ORGANIZATION WIDE:
A. BUILDING
PLAN REVIEW:
• Our plans examiners are currently working on several residential custom home plans as well as
several builder model plans.
• We also have several commercial building plans under review.
• Plans for the new mortuary have been submitted for review.
INSPECTIONS:
• One senior building inspector is dedicated to the Ritz group of projects and the other two
inspectors are undertaking the remaining inspections throughout the town.
B. CAPITAL IMPROVEMENT PROJECTS
SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-050
• The pedestrian crosswalk at Silverbell Rd and Benet Dr has been striped with thermoplastic
paint and missing raised pavement markers along Silverbell Rd. are in place. Pedestrian
crossing signs still remain to be installed

• Permanent signs have been installed. The speed limit is posted at the running speed of
45MPH.
• Landscaping work is complete along Silverbell Rd. with the addition of `DG' material along
Benet Dr. The establishment period began at the end of February. Five Obelisks have been
installed along Silverbell Rd. and will be finalized by the artist with thepainting ofthe bases.
• Access to the Library has been restored with the street repair and curb and gutter work
complete.
• Phase I work in the District Park is complete and the Phase II work is being awarded.
• The multi-use path is complete.
• A Final Walk-thru was carried out on March 17th with punch list items being tended to. The
Contract end date. is March 28.
• A pickup /bicycle accident with minor injuries occurred at the Silverbell Rd./ Ina Rd.
intersection on March 6th. The accident was not construction related.
THORNYDALE ROAD PROJECT:
• The project is in the landscape establishment period. Landscape maintenance by the contractor
as required is ongoing on a weekly basis.
• Relative to Council's decision to abandon the one foot strip of Town right-of--way to the east
side of the new noise walls and to allow for fencing off of the gap between the noise walls and
adjacent private property walls/fences, applicable Pima County residents have been contacted.
Deliberations are underway between the C.LP. and Legal Departments to draft the appropriate
agreements.
THORNYDALE RD. /TANGERINE RD: INTERSECTION IMPROVEMENTS:
• The Developer's revised plans have been reviewed and accepted. The Town is finalizing the
plans.
• Advertisement for construction: Apri12009. Construction to begin: May 2009.
TANGERINE FARMS LOOP ROAD:
• Punch list, site cleanup work, and project closeout continuing
• Record Drawings and final project documentation being completed
• I-10/Tangerine Road intersection cleanup and ADOT punch list items being addressed
• Format documents for project closeout Public Hearing received from Bond Attorney, final
quantities, costs and reassessment approach being calculated
HONER HEIGHTS WATER SEWER AND PAVING PROJECT:
• Extra work negotiations were completed in mid-January 2009 and the. contract change order
for this work was fully executed on January 26, 2009. The paving project contract, which
included two (2) Marana Water Department projects, was completed at only 12.14% over the
original bid price.
• Paving work was completed at the end of September; final negotiations on extra work
underway for final paving project close out in December 2008; sewer as-builts under review
prior to submittal to PCWMD
• NAC Construction completed water improvement installation prior to July, system tied over to
new service and site cleanup was completed mid July.

• Two additional sewer manholes, sewer main and service connections installed for low income
housing project on town. owned property on Whirney Lane, in new road alignment for Sydney
Place
• Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ for
final Approval to Discharge, to be submitted after final manhole rims adjusted to new street
pavement elevations and final survey information and post paving inspections completed
• Connection of homes to new sewer main to begin after Approval to Discharge issued by
ADEQ, program currently calls for approximately 200 homes to be connected over a three
year period. Bid documents are in the process of being developed for the first phase of this
work.
• Sidewalk construction planned once all homes are connected to the sanitary sewer system
CAMINO DE MANANA PROJECT:
• Design finalization is currently underway for the new waterline and other design issues.
• Borderland Construction is currently under contract for Project pre-construction services.
• The Town is working with the Landscape. Architect and Contractor to identify in the field the
vegetation that is required to be salvaged. The trees and other vegetation. will be boxed or
spaded and removed/replanted in the .project nursery. by May 2009.
• Construction is estimated to start May 2009.
BARNETT LINEAR CHANNEL:
• Revised 60% plans have been reviewed and comments have been provided to the Engineer for
inclusion.
• The jurisdiction delineation has been submitted to the Army Corp of Engineers for approval
and/or comments. The Town is waiting for comments.
PAVEMENT REHABII.TTATION PROGRAM:
• The Town is moving forward with rehabilitation/overlay of Tangerine Road between I-10 and
the eastern Town limits. Marana Road (I-10 to Sandario Road) is also scheduled for a
rehabilitation overlay.
• AECOM (ADOT's consultant representative for. using the Federal Stimulus Money through
FHWA) is working to get the environmental requirements approved for construction.
C. LEGAL
WASTEWATER LTI'IGATION/TRANSITION
• Pima County has filed its response to Marana's demand for transfer of the Marana sewer
system, and has acknowledged that almost the entire system is anon-flow-through system (and
therefore Marana's). The main areas of dispute are in the Continental Ranch and Countryside.
areas of town.
The Court has set a March 30 at 1:30 pm hearing on the Town's February 23 motion to compel
Pima County to turn over ownership and control to the Town of the non-flow-through portions
of the wastewater system located in Marana.
Town representatives continue to participate in PAG 208 Scope of Work Task Force meetings,
regarding the transition. of wastewater operations from Pima County to Marana. The next

