BUILDING PLAN REVIEW: • Our plan review staff continues to work on several medium size commercial plan reviews that are in various stages of review as well as two custom single family dwellings and several residential small projects. INSPECTIONS: • One senior building inspector is dedicated to the Ritz group of projects and the other two inspectors are undertaking the remaining inspections throughout the town. -2- ADMINISTRATION • Our building code enforcement program is complete and the first two Civil Code Complaints have been issued, and are set for court appearances in late March. • Administrative staff continue work on the upcoming budget. Construction Actin ity Report is attached B. CAPITAL IMPROVEMENT PROJECTS SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-OSO • Silverbell Rd and Ina Rd have been striped with thermoplastic paint and raised pavement markers are in place ' • Permanent signs have been installed. The speed limit is posted at the running speed of 45MPH. • Riprap still remains to be placed around drainage headwalls for the District Park. • Landscaping work is complete along Silverbell Rd. The establishment period will begin at the end of February. Obelisks are on site and are being finalized by the artist with the mosaic inserts. • Mamie Kai Circle has been paved as well as the northeast parking lot thus allowing access to the Library. Schisler Dr into the Library is closed due to the installation of manholes and sewer lines for the District Park. • Phase I work in the District Park continues with earthworks, grading, drainage, and curb. Drainage structures to the Santa Cruz river have been installed with the headwalls in progress. • Grading for the multi-use path is complete. The path has been paved from Cortaro to Ina Rd. • Preliminary punch list items are being tended to. • Value engineering, environmental concern monitoring, testing, quality control and assurance are on-going daily. The project has had no reported safety issues. THORNYDALE ROAD PROJECT: • The project is in the landscape establishment period. Landscape maintenance by the contractor as required is ongoing on a weekly basis . • Some minor punchlist work remains to be completed. • Relative to Council's decision to abandon the one foot strip of Town right-of-way to the east side of the new noise wall and to allow for the fencing off of the gap between the noise wall and adjacent private property walls and fences, applicable Pima County residents have been contacted. Deliberations are underway between the C.I.P. and Legal Departments to draft the appropriate agreements. THORNYDALE RD. /TANGERINE RD. INTERSECTION IMPROVEMENTS: • The Developer's revised plans have been reviewed and accepted. The Town is finalizing the plans. • Advertisement for construction: March 2009. Construction to begin: Apri12009. TWIN PEAKS PROJECT: -3- • Conditional cultural clearance obtained, there are areas of further recovery that will need to be cordoned off from construction initially. • 404 permit at corps, Robert Dummer reports that permit will be issued January 6, 2009. Conditional environmental clearance obtained. • Conditional right of way clearance obtained • UPRR C&M agreement signed. Meeting before ACC set for Camino De Manana closure. Conditional railroad clearance obtained • Qwest and ADOT have agreed to disagree on prior rights of their utilities at this time. Twin Peaks contractor will perform work while continuing to sort out who pays. With that, conditional utility clearance obtained. • Demolition complete. Water service for Pioneer Landscaping out to bid. Work to be completed by first week of February, 2009. Once complete, final well can be abandoned at Barnes residential site. • Project currently advertised with a bid opening scheduled in Phoenix on January 30, 2009. Sixteen contractors have purchased plans, including the successful CMAR contractor for Camino de Manana (Borderland), Ames (currently mobilized doing raikoad doubletracking), Kewitt (currently mobilized doing the I-10 work in Tucson) and Granite (local yard on Tangerine Farms) which could help drive bids down. TANGERINE FARMS LOOP ROAD: • Punch list, site cleanup work, and project closeout continuing • Drainage along Street A: Hunter Contracting completed grading work to enlarge scupper basins on Cottonwood property, Cottonwood to ultimately design and construct storm drain to direct all inflows to Cemex retention basin when site developed, per Development Agreement. • I-10/Tangerine Road intersection cleanup and ADOT punch list items being addressed • Format documents for project closeout Public Hearing received from Bond Attorney, final quantities, costs and reassessment approach being calculated HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT: • Extra work negotiations were completed in mid-January 2009 and the contract change order for this work was fully executed on January 26, 2009. The paving project contract, which included two (2) Marana Water Department projects, was