Why Have an Economic Development
Strategic Plan?
• To provide a plan of action for Mayor and Council, staff and
community partners to increase business investment in Marana
• To build community and public/private
partnerships, especially relating to
infrastructure development
• To achieve a key element of the
"Commerce" section of the Marana Strategic
Plan

• To identify community strengths/what makes us attractive to
businesses and where we need to improve
ELEMENTS OF THE PLAN
• Defining "economic development" for Marana
•'• Economic base study and survey of the principal economic activities of
Marana
• Study of Marana's economic strengths and weaknesses
• Creation of "Infrastructure Master Plan" to help develop shovel-ready sites
•'• Identification of key players in economic development and assignation of
responsibilities (e.g. Marana Chamber of Commerce, business community,
utilities, etc.)
• Identification of specific industries that Marana should target for business
recruitment
•'• Survey of incentive and business attraction practices to make Marana more
competitive in regional, national and global markets
• Extensive involvement from business, government, education, utility,
tourism, and other sectors, plus outreach to the general public

CURRENT STATUS AND TIMELINE
• Currently completing full scope of work and timeframes with outside facilitator
• Staff are working with the Business & Economic Development Commission to
finalize the list of steering committee participants
• Projected kick-off meeting will be in next several months; estimated completion of
steering committee meetings is end of summer 2009
• Similar to recently completed Marana Strategic Plan, the Marana Economic
Roadmap will have open houses to solicit public involvement
• Draft Economic Roadmap strategic plan will be brought to Mayor and Council for
review and eventual approval after public outreach process concludes

Strategic Planning Process
Dear Mr. X:
The Town of Marana recently completed its comprehensive Strategic Plan, afirst-ever achievement for
our community. Although many long hours went into crafting this important document, the direction it
provides to our town will be invaluable as Marana continues to grow for many years to come.
Chief among the Strategic Plan's elements is the identification of five focus areas that define our
community. The first of these focus areas is "Commerce," concentrating primarily on the attraction and
expansion ofhigh-quality, well-paying jobs to our community and a renewed dedication to economic
development. The key action step in meeting this focus area is the creation and implementation of the
Marana Economic Development Roadmap, a document that will dictate the community's economic
development strategy and involve a broad group of stakeholders representing many industries and
interests.
Through this letter, I am formally inviting your organization, as one of these stakeholders, to participate
in the Marana Economic Development Roadmap. The process will be a several-month commitment,
including regular meetings with the rest of the steering committee and our facilitation team, and will serve
as a forum for all voices to be heard on this important issue. Your participation will be invaluable in
helping to determine the economic future of Marana.
One of my staff members will be contacting you in the next several weeks to confirm your organization's
participation in the Marana Economic Development Roadmap and determine who will represent your
organization at steering committee meetings. Thank you for your commitment to the Marana community
and please do not hesitate to contact me with any questions.
