Who Wili Qualify for Placement at MCCTF?
The MCCTF will still be classified as a Minimum Custody. Facility, the lowest level
facility. Minimum Custody inmates are defined as "Inmates who represent a low risk. to
the public and staff. These inmates may work outside the secure perimeter of an
institution, to include community work crews, and do not require controlled movement
within the institution", these inmates pose the least risk to the public and the facility. The
Classification system used to determine offender placement is very comprehensive and
requires a great deal of specific training and knowledge. There are approximately 600
criminal offenses listed in Arizona Statute, each crime is categorized by seriousness
and severity. There are also specific sentencing guidelines for each criminal category.
The sentencing guidelines also take into account whether or not the. inmate has
.previous felonies and/or is a repetitive offender. The committing criminal .offense and
length of sentence are two factors used to determine the custody level and facility
placement for each inmate.
In addition to the criminal offense and the length of sentence, the Classification System
also considers various other factors and utilizes a point system to determine proper
offender placement. Factors such as: Most Serious Current Offense, Most Serious Prior
Offense, Escape History, History of Discipline or Prior Institutional Violence, Gang
Affiliation, Inmate Age, Program Performance, Medical Status or Condition, Mental
Health Condition, History of Substance Abuse, Risk to the Community or Public and
..Risk to the Correctional Facility.
The ADOC has four (4) Custody Levels (Maximum, Close, Medium and Minimum). lrt
addition to the factors listed above, there are specific exclusionary criteria factors
relating to facility placement. These factors would .prohibit an inmate from being placed
at MCCTF and are as follows:
Death Sentence- No less than Maximum Custody.
Life Sentence with 0-1 years served- No less than Maximum Custody.
Life Sentence with 1-5 years served- No less than Close Custody.
Life Sentence with 5+ years served- No less than Medium Custody.
Validated Un-renounced STG (Gang Member)- No less than Maximum Custody.
Validated renounced STG/Step Down Completed- No less than Close Custody.
Any Current or Prior Sex Offense- No less than Medium Custody.
5+ Years remaining to serve- No less than Medium Custody.
Any Felony Detainers- No less than Medium Custody.
In addition to the above listed placement requirements, we are recommending the
following criteria for MCCTF:
Offenders shall not have a history of a "Serious Offense" or an assaultive history that
would pose a threat to the public should they escape.
"Serious Offense" is defined as the following:
a. First Degree Murder
b. Second Degree Murder.
c. Manslaughter.
d. Aggravated assault resulting in serious physical injury or involving the
discharge, use or threatening exhibition of a deadly weapon or dangerous
instrument.
e. Sexual Assault.
f. Any Dangerous crime against children.
g. Arson of an occupied structure.
h. Armed Robbery.
i. Burglary in the first degree.
j. Kidnapping.
k. Sexual Conduct with a minor under fifteen years of age.

The following are a few of the more than 600 criminal offenses that carry a presumptive
sentence of no more than 5 years (for afirst-time felony inmate). This is not a
comprehensive list, inmates who have served a portion of a longer sentence and now
have less than 5 years remaining will qualify (providing they are not affected by any of
the exclusionary criteria discussed above).

Criminal Damage to Property: to include tittering, polluting. 1 year to 3 years
Threatening and Intimidation. 3.5 years
Theft: to include shoplifting, issuing bad checks, auto theft, alteration 1 year to 5 years
of a sales receipt.
Forgery. 1.5 years to 5 years
Credit Card Fraud. 1.5 years to 5 years
Business/Commercial Fraud. 1 year to 1.5 years
Making extortionate credit, Possession of stolen property, 1.5 to 2.5 years
bribery of sports, horse/dog races,
Computer tampering, money laundering, mortgage fraud. 1 to 3.5 years
Robbery- without a weapon. 2.5 years
Obstructing an investigation or prosecution. 3.5 years
Bribery. 1 to 2.5 years
Disorderly conduct, Dog fighting, Harassment, Stalking. 1 year to 5 years
Eavesdropping. 1 to 1.5 years
Prostitution, Pandering. 1 to 1.5 years
Various Drug-Related Offenses. 1 year to 5 years
Obscenity. 1 to 2.5 years
Domestic Violence. 1.5 to 3.5 years
Unlawful use of Food Stamps, Telecommunications /Cable TV fraud. 1.5 to 3.5 years