completed at only 12.14°10 over the original bid price. • Paving work was completed at the end of September; final negotiations on extra work underway for final paving project close out in December 2008; sewer as-bunts under review prior to submittal to PCWMD • NAC Construction completed water improvement installation prior to July, system tied over to new service and site cleanup was completed mid July. • Two additional sewer manholes, sewer main and service connections installed for low income housing project on town owned property on Whitney Lane, in new road alignment for Sydney Place • Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ for final Approval to Discharge, to be submitted after final manhole rims adjusted to new -4- street pavement elevations and final survey information and post paving inspections completed • Connection of homes to new sewer main to begin after Approval to Discharge issued by ADEQ, program currently calls for approximately 200 homes to be connected over a three year period. Bid documents are in the process of being developed for the first phase of this work. • Sidewalk construction planned once all homes are connected to the sanitary sewer system CAMINO DE MAIVANA PROJECT: • Finalize design is completing. • The Town is working with the Landscape Architect and Contractor to identify in the field the vegetation that is required to be salvaged. The trees and other vegetation will be boxed and removed/replanted in the project nursery by May 2009. • Construction is estimated to start May 2009. BARNETT LINEAR CHANNEL: • Revised 60% plans are being reviewed. Comments will be in to the consultant by mid-March 2009. • Design on the bridge structures have begun. Once the final footprint of the bridges have been identified, geotechnical investigations will be started to finalize the structure footings. • The Town is moving forward with the Environmental Consultant to complete necessary environmental and cultural work to comply with NEPA • However, if the federal stimulus money comes through there will be additional environmental work required for federal compliance. PAVEMENT REHABILITATION PROGRAM: • The Town is moving forward with rehabilitation overlay of Tangerine Road between I-10 and the eastern Town limits. • Marana Road (I-10 to Sandario Road) is also scheduled for a rehabilitation overlay. The funding is expected to come from the Federal Stimulus Money. SAGUARO SPRINGS/LA PUERTA WATER SYSTEM INTERCONNECT • Installation of the new 8" was completed the week of December 8, 2008; approval of construction has been received from ADEQ and the project is currently being closed out C. COMMUNITY DEVELOPMENT AFFORDABLE HOUSING • Mayor Honea and T attended attending the first event scheduled by the Regional Housing Coalition, a planning group of government, faith- and community-based organizations brought together by the Most Reverend Gerald F. Kicanas, Bishop of the Roman Catholic Diocese of Tucson to address current housing. • Regional Housing Coalition follow-up meeting will be held in Marana (MMC) on Apri13, 2009 -more than 120 housing professionals and policy makers are expected to attend. -5- HONEA HEIGHTS III -SPECIFIC PLAN • Contracts for the $600,000 Pima County GO Bond Funding approved by the Supervisors on January 13, 2009 are still pending. • Although staff negotiated satisfactory responses to all conditions required by Mr. Huckleberry, Pima County has not forwarded the funding letter or request for additional information as directed by the Pima County's Housing Commission. • No response from Pima County on when those contracts will be forwarded. MARANA BUILDS HABITAT • Wall raising attentively scheduled for March 2009. • Building Permits issued! 2009-2010 CIP REVIEW COMMITTEE • Met with CIP Committee to review and finalize recommendations for ranking. • Working with Finance to forward a complete CIP packet to the Manager's office within a couple of weeks. DISCRETIONARY FUNDING • Received draft Discretionary Funding Policy and Procedures from Legal with minor comments. Have made a second request for review in Finance. • Continuing to meet with STAND members to coordinate with Bedroxx credits for this year's After Party on April 18th. • The Marana Heritage Committee completed a Discretionary Funding Application for funding support of the Arena. Application completed on January 14 and has been placed on the February 3 agenda -waiting on signed contract and required documentation. • Received a Discretionary Funding request from Perimeter Bicycling for support of the April 26th Tour of the Tucson Mountains. • A funding contract has been fully executed with the Arizona Regional Academic Decathlon c/o the Marana High School and funding request submitted to Finance. • Distributed Discretionary Funding application to three organizations. GRANTS AND AWARDS • Awarded funding for five (5) fire suppression units for the Crown Victoria police cars from the Arizona Criminal Justice Commission. A request for 