PLACE AND DATE Marana Town Hall, February 6, 2001 CALL TO ORDER By Mayor Sutton at 5:36 p.m. PLEDGE OF ALLEGIANCE Led by Mayor Sutton III. INVOCATION/MOMENT OF SILENCE Mayor Sutton asked that a moment of silence be observed in reverence and remembrance of Gerald Harn, Council Member Ora Harri s husband. who passed away last week. A moment of silence was observed. IV. V. APPROVAL OF AGENDA Upon motion by Council Member Blake, seconded by Council Member Honea, the agenda was unanimously approved. 1 MINUTES OF COUNCIL MEETING MARANA TOWN HALL FEBRUARY 6, 2001 VI. ACCEPTANCE OF MINUTES Minutes of Regular Meeting -January 16, 2001 Minutes of Special Meeting -January 23, 2001 Upon motion by Council Member Kai, seconded by Council Member Blake, the minutes of the regular Council meeting held on January 16, 2001 and the minutes of the special Council meeting held on January 23, 2001 were unanimously approved. VII. CALL TO THE PUBLIC/ANNOUNCEMENTS Bob Delaney, resident, spoke before the Council regarding the newly completed transportation improvements at the Cortaro Road/ I-10 intersection. He commented that he had recently driven through this area during peak rush hour traffic and had not experienced any problems. He complimented the Town for the good work. VIII. STAFF REPORTS There were no questions regarding the staff reports. IX. GENERAL ORDER OF BUSINESS A. CONSENT AGENDA 1. Resolution No. 2001-15: Agreement for Purchase of Type 2Non-Irrigation Grandfathered Water Rights (Brad DeSpain) 2. Resolution No. 2001-17: Appointments to the Business Advisory Committee (Roy Cuaron) Upon motion by Council Member Honea, seconded by Council Member Blake, the consent agenda was unanimously approved. B. COUNCIL ACTION 1. Public Hearing on Northern Marana Annexation -AMENDED. Consideration of the Town of Marana's desire to annex approximately 1660 acres in Sections 1, 12 and 13, Township 11 South, Range 10 East and portions of Sections 7, 8,16,17,18, 20 and 21, Township 11 South, Range 11 East. No action will be taken at this meeting (dick Gear) 2 MINUTES OF COUNCIL MEETING MARANA TOWN HALL FEBRUARY 6, 2001 Mr. Hein explained that this annexation effort was a continuation of the squaring off of the Town's boundaries and that this area had been slated for annexation previously but that effort had not been accomplished. He spoke briefly about the positive momentum that had been generated within the community by the Town's adoption of the Northwest Marana General Plan and stated that the Town was dedicated to providing strong economic development opportunities in the northern Marana area. Upon motion by Council Member Blake, seconded by Council Member Honea, approval to go into public hearing was unanimous. David Morales, resident, spoke before the Council regarding this item. He said that he was in favor of this proposed annexation but voiced his concerns with new construction within this area with respect to drainage of floodwaters. Upon motion by Council Member Blake, seconded by Council Member Honea, approval to come out of public hearing was unanimous. 2. Resolution No. 2001-16: Master Trail System (Joel Shapiro) Mr. Shapiro gave a brief synopsis of this item. He said that the Trail System Master Plan went before the Planning Commission on December 20, 2000 and received a unanimous recommendation for approval. He added that this Plan will be an amendment to the Marana General Plan. He introduced Steve Hagedorn, a landscape architect representing McGann & Associates, Inc., and said that Mr. Hagedorn was available to answer any questions regarding the proposed Plan. Mr. Reuwsaat commented that one of the most significant outcomes from the preparation of the Master Trail System Plan was that the primary regional trail system was examined and set out for review, thus enabling staff to visualize connections and linkages within the urbanized and rural areas of Marana. He added that the Plan also provided for construction standards that were uniform with Pima County in order to blend in with the overall trail system throughout the region. He said that it would also serve the Town as a critical reference source and tool when soliciting ADOT for funding. He noted that ADOT had already funded $500,000 on the first segment of the regional trail system. Upon motion by Council Member Blake, seconded by Council Member Kai, Resolution No. 2001-16 was unanimously approved. 3. Legislative Update (Mike Hein) Mr. Hein asked that this item be continued until Michael Racy, Town lobbyist, arrived at the meeting. He said that Mr. Racy was working on a bill regarding the expansion of the Towri s eminent domain capabilities to cover open space. He said that there were 3 MINUTES OF COUNCIL MEETING MARANA TOWN HALL FEBRUARY 6, 2401 several bills concerning water issues and the budget that were moving forward in the Legislature. 4. Executive Session - Pursuant to A.R.S. Section 38-431.03 (A)(1), discussion or consideration of employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining or resignation of a public officers, appointee or employee of Marana (Dan Hochuli) Upon motion by Council Member Honea, seconded by Council Member Blake, the Council went into Executive Session. The time was 6:02 p.m. It is noted for the record that Council Member Harn joined the Council meeting at 6:30 p.m. and went into the Executive Session at a time not needed. She was involved in the discussions during the Executive Sessions. It is also noted that Council Member Ziegler joined the Executive Session via a teleconference call. At 6:44 p.m., Mayor Sutton reconvened the Council meeting. All attending Council members were present on dais. 5. AMENDED. Action or direction resulting from Executive Session regarding compensation for the Town Manager (Mayor Sutton) Upon motion by Council Member Harn, seconded by Council Member Honea, approval to increase the Town Manager's salary to $125,000 annually, effective February 9,2001 was unanimously approved. Mayor Sutton read a statement into the record regarding the Towri s high regard for Mr. Hein and pride in his accomplishments throughout his tenure as Town Manager. This statement has been made a permanent part of this record. Also included in the permanent record is a copy of an electronic mail message addressed to the Town Clerk from Council Member Ziegler conveying her approval of the salary increase for the Town Manager. C. Mayor and Council's Report Council Member Harn thanked everyone for their compassion, support and caring during the difficult time following her husband's death. She said that the Marana Police Department was especially helpful to her. Mayor Sutton said that he was very moved by the eulogies for Gerald Harn during the funeral and that Mr. Harn had certainly epitomized the character of Marana. Mr. Hein reported that he had attended the Western Army Aviation Training Center (WAYS) luncheon in support of the organization. 4 MINUTES OF COUNCIL MEETING MARANA TOWN HALL FEBRUARY 6, 2001 Mr. Reuwsaat added his accolades for Mike Hein to those of the other Town staff members and Council Members. X. FUTURE AGENDA ITEMS There were no items submitted for future agendas. XI. ADJOURNMENT Upon motion by Council Member Blake, seconded by Council Member Honea, adjournment was unanimously approved.