scope of worktask force meeting is scheduled. for Apri19, and the Town anticipates submitting
a revised draft PAG 208 amendment at that meeting.
• Legal staff has completed a new revised draft contract with Algonquin for wastewater system
operation and maintenance services, and expects to submit the revised draft to Algonquin for
' further feedback and comment.
• New draft Town Code provisions addressing wastewater are expected to be worked on over
the next couple of months.
CMID IGA NEGOTIATIONS
• By letter dated March 13, 2009 from CMID/CWUA Board President Dan Post, the District has
rejected the Town's $298,500 offer to purchase the five CMID wells identified in the
Cancellation Agreement.
• The Town is in the process of exploring options. to make a revised offer and to modify the
schedule for establishing a mediated three-appraiser evaluation for the wells.
• By letter dated March 23, 2009, the Town submitted its counter-claim against CMID based
primarily on anticipated electrical savings, in the total. amount of $902,887.
• Town staff anticipates that CMID's pending claim against the Town and the Town's new
counter-claim against CMID will be the subject of staff negotiations in the near future.
POLICE DEPARTMENT PERSONNEL MATTERS
• The Town won the special action in the MPOA lawsuit re: the Harris PARB hearing and that
the AG's Office then closed the OML complaint that was filed against us with them.
• Jane Fairall continues to assist Town and Police Department management in drafting
amendments to the Memorandum of Understanding between the Town and the MPOA.
• Jane Fairall drafted amendment to MPOA MOU with the Town, which was adopted by
Council, and has. an estimated savings of approximately $400,000 to the Town.
• Jane Fairall is working with the Police Department regarding streamlining ordinance and
procedures regarding false alarm calls.
PUBLIC. WORKS PROJECTS
• Legal staff has been. assisting in negotiations relating to Twin Peaks TI funding matters .arising
from the Marana/ADOT .IGA and the MaranalRTA IGA.
• The Marana Municipal Property Corporation approved a lease revision addressing the use of
October 2008 Bond Proceeds to fund a $15,000,000 Local Government Investment Pool
(LGIP) account to facilitate the construction of the Twin Peaks TL-Once the $15,000,000 is
fully replenished with other available funding, it will be used for the construction for the
Camino de Mariana project, as originally planned.
• Cedric-Hay and CIP personnel attended apre-construction meeting with representatives from
Borderland Construction to finalize the pre-construction contract and to discuss the phasing
and potential issues for the Camino de Mariana project and to coordinate right-of-way
acquisitions with their schedule.
• Negotiations continue with the property owners relating to the right of way needed for the
Camino de Manana/Dove Mountain extension project headed up by Cedric Hay.

