of the Strategic Plan. -12- K. TOWN CLERK NOVUSAGENDA UPDATE ~ Ongoing maintenance and updates as needed ~ We are still experiencing problems with the notification system. Our IT department and NovusAgenda continue to work on this. ~ Monthly refresher / new user training scheduled as needed CREW & MARANA 1O1 ~ Marana 101 will be transitioned into the Human Resources Department per management. The Clerk's office and HR will co-facilitate the next session which is tentatively scheduled to begin in mid-February. CITIZEN ADVISORY COMMISSIONS ~ There are several vacancies, mostly for alternates, which we plan to take to Council for approval in March. ~ Ten applications have been received since the last appointments were made. ELECTIONS ~ Richard Hooper was the low bidder on the publicity pamphlet for the referendum election in March. Copy has been forwarded to him. ~ The sample ballot for the March election has been distributed to candidates for approval. ~ Write-in nominating papers for Primary election are due by January 29, 2009. ~ Campaign Finance Reports and Financial Disclosure Statements are due by January 31, 2009. All Council Members and candidates have been notified. MISCELLANEOUS ~ Staff is working on a Code of Ethics handbook for Council use. L. UTILITIES WATER: ~ Union Pacific Railroad will be laying a double track within the Marana area. The Utilities Department has one location where a waterline is encased under the current track but not encased under the new area. The Department has been working with the railroad to obtain a contract to encase the additional area affected. This contract will go to Town Council for approval on January 20, 2009. ~ Potholed for Public Works for the Barnett Channel. ~ Winterized well sites. ~ Commenced replacing the 2" main in Honea Heights. WASTEWATER: ~ The Utilities Department has completed their Scope of Work Committee meetings with other PAG members.
