MARANA'S ECONOMIC DEVELOPMENT STRATEGY ^^^^^^'^^a^^~^^^^~a^^^^^~^~^^^^^^^^^^^~^^^~~^^^~^^^^^^^^^^^^i • Strategic Plan for the Marana community • As Marana grows, the need becomes apparent for a roadmap for how the town will engage in economic development • Recruitment and establishment of economic development staff and regional/community partnerships STEP 1: THE COMMUNITY'S STRATEGIC PLAN ^ ^ ^ ^ ^ ^ ^ ~ ^ ^ t ^ ! ! ^ f ^ ~ ^ ^ ^ ! ! ^ ^ ~ ~ ~ ^ ^ ~ ^ ^ ^ ^ ^ ^ ^ ^ i ^ ^ ^ ^ ~ ^ ^ ^ ! ^ ! ^'1 ^ ^ f ^ ! ^ ^ ^ 1 ~'• Throu h the strategic plan process, the Council has the opportunity to g discuss policy approaches to the following: - Revenue diversification - Ldentification of target industries (e.g. tourism, business centers, military support) - Infrastructure Development Plan •'• Develop a sustainable community that affords a quality lifestyle to every resident and visitor STEP 2: THE ECONOMIC DEVELOPMENT ROADMAP ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 •'• The economic development roadmap implements key objectives of the strategic plan: - Facilitates Council policy discussions - Involves key community .stakeholders - Directs resources - Integrates zoning and general plan vision (i.e. main street/downtown planning, Tangerine Business District) - Community identity/branding - Infrastructure needs STEP 3: RECRUITMENTIDEVELOPMENT OF STAFF AND COMMUNITY PARTNERSHIPS ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ f ^ ^ ^'^ ! ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 •'• Business outreach and involvement •'• Business retention and expansion •'• Recruitment of economic development staff that wilt compliment strategic focus (timing of effort with economic recovery) •'• Identify community partnerships to enhance economic development efforts ELEMENTS OF THE ROADMAP • Defining "economic development" for Marana • Economic. base study and survey of the principal economic activities of Marana • Analysis of major economic trends in Marana and Southern Arizona • Identification of major infrastructure corridors and underserved areas (current and future) • Identification of major growth corridors (tied to infrastructure. corridor identification) • Compression of other plans and statistics (transportation master plan, general plan, demographics, etc.) into simplified data layers • Integration into the larger comprehensive strategic planning process currently being completed by Mayor and Council • Identification of key players in economic development and assignation of responsibilities (e.g. Marana Chamber of Commerce, business community, utilities, etc.) • Identification of specific industries that Marana should target for business recruitment PARTICIPATION & FUNDING ^ ^ ^ ^ ^ ^ ^ ^ f ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 ^ ^ ^ ^ ^ ^ 7 ^ ^ ^ ^ ^ ^ ^ ^ ^ f ^ ^ ^ ^ ^ ^ ^ 1 • Broad-based participation and involvement from many stakeholder groups (citizens, businesses, elected officials, utilities, regional partners, town staff, citizen commissions, etc.) •:• Principal funding from Town of Marana (approved in FY 08-09 adopted budget). Currently seeking additional funding from four utility partners who will also participate extensively in the process. CURRENT STATUS AND TIMELINE ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ f ^ ^ ^ ^'^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ 1 ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 • Project kick-off expected in early 2009 following completion of comprehensive strategic planning process currently underway • Staff are working to secure additional funding • Staff currently working on structure of steering committee; likely to have several co-chairs from varied industries (Council to appoint) • Initial steps will be selection of consultant, selection of steering committee members, development of complete scope of work, and organization of .public forums and meeting dates • Steering committee will likely be 10-12 members, with opportunities for other public involvement through outreach efforts and focus groups ECONOMIC DEVELOPMENT RECAP ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 • Town has budgeted for economic development administrator position; holding off on hiring until completion of .strategic planning efforts • Staff are researching funding options for a permanent, fully-staffed economic development department • New department would play critical role in attracting, retaining and expanding businesses, as well as marketing and branding efforts • Currently, Marana is severely handicapped by lagging infrastructure, few existing. facilities, and few "shovel-ready" properties • Strategic plan will be important in providing new department a "roadmap" to meeting many of Marana's economic development challenges CONCURANCE OF DIRECTION ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ 1 ^ ^ ^ ~ ^ ^ ^ ^ ^ ~ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ! ^ ^ ^ ^ ^ ^ ^ ^ ^ ••• Timing • Community Involvement • Staffing • Qverall Planning Process