63 fire suppression systems and installation costs was sent on January 28. Limited funding will allow for five unites to be installed now and additional units as funding come available. • Completed and submitted the 2009-2010 CDBG requests, to Pima County on February 6, 2009. Requests were made for $100,000 for Housing Rehabilitation and $40,000 for administrative support. • Submitted documentation for the Bullet Proof Vest program -recovering more than $4,000 in costs for the Police Department GENERAL ADMINISTRATIVE • Working closely with the Regional Housing Coalition and representative from. the faith- based community on a regional housing plan. -6- • Affordable Housing Commission meeting 02-19-2008 D. LEGAL WASTEWATER LITIGATION • On February 23, the Town filed a motion to compel Pima County to turn over ownership and control to the Town of the non-flow-through portions of the wastewater system located in Marana. The Court has set a March 30 hearing on the Town's motion. • On February 19, the Court granted the Town's November 6 motion to dismiss Pima County's "notice of claim" affirmative defense and "competing utility enterprise" counter-claim. • On February 24, the Court ruled in the Town's favor on Pima County's August 6 motion for reconsideration of the ruling that Pima County has no authority to operate a sewer utility in Marana without Marana's consent. WASTEWATER TRANSITION • The Town has received letters of support from all stakeholders except Pima County regarding Marana's pending Central Arizona Association of Governments request to be the designated management agency (DMA) in southern Pinal County. • Town representatives continue to participate in PAG 208 Scope of Work Task Force meetings, regarding the transition of wastewater operations from Pima County to Marana. • Legal staff is participating in regular wastewater staff meetings to address ongoing transition issues. Legal staff is working on a new revised draft contract with Algonquin for wastewater system operation and maintenance services, incorporating comments received from internal Town review of the previous draft. New draft Town Code provisions addressing wastewater are expected to be worked on over the next couple. of months. CMID IGA NEGOTIATIONS • CMID and Town staff are working through the valuation process for the five wells being purchased by the Town under the cancellation agreement. • The Town expects to have a final appraisal of the five wells it is purchasing from CMID within the next week. DEANZA REFERENDUM LITIGATION • The Court of Appeals has denied motions for reconsideration filed by the intervenors and by the Developer (for attorney's fees on appeal). • A request for the Developer's attorney's fees in the Superior Court is expected to be received within the next two weeks. • .Based upon the preliminary ruling by the Court of Appeals the legal department has initiated discussions with planning department staff regarding the Town's current policy regarding Prop 207 waivers for rezoning applications. The options being considered range from not requiring waivers to having the waivers prepared and signed prior to the presentation of the item to the Town Council. -7- POLICE DEPARTMENT PERSONNEL MATTERS • Jane Fairall had oral argument in Pima County Superior Court on the MPOA v. Town of Marana special action on February 9. The judge took the matter under advisement and Jane continues to monitor the lawsuit. • Jane Fairall is assisting Town and Police Department management in drafting amendments to the Memorandum of Understanding between the Town and the MPOA. PUBLIC WORKS PROJECT PROPERTY ACQUISITIONS • Cedric Hay and CIP personnel met with a representative from Borderland Construction to finalize the pre-construction contract and to discuss the phasing of the project to coordinate right-of-way acquisitions with their schedule. • Negotiations continue with the property owners relating to the right of way needed for the Camino de Manana/Dove Mountain extension project headed up by Cedric Hay. OTHER NOTABLE CNIL MATTERS • Cedric Hay filed a motion in the Superior Court in an attempt to resolve a case which should result in the acquisition of some property in Honea Heights which will then be used for affordable housing. • Cedric Hay worked with Jocelyn Bronson and the Pima County Elections Commission to resolve a situation about polling locations for the March 10th election. • Cedric Hay worked with Jocelyn Bronson, the MPOA and their attorney to resolve a question regarding the proper designation of political committees for the upcoming election. • Documents regarding a public records request. from the Arizona Daily Star for all emails of all Council members from October 1, 2008 through January 7, 2009 continue to be reviewed by Jane Fairall. • Jane Fairall prepared Council documents regarding reconsideration of ordinance prohibiting leaving unattended children in vehicles after meeting with Police Citizens Advisory Commission and concerned