OTHER NOTABLE CIVIL MATTERS
• The Legal Department is preparing proposed amendments to Title 14 and Title 16 of the Town
Code to combine the Utilities Board and the Utilities Commission, for consideration at the
Commission's April 14 meeting. If recommended for approval, the amendments will be
forwarded to the Council for consideration.
• Frank Cassidy and Karen Cushing are working on a draft reformat of the Land Development
Code.
• Frank Cassidy is preparing a draft Tower Lease Agreement with Simply Bits, along with an
extension of the Town's Internet service provider contract. These items are expected to be
presented at the Apri17 Town Council meeting.
• The developer's request for $54,587.81 in attorney's fees and costs was granted on March 24
by Pima County Superior Court Judge John Davis in the DeAnza Referendum litigation.
• Cedric Hay worked with Jocelyn Bronson and the Pima County Elections Commission to
prepare a Resolution and related legal pleadings to initiate a recount of the results of the March
10, 2009 election.
• Cedric Hay worked with Jocelyn Bronson to respond to two complaints from citizens relating
to campaign finance requirements.
• Frank Cassidy, Jane Fairall and Cedric Hay met with representatives from the Town
Manager's and Town Clerk's offices to discuss enforcement of the sign code during the
election season.
• Jane Fairall is working with HR to draft changes to Chapter 5 of personnel policies, including
employee discipline and PARB rules.
• Cedric Hay continues to meet and work with lending institutions and the Planning Department
to address illegal lot splitting in the Camino de Mariana area.
• Cedric Hay has been working with T VanHook to finalize documents which will enable the
Town to transfer title to a house which it presently owns and rents to a local couple. With the
assistance of the Community Development Staff the couple has been able to qualify for their
own. mortgage and will. pay off the remaining balance that is owed to the Town.
• Cedric Hay met with agents .from the Water Utilities Department regarding faulty water meters
and equipment that was purchased from Metron Farnier.
• Cedric Hay, Jan Catalano, Keith Brann and others attended a mediation and were able to reach
a settlement of a condemnation action which had been filed relating to the acquisition of
property for the Twin Peaks Interchange.
• Cedric Hay attended a status conference for the Fidelity National Title v. Town of Marana and
advised the court that there was a factual error in the ruling from the Court of Appeals a Notice
will be prepared and filed.
• Cedric Hay met with Barbra Bourne and Kurt Schmidt regarding the abandonment of right of
way along the Thornydale Rd project and the preparation of deeds for the property owners
who have expressed a willingness to accept the property.
• Cedric Hay and Frank Cassidy worked with Public Services staff in response to a bid protest
filed for the Cortaro Silverbell Park project.
• Jane Fairall is working with Manager's Office regarding options for budget reductions to offset
anticipated budget shortfall for FY 20.10, specifically, exploring personnel policies and
programs which may reduce costs.

• Jane Fairall worked with HR and Manager's Office to terminate broker of record for employee
benefits and enter into agreement with new broker of record.
D. MARANA REGIONAL AIRPORT
SEPTIC TANK
• Design is under contact to Westland Resources
• Design is 90% complete
• Field samples were taken to be analyzed

• Paving will start the week of March 30, 2009
SECURITY FENCE
• Construction is 100% complete
AIRPORT ACCESS ROAD
• Construction is 94% complete
• Paving has been completed
AIRPORT TERMINAL

• Schematic design is 65% complete
• Schematic design will be transferred to DWL
• Design contract with DWL is being worked on
AIRPORT CONTROL TOWER
• FAA is working on final draft of the site study
STATE LAND -ACQUIRE RIGHT OF WAY
• The Airport has submitted an application to State Land to acquire utility and roadway right of
way to the west of the airport.
• State Land has received the application and it is being processed.
~ The airport has selected W.D. Schock to help with land issues around the airport.
MARINE MONUMENT EVENT AT MARANA AIRPORT
• There will be a Memorial Service at the Marano Regional Airport on Saturday, April 11, 2008
at 10:00AM to honor the 19 U.S. Marines that were tragically killed in an MV-22 Osprey Tilt
rotor aircraft accident at the Airport on Apri18, 2000. Included in the Memorial Service will be
the Tucson Detachment Marine Corps Color Guard, Apache Young Marines drill team along
with various Veteran organizations' Color Guards. The names of the 191ost will be read aloud
with a rifle salute, taps and a dove .release. The event is free and open to the public.

COLLINGS FOUNDATION RETURNS TO MARANA AIRPORT
• The Collings Foundation has announced that they will return to the Marana Regional Airport
on April 17-19, 2009. The Collings Foundation's Wings of Freedom Tour made its first
appearance at the Marana Regional Airport last year with three World War IIaircraft; a B-17
Flying Fortress, a B-24 Liberator and a P-51 Mustang.
E. OPERATIONS AND MAINTENANCE
.FLEET SERVICES:
• Pima County Sanders/Santa Cruz River Fueling Station Closure: The station is still open as of
March 30, 2009.
• -The new Bucket Truck from Terex should be here today (March 30, .2009.).
• Submitted revised vehicle replacement schedule during budget meeting Friday, March 27,
2009.
STREET MAINTENANCE:
• Continuing routine patching around Town
• Mowed washes in Continental Ranch
• Selected neighborhoods are being swept and patched in areas of failing slurry seal (6 years
old).
TRAFFIC SIGNALS/SIGNS AND MARKINGS:
• Missing street name signs on Tangerine Farms have been installed.
• Working with the CIl' Group to have Contractor(s) complete punchlists on Orange Grove
Thornydale and Silverbell projects.
• Safety railings are being installed on the drainage ways along the new portion of Silverbell
(Contractor).