citizens. • Cedric Hay continues to meet and work with lending institutions and the Planning Department to address illegal lot splitting in the Camino de Mariana area. • Cedric Hay has been working with T Van Hook to finalize documents which will enable the Town to transfer title to a house which it presently owns and rents to a local couple. With the assistance of the Community Development Staff the couple has been able to qualify for their own mortgage and will pay off the remaining balance that is owed to the Town. PROSECUTION ACTNITIES AND STATISTICS: • The Arizona Attorney General's Office of Victim Services approved newly submitted victims' rights forms created by the Jane Fairall for prosecution victims. • Jane Fairall and Donna Marchinetti are drafting a policy and procedure manual for Town Prosecutor's Office victims' rights implementation. • Jane Fairall and Laine Sklar met with Court staff and staff from Community Partnership of Southern Arizona (CPSA) to establish program and procedures for dealing with Seriously Mentally Ill (SMI) defendants in Marana Municipal Court. -8- E. MARANA REGIONAL AIRPORT SEPTIC TANK • Design is under contract to Westland Resources • Design is complete BY-PASS APRON • Construction began on 2/23/09 SECURITY FENCE • Construction is 99% complete AIRPORT ACCESS ROAD • Construction is 85% complete • Paving began on 2/13 (first lift) • Second lift started 2/23 AIRPORT TERMINAL • Under design to Jacobs Carter Burgess • Schematic design is 65% complete • Schematic design will be transferred to DWL • Design contract with DWL is being worked on AIRPORT CONTROL TOWER • FAA is working on final draft of the site study STATE LAND -ACQUIRE RIGHT OF WAY • The Airport has submitted an application to State Land to acquire utility and roadway right of way to the west of the airport. • State Land has received the application and it is being processed. • The airport has selected W.D. Schock to help with land issues around the airport. • Airport staff along with other Town employees, consultants from W.D. Schock and Urban Engineering had a meeting with State Land on 2/17/2009 to discuss various issues. HARLEY-DAVIDSON • The airport is currently working with the Marana Harley-Davidson dealer to partner together to provide motorcycle safety training at the Airport. They will use a portion of the airport for a fee. MARINE MONUMENT EVENT AT MARANA AIItPORT • There will be a Memorial Service at the Marana Regional Airport on Saturday, April 1 1, 2008 at 10:00AM to honor the 19 U.S. Marines that were tragically killed in an MV-22 Osprey Tilt rotor aircraft accident at the Airport on Apri18, 2000. Included in the Memorial Service will be the Tucson Detachment Marine Corps Color Guard, Apache Young Marines drill team along with various Veteran organizations' Color Guards. The names of the 191ost -9- will be read aloud with a rifle salute, taps and a dove release. The event is free and open to the public. COLLINGS FOUNDATION RETURNS TO MARANA AIRPORT • The Collings Foundation has announced that they will return to the Marana Regional Airport on April 17-20, 2009. The Collings Foundation's Wings of Freedom Tour made its first appearance at the Marana Regional Airport last year with three World War II bombers. This year they will return with a B-17 Flying Fortress, a B-24 Liberator and a P51 Mustang. Admission is $12 for adults and $6 for children. F. OPERATIONS AND MAINTENANCE FLEET SERVICES: • Pima County Sanders/Santa Cruz River Fueling Station Closure: Departments have been polled and advised of options available for fueling. • Fleet Services will be evaluating a propane fuel (dedicated) test vehicle Ford F150 for a few days next week. STREET MAINTENANCE: • Completed crackfilling on Tangerine Road (I-10 to Dove Mountain). • Performed repairs to the Tangerine Road railroad crossing. • Striping complete in time for PGA event for Dove Mountain Blvd. and Tangerine. • Inmate Crews cleaning Hardin Road to I-10.. Regularly scheduled weekly BLM cleaning (Wednesdays). • Selected personnel are supporting MPD 10 hours a day (each) for PGA Tournament (Fleet Techs and Maintenance Workers). FACILITIES: • Performing semi-annual maintenance on Chillers and Cooling Towers at MMC • New VFD installed on airhandler at Courts (about $3,700). • Working with HR to build new office on 3rd floor, MMC. • Scheduling carpet cleaning at MMC (Council Chambers, MPD hallways, common areas - ABM). • Awaiting quotation from Southwest Energy Systems for Coordination Study on MOC electrical system. TRAFFIC SIGNALS/SIGNS AND MARKINGS: • Working with MPD controlling three intersections for PGA traffic. • Routine street name sign replacement continues. MANAGEMENT: • Working with GIS to obtain maps for Street Sweeping contract. • Working on 2010 Budget submittals (due in Finance March 5, 2009). • Working with Public Services Team to represent O&M on new Personnel Policies Review and new Medical Benefits. -10- • Processed 72 new work requests on the CRT for the month