G. POLICE
ORANGE GROVE COMMUNITY INITIATIVE
• On April 18, the Marana Police Department will initiate the "Orange Grove Community
Initiative".
• Developed to target quality of life problems that are occurring in and around the Cantera
Apartments which are located at 3500 W. Orange Grove.
• The Police Department will assign officers to go "door to door" and make contact with citizens
of the complex and provide education on reporting suspicious activity and crimes in progress.
This will be follow up with targeted enforcement.
SPECIAL EVENT
• The Founders Day Special Event concluded with no major issues. An After Action Report. has
been submitted.
DUI TASK FORCE/ ST. PATRICK' S DAY
• No DUI'S located during time frame 2000-0200, Total Stops 25, Speed Citations 7, Other
Violation Citations 6, Written Warnings 4, Non-Moving Citations 4, Repair Orders 5
AUTOMATED EXTERNAL DEFIBRILLATOR (AED)
• On March 26,2009 a selected group of town employees and volunteers (NIPS) were trained
• Desert AED provided the training
• Selected Town of Marana facilities will have a AED
• AED is a smart machine designed to detect whether a cardiac arrest would benefit from a
defibrillation shock
H. TOw1v CLERK
CREW & MARANA 101
• Marana 101 Graduation held on March 17th -graduated 11 employees
• Marana 101 is now transitioned into the Human Resources Department.
CITIZEN ADVISORY COMMISSIONS
• There are several vacancies, mostly for alternates., which we plan to take to Council for
approval in April. There was a planning meeting February 19 to discuss possible changes and
clarifications to the current policy adopted by Council in July of 2008. These will be presented
prior to the recommendations..

• Ten applications have been received since the last appointments: were made and have been
distributed to the various commissions. Each commission in need of members will. review the
applications and make a recommendation to Council.
ELECTIONS
• Election results were placed in March 17 Council packets. A recount was required which
occurred on March 20. The results of the recount were identical to the results of the Primary
Election. Judge Kelly will be certifying the recount on March 30. Two Council members
have been seated -Patti Comerford and Herb Kai. Pending the judge's determination, four
candidates will appear on the general election ballot -Carol McGorray, Kelle Maslyn, Jon.
Post,. and Larry Steckler.
• Early voting for the general election will begin April 16. Publicity pamphlets will be
distributed at that time.
• The next Campaign Finance Reports are due by Apri19. All candidates and Council Members
with active campaign committees have been notified.
• Jocelyn is working with. Barbara Christensen and Chris Roads at Pima County Voter
Registration to update our voter lists, as over. 325 postcards were returned from the Primary
Election cycle as vacant or undeliverable.
• Jocelyn met with Mary Martinson at Pirna County Elections to revise the precinct map. -For
the May 19 General Election, Precinct 222 near Ina and I-10 has been moved to Voting Area
4 (Abbett Library), and Precinct 277 near the Pinal County line has been moved to Voting
Area 2 (Parks & Recreation building).
• The Spanish version of the publicity pamphlet for the Alternative Expenditure Limitation was
translated in house by Viviana Ruiz and finalized and sent to the printer on March 18.
I. UTILITIES
WATER:
• Near completion of inventory tasks for first phase of Cartegraph implementation.
• Commenced valve exercising program.
• Completed testing of Town backflows.
• Performed water line inspection at Marana Rd and Union Pacific Railroad. We are in progress
of abandoning the water line.
• Near completion of FEMA NIMS training.
• Performed inspections at the Pioneer well.
• Repaired water main break at Airline/Lambert water system.
• Repaired a pump at the Springs. reservoir.
• Removed all electrical panels and wiring from the well at Sagebrush and Sanders.
• Activated La Puerta to Saguaro Springs interconnect, which combines all three systems to one
large water system with one AZDEQ System ID.