of January; 49 for the first 24 days of February 2009. POLICE PGA • The Marana Police Department is providing all levels of Security and Traffic Control for the PGA Accenture Match Play, in addition to regular Police Department Operations. I. TECHNICAL SERVICES IT & NETWORKING • Evaluating network monitoring software to determine their capabilities • Testing software for the automatic shutdown of servers in the event of a power outage GIS • Presented 208 Amendment to POPTAC and approval or disapproval of population projections within 208 Amendment will be established in the next meeting • Updating Building Footprints based off of new 08' imagery • Providing support and research on a Tree Inventory Project initiated by Tom Ellis and a U of A student • Incorporated Pinal streets in street layer and updated website to include this information -11- PD & COMMUNICATIONS • Supporting PGA with setup of the command center and any issues that may occur during the week J. TOWN CLERK NOVUSAGENDA UPDATE • Ongoing maintenance and updates as needed • We are still experiencing problems with certain parts of the email and Public Hearing notification system. Our TS department and NovusAgenda techs continue to work on this. CREW & MARANA 101 • New session began on February 17; 11 new employees in attendance • Graduation scheduled for March 17th • Marana 101 will be transitioned into the Human Resources Department after this session. CITIZEN ADVISORY COMMISSIONS • There are several vacancies, mostly for alternates, which we plan to take to Council for approval in March-April. There was a planning meeting February 19 to discuss possible changes and clarifications to the current policy adopted by Council in July of 2008. • Ten applications have been received since the last appointments were made and have been distributed to the various commissions. Each commission in need of members will review the applications and make a recommendation to Council. ELECTIONS • Staff has been working with the Finance Department and Pima County Elections to prepare the publicity pamphlet for the Alternative Expenditure Limitation election on May 19. • Early voting for the primary election began February 5. As of February 27, 5824 early ballots were mailed to Marana voters and 1772 have been returned. • No write-in nominating papers were received. • The Pre-Primary Election Campaign Finance Reports were due on February 26, 2009. All Council Members and candidates have submitted their Campaign Finance Reports. They are posted to the web per state statutory requirement. • The next Campaign Finance Reports are due by Apri19. All candidates and Council Members with active campaign committees have been notified. • On February 23, at approximately 4:45 pm, a decision was made to prepare polling place location postcards to be mailed to Marana residents. The project was started by Jocelyn and Viviana at 8 am Tuesday, February 24, with design, printing, and cutting of 6,000 postcards based on polling location information provided by Pima County. On Tuesday afternoon (approximately 3:30 pm) Pima County notified us that two of the polling locations that they previously confirmed in December had been changed (the 6,000 postcards had already been printed). This was the first notification that the Town received of the polling locations being changed. It was discovered that the initial polling location for area 10-01 at Heritage Highlands was never finalized by Pima County. Frank Cassidy, Cedric Hay and Jocelyn Bronson worked on Tuesday afternoon and Wednesday morning to obtain Heritage Highlands as a polling location for area 10-01 and were successful. The location for area 10- 05 was not able to be changed back to its original confirmed location, as they were -12- unavailable on Election Day. As a result, 6,000 post cards had to be manually re-labeled to change the polling location for area 10-OS to Countryside Community Club. This required an additional 10 hours of Town Clerk staff time and the resources of eight staff from various departments to complete and get the postcards in the mail by Thursday evening, February 26. Viviana completed the project - a total of 3 days / 32 hours. Polling Place Location postcards were mailed to 10,185 Marana households. Approximate materials cost of the project was $3,500 for materials only (cardstock, ink, labels, postage, etc.) Jocelyn worked with the HR staff to prepare for the upcoming PARB election for. a representative from the police department. A PARB hearing is scheduled for Monday, March 9. K. UTILITIES WATER: • Continued work to replace 2" main line in Honea Heights. • Performed routine maintenance on hydrants throughout the water system. • Continued working with Hunter Contracting to adjust valves on Tangerine Farms. • Completed change out of older meters (20) in Picture Rocks system. The meters will be tested for accuracy as they are between 15-20 years old. • Changed out 15 T2 radio read devices to Orion radio read devices. -13- .
